This document discusses open innovation as a new public management tool. It defines open innovation as using purposive inflows and outflows of knowledge to accelerate internal innovation and expand markets for external use of innovation. Examples are given of open innovation through crowdsourcing ideas, like Nokia's Idea Project which developed 200,000 apps. Open innovation can help close the innovation gap for public services by involving citizens and using their ideas. Key aspects of open government 2.0 discussed are engaged citizens, web-based user involvement, government as a marketplace, and collaborative rather than directive government. Challenges to open innovation adoption include lack of political leadership, emerging nature of the topic, and lack of proven new business models.
Marie Shroff, the Privacy Commissioner, gave a speech at the HINZ Conference in Rotorua on November 9th, 2012 about upcoming changes related to privacy. She recommended that organizations strengthen governance of information, leadership on privacy issues, privacy programs, cultural awareness of privacy, accountability for meeting privacy goals, and ensure information systems are designed with privacy in mind. She posed a series of questions for organizations to consider regarding how they view, manage, and can demonstrate their commitment to privacy.
