The Moroccan government adopted a Governmental Plan for Gender Equality from 2012-2016 to promote gender equality through sectoral policies and programs. The plan aims to develop legal protections for women, strengthen women's access to decision-making positions, and achieve equal opportunities for women in the labor market. It received €45 million in funding from the EU and includes 143 measures across eight domains like education, health, economic empowerment, and political participation. The plan's goals are to establish gender equality and improve women's legal protections and economic and political status in Morocco.

This article aims to present the rational and democratic way of administering Brazil. Our proposal to manage Brazil is rational because the planning process is coordinated throughout the country through which each productive and infrastructure sector, each municipality, each state, state and national legislatures and judiciaries and the federal government prepare target plans articulated with each other. During the execution of the plans, there is a process of “feedback” and control of the execution of the target plans of each municipality, of each state, of the state and national legislatures and judiciaries, of the federal government and of Brazil as a whole to ensure their implementation. Annually, there must be a process of evaluating the performance of the 10 systems that make up the country (economic, social, science and technology, education, health, energy, transport and communications infrastructure, environmental, regional development, foreign trade and political and moral) to identify the need for improvement in each of them. Our proposal is also rational, because it helps to avoid overlapping actions between the different levels of government and eliminate waste of resources resulting from the lack of coordination between governments at all their levels in the promotion of national development. Our proposal also contributes to the country's governability, made possible by the deep articulation established between the federal government, state governments, state and federal legislatures and judiciaries, municipal governments, the productive sectors and of economic and social infrastructure and, above all, the population. The proposed planning is also democratic because it places as a starting point the fulfillment of the needs and aspirations of the population of each State and of its representative entities, which serves as a basis for the establishment of the goals of the productive and infrastructure sectors of each State, of each municipality, each state legislature and judiciary, each state, the national legislature and judiciary and the federal government which are incorporated in the Target Plan for the Municipalities, the States, each state legislature and judiciary, the federal government, the legislature and national judiciary and Brazil as a whole. Our proposal respects the autonomy of states and municipalities and the productive and infrastructure sectors in establishing their goals.

MAKING BUDGETS GENDER-SENSITIVE: A CHECKLIST FOR PROGRAMME-BASED AID "Aid is only effective if it achieves good development results and good development re- sults are not possible if gender inequalities persist, environmental damage is accepted or human rights are abused." Mary Robinson, at the workshop "Strengthening the Development Results and Impacts of the Paris Declaration through Work on Gender Equality, Social Exclusion and Human Rights", London, March 2008 1. Introduction Since the Paris Declaration on Aid Effectiveness (March 2005) a new emphasis is laid on effi ciency of aid flows for achieving greater development effectiveness. The principles of ownership, harmonization, alignment, managing for development results and accountability build the opera tional framework of the Paris Declaration. New aid modalities like Joint Assistance Strategies (JAS), Sector Budget Support (SBS), General Budget Support (GBS), or Basket Funds should guarantee alignment with a government’s development plans and donor priorities as well as stimulate donors to harmonize their efforts. Very early, the OECD DAC Gendernet, the European Union and UNIFEM seized the opportunity the PD was providing for a sound gender mainstreaming effort. Several conferences, workshops and meetings were held during the last three years to gather experiences and best practices for engendering the PD. These exchanges lead to consensus on the importance to bring gender equality and women’s rights as drivers of change into policy dialogue, donor-partner countries negotiations, and public finance management (PFM). Helpful for this process is the methodology of Gender Responsive Budgeting (GRB) that is al ready available since the later 1980s and is used now by almost 100 countries of the South and the North. In Austria, since January 2008 a new constitutional law requires gender equality princi ples in budgets at all governmental levels (communes, provinces, state). 1 Feminist economists2 have developed several tools of GRB which allow the analysis of budgets in terms of inputs, outputs, outcomes and impact. In addition, budget circulars are used for the inte gration of gender mainstreaming in financial planning.

The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

BACKGROUND
►The directives of His Majesty King Mohammed VI in the areas
of promotion of women reflect the political will to make
gender equality, both purpose and an a central element to
promote economic and social growth;
►The adoption of the new constitution guarantees that women
enjoy all rights and freedoms in the civil, political, economic,
social and environmental fields in equal conditions of men;
►Morocco's commitment towards the implementation of the
content of international agreements, such as the achievement
of the Millennium Development Goals (MDGs) by 2015, as well
as those arising from the ratification of the Convention on the
Elimination of All forms of Discrimination Against Women
(CEDAW);
►The Moroccan legal arsenal (Family Code, the Labour Code,
the Nationality Code, ....).

► The equality of rights, responsibilities, resources and
opportunities;
► The recognition of the value of contributions and inputs of women
and men in the public and private spheres;
► Consideration of the needs, constraints, interests and expectations
of women and men in the
development, implementation, monitoring and evaluation of
policies and programs;
► Recognition of full citizenship to both sexes;
The provisions of the new constitution of 2011 reinforce the principle of
equality as the original concept for the construction of a state based on
citizenship according to the following principles:

equality between men and women and regulations to achieve
parity;
► Empowerment of women and the eradication of its precarious

► Promoting the culture of respect for rights, freedoms and dignity
of women.
In addition, the special attention given by the government to the
issue of women is reflected in its governmental program for the
period 2012/2016 through a number of measures including:

The government's plan for gender equality aims to promote gender
equality through essentially the development of sectoral policies and
programs that contribute to gender equality, strengthening the legal
protection of women and strengthening their access to positions of
responsibility.
Main objective:
Specific objectives:
► contribute to the promotion of a gender equality and gender
equality at national and local levels;
► create the conditions for mainstreaming gender in development
policies, and
► strengthen the operational capacity of the national machinery for
the promotion of equality between women and men and the actors
involved in the implementation of the Government Agenda for
Equality (AGE).
The Program includes 143 measures, 24 objectives and eight domains

1. The institutionalization and dissemination of the principles of equity
and equality and the launch of the implementation of the rules of
parity;
2. The fight against all forms of discrimination against women;
3. The rehabilitation of the education and training system based on
fairness and equality;
4. The promotion of fair and equal access to health services;
5. The development of basic infrastructure to improve the lives of
women and girls;
6. Social and economic empowerment of women;
7. Empowerment for a fair and equitable access to decision-making
positions in administrative and political levels;
8. Achieving equal opportunities between women and men in the
labor market.

Main actions planned:
► The creation of a ministerial committee for equality;
► The creation of an inter-ministerial technical committee
responsible for monitoring the implementation of this program;
► The integration of a gender approach in both the planning and
programming budgets of different sectors and also in the national
statistical system;
► The development of legal instruments for the protection of
women, particularly the law project creating the instance of
parity, as well as other regulations on violence against women.

► Improvement and effectiveness of legal protection for women;
► The institutionalization of gender at central, regional and local
levels;
► Strengthening the equal participation of women and men in

Financing of the plan:
The 48 month long program includes four sections:
Legal aspects concerning the development and implementation of specific
legal frameworks;
Institutional and social aspects;
Component of communication through awareness and training;
Implementation of the AGE (steering committee, planning and
coordination).
The governmental plan for gender equality has received a grant from
the European Union of an estimated 497 million dirhams (45 million
Euros), under the « Support program for the promotion of equity and
equality between women and men », held as part of the axis « Good
governance and human rights »

Financing of the plan:
The total estimated cost of the plan is 45 millions Euros
according to the following distribution:
37.5 million in budget support;
7.5 million for technical assistance activities;
5.3 million for
education, training, communication, monitoring, evaluation and
audit;
2.2 million of grants to non-governmental organizations (NGO).

► Adoption by the Council of the Government of the Decree that
establishes a ministerial committee for equality;
► Increased ministerial departments that integrate the gender
approach in the preparation of their budgets knowing that the
gender budget was considered by the Plan as a mainstreaming
mechanism to integrate the gender dimension in the planning of
sectoral departments ;
► Financial component, $ 5 million dirhams has already been
disbursed by the European Union (technical assistance).
► Achieving the overall objectives of the governmental plan for
gender equality will only be realized only through a strong
commitment of the various stakeholders (government, political
parties, civil society).

Gender responsive budgets and gender equality
In 2006, Morocco developed the National Strategy for Gender Equality,
which ensures the integration of the gender approach into sectoral
action plans and programs, but also in the development of projects.
Gradual mainstreaming of gender equality in the programs of several
government departments
Since 2005, Morocco has carried out the integration of a gender
approach in the general budget of the State which is in the
framework of the implementation of results-based budget reforms.
Increase performance by conducing budgets to results;
Give greater clarity to strategic choices by strengthening multi-year
budget planning;
Strengthen fiscal decentralization to promote local management to
meet the expectations of citizens.
