● IXPs are a (very) useful tool for peering, but not the only way.
Private network interconnect (PNI - “private peering”) works fine in
many cases
● A successful IXP:
○ Is a symptom of a healthy & competitive market more than an enabler
○ is bottom-up rather than top-down
○ Can be private or associative, not necessarily government sponsored
○ Works best with local content, GGC or otherwise
