Code of Conduct and Ethical
Standards for Public Officials
and Employees (RA 6713)
To uphold the time honored principle of
public trust, granting incentives and rewards
for exemplary service, enumerating
prohibited acts and transactions and
providing penalties for violations thereof and
for other purposes.
Definition of Terms
1. Government – Includes the National
Government, the local governments and all
other instrumentalities, agencies or branches
of the Republic of the Philippines including
government-owned or controlled
corporations, and their subsidiaries.
2. Public Officials – Includes elective and
appointive officials and employees,
permanent or temporary, whether in the
career on non-career service, including
military and police personnel, whether or not
they receive compensation, regardless of
amount.

3. Gift – Refers to a thing or right to dispose
of gratuitously, or any act or liberality, in
favor of another who accepts it, and shall
include a simulated sale or an ostensibly
onerous disposition thereof.

4. Receiving any gift – Includes the act of
accepting directly or indirectly, a gift from a
person other than a member of his family or
relative as defined in this Act, even on the
occasion of a family celebration or national
festivity like Christmas, if the value of the gift is
neither nominal nor insignificant, or the gift is
given in anticipation of, or in exchange for a
favor.

5. Family of Public Officials or Employees – means
their spouses and unmarried children under
eighteen (18) years of age.
6. Person – includes natural and juridical person
unless the context indicates otherwise.

7. Conflict of interest – when a public official or
employee is a member of the board, an officer, or
a substantial stockholder of a private corporation
or owner or has a substantial interest in a
business, and the interest of such corporation or
business, or his rights or duties therein, may be
opposed to or affected to or affected by the faithful
performance of official duty.

8. Divestment – is the transfer of title or disposal of
interest in property by voluntarily, completely and
actually depriving or dispossessing oneself of his
right or title to it in favor of a person or persons
other than his spouse and relatives as defined in
this Act.

9. Relatives – refers to any and all persons related
to a public official or employee within the fourth
civil degree of consanguinity or affinity, including
bilas, inso and balae.

1. Commitment to public interest – Public
officials and employees shall always uphold the
public interest over and above personal interest.
All government resources and powers of their
respective offices must be employed and used
efficiently, effectively, honestly and economically,
particularly to avoid wastage in public funds and
revenues.
2. Professionalism – Public officials and
employees shall perform and discharge their
duties with the highest degree of excellence,
professionalism, intelligence and skill. They shall
enter public service with utmost devotion and
dedication to duty. They shall endeavor to
discourage wrong perception of their roles as
dispensers or peddlers of undue patronage.

3. Justness and Sincerity – must remain true
to the people at all times. Act with justness and
sincerity and shall not discriminate against anyone,
especially the poor and the underprivileged. They
shall at all times respect the rights of others, and
shall refrain from doing acts contrary to law, good
morals, good customs, public policy, public order,
public safety and public interest.

4. Political neutrality – Public officials and
employees shall provide service to everyone
without unfair discrimination and regardless of
party affiliation or preference.

Angeles City Police Office — To achieve clean, honest, accurate, meaningful and peaceful elections, conducted peace
covenant signing and a unity walk among candidates vying for positions in the upcoming 2022 elections in Angeles City
and signed a peace covenant and swore for a secure, accurate, free, and fair election this coming May 9, 2022.
The peace covenant signing was initiated by the PPCRV, the Angeles City Police (PNP), and the Department of Interior
and Local Government (DILG) held at the Holy Rosary Parish Church, March 3, 2022.

6. Nationalism and Patriotism – Public
officials and employees shall at all times be loyal
to the Republic and to the Filipino people, promote
the use of locally produced goods, resources and
technology and encourage appreciation and pride
of country and people. They shall endeavor to
maintain and defend Philippine sovereignty against
foreign intrusion.

7. Commitment to democracy – Public
officials and employees shall commit themselves
to democratic way of life and values, maintain the
principle of public accountability, and manifest by
the deeds the supremacy of civilian authority over
the military. They shall at all times uphold the
Constitution and put loyalty to country above
loyalty to persons or party.

8. Simple living – Public officials and
employees and their families shall lead modest
lives appropriate to their positions and income.
They shall not indulge in extravagant or
ostentatious display of wealth in any form.

1. Act promptly on letters and request.
2. Submit annual performance reports.
3. Process documents and papers expeditiously.
4. Act immediately on public’s personal
transactions.
5. Make documents accessible to the public.
Prohibited Acts and Transactions
In addition to acts and omissions of public
officials and employees now prescribed in the
Constitution and existing laws, the following shall
constitute prohibited acts and transactions of any
public official and employee and are hereby
declared to be unlawful.

1. Financial and material interest.
2. Outside employment and other activities related
thereto – Public officials and employees during
incumbency shall not:
a. Own, control, manage or accept employment
as officer, employee, consultant, counsel,
broker, agent, trustee or nominee in any
private enterprise regulated, supervised or
licensed by their office unless expressly
allowed by law.

b. Engage in private practice of their
profession unless authorized by the
Constitution or law provided, that such
practice will not conflict or tend to
conflict with their official functions; or

Hence, the members of the PNP must adhere to
and internalize the enduring core values of love
of God, respect for authority, selfless love
and service for people, sanctity of marriage and
family life, responsible dominion and stewardship
over material things, and truthfulness.

Provider, and the Creator of all men and everything
dear to me;

affects the esprit de’corps, morale and

the organization. All members of the PNP
should conduct themselves in a manner that
would not place the PNP in bad light.

6. Social Awareness - PNP members and their

development and shall not directly or indirectly
solicit influence or recommendation from
politicians, high ranking government officials, and
prominent citizens, persons affiliated with civic or
religious organization with regard to their

security, proper care and use of public
property issued to them/or deposited
under their care and custody.

performance of duty, PNP members shall

uphold the human rights of all persons.

10.Devotion to Duty - PNP members shall
perform their duties with dedication,

public welfare, and shall refrain from
engaging in any activity which shall be in
conflict with their duties as public servants.

members shall help in the development and
conservation of our natural resources for
ecological balance and posterity as these are
the inalienable heritage of our people.

supervision, control and direction of their personnel
and shall see to it that all government resources
shall be managed, expended or utilized in
accordance with laws and regulations and

disposition.

standard of morality and decency and shall
set good examples for others to follow.
2. Judicious Use of Authority - PNP members
shall exercise proper and legitimate use of
authority in the performance of duty.

dishonest practices in accordance with the
provisions of RA 6713 and other applicable

4. Justice - PNP members shall strive

children, citizens, workers, leaders, or in
other capacities and to see to it that others
do likewise.

• PRO3 CELEBRATES 33rd PNP FOUNDATION DAY
Camp Olivas, City of San Fernando, Pampanga- Police Regional Office 3 under the leadership of
PBGEN JOSE S HIDALGO JR, RD, PRO3 celebrates its 33RD PNP Foundation Day Anniversary which
coincided with the Traditional Monday Flag Raising Ceremony followed by a Wreath Laying
Ceremony at the PRO3 Heroes monument on February 5, 2024 at the Camp Julian Olivas, City of
San Fernando, Pampanga.
City of San Fernando Vice Mayor Hon. Benedict Jasper Lagman graced the event as the Guest of
Honor and Speaker, joined by the families of the fallen PRO3 personnel. In a poignant address, Hon.
Lagman conveyed his deepest appreciation to the dedicated officers of Central Luzon for their
tireless efforts in maintaining peace and order throughout the region. He reassured the police force
that his office remains open and committed to providing additional support for the betterment of
the organization in the region.
Reflecting on the journey since its establishment in 1991, the PNP has evolved into a key member
of the Department of the Interior and Local Government (DILG). The force has played a pivotal role
in upholding peace and order, contributing significantly to the region's overall tranquility.
“Beyond law enforcement, the PNP has actively engaged in initiatives aimed at professionalizing its
personnel, aligning with principles of good governance for the betterment of society. The ceremony
served as a moment of reflection and celebration, acknowledging the PNP's enduring commitment
to public service and its role in shaping a safer and more secure community,” PBGEN HIDALGO JR
said.

  • 1. The lesson aims to provide the participants a better understanding on the policy of the State to promote a high standard of ethics in public service and that public officials and employees shall at all Lesson Goal

Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713) To uphold the time honored principle of public trust, granting incentives and rewards for exemplary service, enumerating prohibited acts and transactions and providing penalties for violations thereof and for other purposes.
  • 5. Definition of Terms 1. Government – Includes the National Government, the local governments and all other instrumentalities, agencies or branches of the Republic of the Philippines including government-owned or controlled corporations, and their subsidiaries.

Conflict of interest – when a public official or employee is a member of the board, an officer, or a substantial stockholder of a private corporation or owner or has a substantial interest in a business, and the interest of such corporation or business, or his rights or duties therein, may be opposed to or affected to or affected by the faithful performance of official duty. Act with justness and sincerity and shall not discriminate against anyone, especially the poor and the underprivileged.   • 21. --S.A.F.E. 2022 NATIONAL and LOCAL Elections--- Angeles City Police Office — To achieve clean, honest, accurate, meaningful and peaceful elections, conducted peace covenant signing and a unity walk among candidates vying for positions in the upcoming 2022 elections in Angeles City and signed a peace covenant and swore for a secure, accurate, free, and fair election this coming May 9, 2022. The peace covenant signing was initiated by the PPCRV, the Angeles City Police (PNP), and the Department of Interior and Local Government (DILG) held at the Holy Rosary Parish Church, March 3, 2022.

Commitment to democracy – Public officials and employees shall commit themselves to democratic way of life and values, maintain the principle of public accountability, and manifest by the deeds the supremacy of civilian authority over the military. Prohibited Acts and Transactions In addition to acts and omissions of public officials and employees now prescribed in the Constitution and existing laws, the following shall constitute prohibited acts and transactions of any public official and employee and are hereby declared to be unlawful.
  • 33. Prohibited Acts and Transactions 1. Financial and material interest. 2. Outside employment and other activities related thereto – Public officials and employees during incumbency shall not:
  • 34. a. Own, control, manage or accept employment as officer, employee, consultant, counsel, broker, agent, trustee or nominee in any private enterprise regulated, supervised or licensed by their office unless expressly allowed by law. Prohibited Acts and Transactions
  • 35. b. Engage in private practice of their profession unless authorized by the Constitution or law provided, that such practice will not conflict or tend to conflict with their official functions; or Prohibited Acts and Transactions

City of San Fernando Vice Mayor Hon. Benedict Jasper Lagman graced the event as the Guest of Honor and Speaker, joined by the families of the fallen PRO3 personnel. In a poignant address, Hon. Lagman conveyed his deepest appreciation to the dedicated officers of Central Luzon for their tireless efforts in maintaining peace and order throughout the region. He reassured the police force that his office remains open and committed to providing additional support for the betterment of the organization in the region.
