Công ty GPC được thành lập ngày 14/06/97 khai thác,
kinh doanh 3 dịch vụ viễn thông chính trên phạm vi

• Dịch vụ nhắn tin toàn quốc Vietnam Paging
• Dịch vụ điện thoại thẻ Việt Nam Cardphone Vietnam

Tìm ra các giải pháp hiệu quả nhất về dung lượng và vùng
phủ sóng cho các sự kiện đặc biệt (có lưu lượng cao tạm

1. Mở rộng dung lượng cho các phần tử mạng liên quan (MSC,
hệ thống PPS IN, SMSC, BSC, …)
2. Giải pháp phủ sóng:
• Lắp đặt thêm BTS mới và mở rộng dung lượng cho các BTS
hiện có tại các khu vực diễn ra các sự kiện
• Lắp đặt thêm BTS mới và mở rộng dung lượng cho các BTS
hiện có tại các khu vực lân cận diễn ra sự kiện.
• Chuẩn bị các BTS lưu động (lắp trên xe ô tô): Quay ăng ten

Khó khăn trong việc dự báo:
• Tốc độ kinh tế phát triển nhanh: Dự báo phát triển kinh
doanh không chính xác (đối với việc phát triển thuê bao
và ARPU) sẽ dẫn đến nghẽn mạng.
• Tốc độ xây dựng nhanh: Công tác kế hoạch và tối ưu
hoá mạng không theo kÞp sẽ làm ảnh hưởng đến chất
lượng dịch vụ
Giải pháp:
• Cố gắng thu thập thông tin dự báo và lập kế hoạch từ
các bộ ngành liên quan (như Bộ Kế hoạch và Đầu tư, Bộ
Xây dựng…)

Good morning, Ladies and gentlemen!
First of all, I would like to briefly introduce myself to you. My name is Ho Cong Viet. I am the Head of Business Development and Marketing Department of Vietnam Telecom Services Company. Our company operates the largest mobile phone network in Vietnam – Vinaphone.
Today, on behalf of Dr. Hoang Trung Hai – Managing Director of our company, I am very pleased to talk about "Vinaphone’s network and services in Vietnam”. The purpose of this presentation is to share with you some information and experience of Vinaphone when doing mobile phone business in Vietnam". I shall only take 30 minutes of your time.
I have divided my presentation into 4 parts:
1. Firstly, brief introduction to our company profile and market share in Vietnam.
2. Secondly, Vinaphone infrastructure and coverage network capacity in Vietnam.
3. Thirdly, operational lesson challenges.
4. Finally, Vinaphone’s future plan and the conclusions.
I'd be glad to answer any questions at the end of my presentation.
Firstly, I would like to briefly introduce to you about our company profile and market share in Vietnam.
Vietnam Telecom Services Company is a 100% state-owned company that was established on 14 June 1997. Vietnam Telecom Services Company belongs to Vietnam Posts and Telecommunications Corporation (VNPT). Our company provides three main telecommunications services:
Nation-wide GSM mobile phone service (Vinaphone)
Nation-wide Paging service (Vietnam Paging)
Nation-wide Cardphone service (CARDPHONE VIETNAM)
Therefore, our company short name is GPC (to be used hereafter). GPC stands for GSM, Paging and Cardphone.
GPC is one of the two major nation-wide GSM mobile phone operators in Vietnam. Vinaphone service has been officially launched since 26 June 1996. Vinaphone is the first network with coverage in all the 64 provinces in Vietnam. Vinaphone is now the largest mobile phone network in Vietnam with more than 2,000,000 subscribers of which 20% are post-paid subscribers and 80% are prepaid subscribers. Vinaphone uses GSM standard with 2 frequency bands: 900 MHz and 1800 MHz. Our services include Post-Paid (Vinaphone), Pre-Paid (Vinacard, Vinadaily, Vinatext), SMS, MMS, WAP, GPRS and other Value-Added Services.
Following is Vinaphone Subscriber Growth Chart from 1996 to May 2004.
Since the official launch in the middle of 1996, Vinaphone has been developing rapidly. Vinaphone’s average annual subscriber growth rate is nearly 200%. In 1996, we had only 8,000 subscribers. In 1997, we got 33,000 subscribers. By the end of 2002, Vinaphone had reached more than 1 million subscribers. In 2003, our company got 607,000 new mobile subscribers accounting for nearly 40% total number of subscribers in 7 years from the service launch in 1996. Our total number of subscribers now is more than 2,000,000 subscribers and our company’s market share in Vietnam is around 55 %.
In 2004, the average number of new subscribers per day, that is more than 3000 subscribers, equals to the average number of subscribers we got in 3 months in 1996.
Vinaphone subscribers concentrate in Hanoi and Ho Chi Minh City. Number of subscribers as well as traffic and revenue of these 2 cities significantly contribute to the total network. High subscriber density areas also include the provinces of Hai phong, Quang ninh, Da nang, Dong nai and Vung tau.
According to data extracted from VNPT web site 19 April 2004 (VMS has reached 1.5m customers by mid-April 2004), the following table shows number of subscribers of the mobile networks in Vietnam:
Vinaphone Market Share in Vietnam is about 55%.
As I have already mentioned earlier, Vinaphone service was officially launched in June 1996. At that time, the first GSM mobile phone service in Vietnam, MobiFone (which was formed in June 1993), had already had 3 years of operation. Besides that, MobiFone receives very strong support from the BCC foreign partner, Comvik International AB (Sweden) for its financial strength as well as experience in management, operation and doing business in the telecommunications field with 30 networks all over the world.
So how could Vinaphone develop so fast? We have 4 key factors as follows:
1. GDP Growth
Thanks to the fast economic development in Vietnam, the telecom infrastructure has been experiencing a period of rapid modernization and growth over the last 12 years, which is likely to keep increasing well into the 21st century. Over the past few years, the Vietnamese telecommunication sector has ranked as the second fastest developing market in the world according to the International Telecommunication Union (ITU). The industry has developed with an average growth rate of 20 per cent per year since the early-1990s.
In telecommunication industry, mobile service business is more likely to be the most dynamic and fastest growing sector.
2. The largest network coverage:
By utilizing VNPT’s infrastructure, Vinaphone became the first mobile phone service in Vietnam that has expanded coverage to all the 64 provinces of Vietnam. We also paid very high attention to the network optimization and quality improvement. Therefore, customers always highly appreciate our service availability, quality and stability.
3. Sales channels throughout Vietnam:
Thanks to our traditional business relationship with all the 61 Provincial Posts and Telecommunications (Provincial P&T), Vinaphone can very quickly set up sales channels nation-wide.
4. Right technology:
Vinaphone had chosen GSM, the most widely adopted modern mobile technology. There are now more than 1 billion GSM users in the world. Therefore, international roaming is absolutely one the most attractive service for Vinaphone subscribers.
Secondly, I'd like to introduce to you Vinaphone infrastructure and coverage network capacity in Vietnam.
In order to meet the market’s demands, Vinaphone network has been being continuously expanded since the network inauguration in terms of switching part, radio part and value-added service systems with state-of-the-art technologies.
1. Switching Sub-System (SSS)
The MSCs are distributed in Hanoi, Da nang and Ho Chi Minh City. They are interconnected, connected to the corresponding BSS in their region and connected to the national backbone network.
+ MSCs in Hanoi are responsible for Northern provinces.
+ MSCs in Da nang are responsible for Central provinces.
+ MSCs in HCMC are responsible for Southern provinces.
2. Pre-Paid System (PPS)
Our prepaid subscribers account for more than 80% of the total network subscribers. Therefore, the PPS IN system is one of the most critical parts in the network.
3. Base Station System (BSS)
We have installed BSCs and nearly 1,000 BTS in all the 64 provinces in Vietnam.
4. Transmission Network
Our own transmission network have 184 Microwave hops and 27 optical cable routes.
Our services include Post-Paid (Vinaphone), Pre-Paid (Vinacard, Vinadaily, Vinatext), SMS, WAP, GPRS and other value added services.
1. Short Message Service Center (SMSC)
Besides normal SMS service (sending/receiving SMS inside Vinaphone network and to/from other domestic or overseas mobile networks), GPC also provides SMS broadcast, e-mail notification, send or receive e-mail over SMS (Short-mail), download logo, ring tone or picture, chat, tele-voting, online banking (SIM Toolkit), ...
2. Wireless Application Protocol System (WAP)
WAP system has been put into operation since the third quarter of 2001. Current WAP based services include Online Dictionaries, Multimedia Download, E-mail, News, Exchange Rates, Stock Information, Flight Information, Sports, Weather Forecast, City Entertainment Information, Travel Guide, Lottery Results, ...
3. General Packet Radio Service (GPRS)
Vinaphone has introduced GPRS (2.5G) since 2002 in order to provide Internet Access, High Data Transmission Rate, Video Streamer, … for our customers.
In the trial period, GPRS service is provided for both postpaid and prepaid subscribers in Hanoi and Da nang but only for postpaid subscribers in HCMC and Dong nai. We plan to increase capacity, expand service area to all the provinces and implement international roaming for GPRS.
With BSCs and nearly 1,000 BTS in all the 64 provinces in Vietnam, our network coverage has been expanded to cover:
All the cities, towns and urban areas
All the industrial areas, tourist areas, border gates, main islands, ...
National high ways
Because the traffic in Hanoi and HCMC is very high, BSS in these two cities has a special design with state-of-the-art radio techniques and technologies, for example, using both GSM900 and GSM1800 (900 MHz and 1800 MHz), Frequency Reuse, Frequency Hopping, sectorized BTSs, Microcell, Picocell, ...
As the traffic in the other provinces is lower in comparison with Hanoi and HCMC, the target is to get as wider coverage as possible by using Omni or sectorized BTS in accordance with the service area (based on the traffic and terrain).
Besides the normal coverage, we always have to find out the best coverage and capacity solutions for special events (temporarily- high traffic), for example:

Thirdly, I'd like to share with you some Vinaphone’s operational challenges in Vietnam.
We have faced the following major operational challenges:
Difficulties in forecast
Time-taking investment procedure
Increasing competition
Average Revenue Per User (ARPU) dropped (slow Return Of Investment)
1. Difficulties in forecast:
Due to economic fast development, improper business development forecast concerning subscriber development and ARPU may cause traffic jam.
Due to too much construction in the big cities like Hanoi and HCMC, inadequate network planning and optimization may influence service quality.
Solution:
We try to get proper planning and forecasting information from the relevant authorities (e.g. Ministry of Planning and Investment, Ministry of Construction, …).
We also try to forecast in more details for smaller areas (districts).
3. Increasing competition
Because Vietnam mobile market has been going to be more and more competitive:
Mobile phone tariff has been reduced time to time.
Subscriber growth rate is slower.
Churn rate is increasing.
As a result, ARPU may drop and market share may be reduced.
Solution
We have reinforced the company’s recruitment and training policy, especially for marketing and sales human resource.
We have been strengthening the sales and distribution channels.
We have been continuously increasing the network quality.
It is our plan to introduce more value added services. That will help us not only to attract new customers but also to keep our existing subscribers staying with us.
4. Average Revenue Per User (ARPU) dropped
Dropped ARPU has caused slow ROI (Return Of Investment).

Solution:
We will offer our subscribers promotions to encourage their usage volume. For example, if a subscriber’s total call duration from 01st to 26th June 2004 is 240 minutes, he will be receiving a SMS at 08h00 on 27th June 2004 “If you talk 60 minutes more before 01st July 2003, you will receive 20 free SMS”.
It is our plan to introduce more data services to increase ARPU. Despite of the fact that the general ARPU is decreasing, the ARPU for non-voice services is increasing dramatically.
Now, I'd like to turn to the last part of the presentation: Vinaphone Future Plan.

1. Subscriber Growth Forecast
Following is our forecast for Vinaphone subscriber growth in the period from 2004 to 2005.
According to our forecast, Vinaphone subscribers will continue increasing very quickly in the next few years thanks to the fast economic development and because of the current low telephone penetration (compared to other countries in the region: telephone penetration in Vietnam now is only about 10 telephones per 100 inhabitants). Mobile penetration in Vietnam is also very low in comparison with the neighbor countries. Presently, the mobile density in Vietnam is below 5/100 people, while this figure in the world is about 17/100 people. For example, mobile penetration in Vietnam is only about 20% of that in China. That means Vietnam is still a very potential market for mobile communication.
Vinaphone subscribers will mostly concentrate in Hanoi and Ho Chi Minh City as these two cities are the economic and politic centers of the country and they receive very huge investment in comparison with other cities and provinces. In addition, GDP per capita in these two cities is also the highest in the country. As a result, mobile subscribers in these two cities will increase very fast accordingly.
2. Technology Evolution
From now to 2005 we will utilize the 2.5G infrastructure.
From mid-2005 to 2006, we will develop 3G infrastructure (based on the
2.5G infrastructure).
We suppose 3G technology will be really applicable in Vinaphone network when mobile phone is internationally standardized.
3. Network Development
From 2004 to 2005 we plan to do the followings:
Increase MSC and SMSC capacity
Increase capacity of the existing GPRS system and expand the service area throughout Vietnam
Increase MMSC (Multimedia Message Service Center) capacity
Install new BTSs and increase capacity of the existing BTSs
Upgrade cell planning system for better network design and optimization
Upgrade the network management system

4. Value Added Services
Besides development of new subscribers, we also plan to enhance the quality of our customer care service and introduce more and more value added services for our customers in the period from 2004 to 2005

5. Business Partnership
We are willing to cooperate with all the suppliers and operators in posts and telecommunications in general and in mobile communication in particular to exchange experiences in operation and management of the mobile service.
We will work more closely with Content Providers to introduce more and more value added services for our customers.
That brings me to the end of my presentation. I'll briefly summarize the main points.
1. Vinaphone is now the largest mobile phone network in Vietnam in terms of the network coverage and the subscriber base. Our total number of subscribers now is more than 2,000,000 subscribers and our company’s market share in Vietnam is around 55 %.
2. Vinaphone is the first network that expanded coverage to all the 64 provinces in Vietnam. In order to meet the market’s demands, Vinaphone network has been being continuously expanded since the network inauguration in terms of switching part, radio part and value-added service systems with state-of-the-art technologies.
3. Vinaphone will overcome all the challenges and maintain our current position in Vietnam mobile phone market.
4. Besides development of new subscribers, we also plan to work more closely with Content Providers to introduce more and more value added services for our customers.
In conclusion, the majority has selected Vinaphone because of the followings:
The largest nationwide coverage
Very high service quality
International roaming service with many mobile phone operators
Wide range of value-added services
High-class customer care service
Distribution channels in all the provinces of Vietnam
