Lesson 12
Babylon and her allies. Revelation 17:1-2
Babylon and the scarlet beast. Revelation 17:3-7
The scarlet beast:
It was, and is not, and will ascend. Revelation 17:8
The seven heads. Revelation 17:9-11
The ten horns. Revelation 17:12-18
The victory of Christ. Revelation 17:14
There will be three main groups or
alliances in the last moments of Earth:
1. An alliance of religions, known as
Babylon the great harlot.
2. An alliance of political powers, known
as the kings of Earth, the seven heads
or the ten horns.
3. An alliance of God’s servants, known
as the sealed, the 144,000 or the
Remnant. They have been called,
they’re chosen and faithful.
Revelation 17 reveals the identity of those alliances and guarantees that Christ
and His faithful people will triumph (v. 14).
“with whom the kings of the earth committed fornication, and the
inhabitants of the earth were made drunk with the wine of her fornication.”
(Revelation 17:2)
The woman in Revelation 12 represents the church of
God, pure and faithful. Babylon represents the apostate
and unfaithful church at the End Time. That church is
the union of many churches.
According to verses 1, 2 and 15, they are crowds
divided in two groups:
2. The inhabitants of the earth.
Those who are drunk with the
false teachings of Babylon. They
worship the beast and its image.
1. The kings of the earth. Political leaders who will support
Babylon with political-religious laws.
“Many of the Protestant churches are following
Rome’s example of iniquitous connection with
‘the kings of the earth’—the state churches, by
their relation to secular governments; and other
denominations, by seeking the favor of the world.
And the term ‘Babylon’—confusion—may be
appropriately applied to these bodies, all
professing to derive their doctrines from the
Bible, yet divided into almost innumerable sects,
with widely conflicting creeds and theories.”
E.G.W. (The Great Controversy, cp. 21, p. 383)
“So he carried me away in the Spirit into the wilderness. And
I saw a woman sitting on a scarlet beast which was full of
names of blasphemy, having seven heads and ten horns.”
(Revelation 17:3)
RELIGIOUSPOWER
POLITICALPOWER
Babylon represents a religious power,
and the beast represents political
powers.
Opposite to ancient times, religious and
political powers will be easily
differentiated at the End Time.
Babylon is seated on the beast, so
religion will control politics and will use
it again to get drunk with the blood of
the saints.
Babylon tries to replace the High Priest
by wearing purple and scarlet, jewelry
and a head plate with an inscription
(see Exodus 28).
IT WAS, IS NOT, AND WILL ASCEND
“The beast that you saw was, and is not, and
will ascend out of the bottomless pit and go to
perdition. And those who dwell on the earth will
marvel, whose names are not written in the Book
of Life from the foundation of the world, when
they see the beast that was, and is not, and
yet is.” (Revelation 17:8)
This beast has seven heads and ten horns
like the dragon and the beast from the sea.
Satan controls this beast. It represents all
the powers that have oppressed God’s
people along history.
It claims it’s like God, “who is and who was
and who is to come” (Rev. 1:8), but a little
different:
1. “It was”. It includes the heads that have been
during history, in John’s time and until 1798.
2. “It is not”. It was fatally wounded.
3. “It will ascend”. It will get its power back.
For if God did not spare angels
when they sinned, but sent them
to hell (abyss), putting them into
gloomy dungeons to be held for
judgment; 2 Peter 2.4
14 I will ascend above the tops of
the clouds; I will make myself
like the Most High."
15 But you are brought down to
the grave, to the depths of the pit
(abyss)
Isaias 14
“There are also seven kings. Five have fallen, one is,
and the other has not yet come. And when he comes,
he must continue a short time.” (Revelation 17:10)
Prophet Daniel (chapter 7) identifies four
beasts: Babylon, Media-Persia, Greece and
Imperial Rome. John identifies three
beasts: They ascend from the sea, the
earth and the abyss.
Therefore, the five kings that “have fallen” are:
Babylon, Media-Persia, Greece, Imperial Rome and
Religios Rome. Rev 13.2 reaffirm them.
The beast ascending from the abyss or dragon is
the eight king. 2 Peter 2.4, Isaias 14.14-15, Rev
9.11. That last king joins all the political powers to
fulfill the objectives of Babylon.
“Now the beast which I saw was like a leopard, his
feet were like the feet of a bear, and his mouth
like the mouth of a lion. The dragon gave him his
power, his throne, and great authority.”
(Revelation 13:2)

A beast appears before John. It is a mix
of the four beasts in Daniel 7.
Daniel lived in the period of the lion
(Babylon). John was living in the
period of the fourth beast (Rome in
two phases: political and religious).
Four beasts are described in Daniel
chapter 7 and three in Revelation
chapters 13 and 17
Revelation 13.2 describes the same
beasts

the history of
the first 6 beasts
“And the ten horns which you saw on the beast, these will hate
the harlot, make her desolate and naked, eat her flesh and burn
her with fire.” (Revelation 17:16)
They initially support Babylon in her
fight against the people of God.
However, they finally detest her and
abandon her during the 5th and 6th
plagues (v. 16).
Those horns are seen in the context of the fall of Babylon,
and they play an important role in that moment (v. 16-17).
So they come into play during the plagues, and they’re
clearly identified as the kings of the earth (v. 18).
They punish her. That punishment is
represented by how the daughter of the priest
was punished if she prostituted herself
(Leviticus 21:9).
The three satanic powers persuade them to
fight against Christ and His people again (v. 17).
“These will make war with the
Lamb, and the Lamb will
overcome them, for He is
Lord of lords and King of
kings; and those who are with
Him are called, chosen, and
faithful.” (Revelation 17:14)
Just before the end, there’s a last call to get out of Babylon and to reject
getting the mark of the beast.
Those who accept this message and remain faithful to Christ are called,
chosen and faithful.
Our victory is guaranteed, because the Lamb is fighting for us.
Why is it so important to be pure and faithful to the message God’s given us?
“We should keep ever before us the
fact that time is short. Iniquity is
increasing on every hand. The
righteous are set as lights in the
world. Through them the glory of
God is to be revealed to the world.
Keep ever before you the solemn
events of the future—the great
review of the judgment and the
coming of Christ. You with your
family are to prepare for that day.”
