                                         ***The Military Wife***


                                The good Lord was creating a model for military wives and was into his sixth
                                day of overtime when an angel appeared. She said, "Lord, you seem to be having
                                a lot of trouble with this one. What's wrong with the standard model?"

                                The lord replied, "Have you seen the specs on this order? She has to be com-
                                pletely independent, possess the qualities of both father and mother, be a per-
                                fect hostess to four or 40 with an hour's notice, run on black coffee, handle
                                every emergency imaginable without a manual, be able to carry on cheerfully
                                even if she is pregnant and has the flu, and be willing to move to a new location
                                10 times in 17 years. And, oh, yes, she must have six pairs of hands."

                                The angel shook her head. "Six pairs of hands." The Lord continued, "Don't
                                worry, we will make other military wives to help her. And we will give her an
unusually strong heart so it can swell with pride in her husband's achievements, sustain the pain of separa-
tions, beat soundly when it is overworked and tired, and be large enough to say 'I understand' when she does-
n't and say 'I love you' regardless."

"Lord," said the angel, touching his arm gently, "go to bed and get some rest. You can finish this tomorrow."

"I can't stop now," said the Lord. "I am so close to creating something unique. Already this model heals herself
when she is sick, can put up six unexpected guests for the weekend, wave goodbye to her husband from a han-
gar, a runway, or a depot, and understand why it's important that he leave."

The angel circled the model of the military wife, looked at it closely and sighed. "It looks fine, but it's too soft."

"She might look soft," replied the Lord, "but she has the strength of a lion. You would not believe what she can
endure."

Finally, the angel bent over and ran her finger across the cheek of the Lord's creation. "There's a leak," she an-
nounced. "Something is wrong with the construction, I am not surprised that it has cracked. You are trying to
put too much on this model."

The Lord appeared offended at the angel's lack of confidence, "What you see is not a leak." he said, "It's a
tear."

"A tear? What is it there for?" asked the angel. The Lord replied, "It's for joy, sadness, pain, disappointment,
loneliness, pride and a dedication to all the values that she and her husband hold dear."

"You are a genius!" exclaimed the angel. The Lord looked puzzled and replied, "I didn't put it there."

                             A Military Wife’s Prayer



               Give me the greatness of heart to see-The difference between
              duty and his love for me. Give me understanding so that I may
                         know-When duty calls him, he must go.
                 Give me a task each day-To fill the time when he’s away.
              When he’s in a foreign land-Keep him safe in your loving hand.
              And when his duty is in the field-Please protect him and be his
                                          shield.
              And when deployed away for so long-Please stay with me and
                                     keep me strong.

The Youth Bureau is again pleased to offer recreation scholarships for children and teens
from families with limited financial resources. This year, funding is from the NYS Office
of Children and Family Services and an Adopting Healthy Habits grant from Cornell Coopera-
tive Extension. To nominate a child for a scholarship, please complete the attached form
and return it to the Youth Bureau.   Feel free to contact me if you have questions or for

                                   2012 Recreation Scholarships Available

      The Jefferson County Youth Bureau is pleased to announce the availability of recreation scholarships. These scholarships
      are for children and youth who do not have the opportunity to participate in recreational, social, or cultural events, and
      who are at risk for not developing to their fullest potential.


      The funding for the scholarships is provided by the New York State Office of Children and Family Services and through an
      Adopting Healthy Habits grant from Cornell Cooperative Extension of Jefferson County.


      Scholarships are available for recreational, cultural, educational, or social activities that have been demonstrated to be of
      value to increasing abilities, talents or positive relationships. Examples are: registration fees for sports leagues, fees for
      participation in karate or outdoor adventure programs, computer camps, dance, art or music lessons. The maximum
      amount per scholarship for these “skill building” activities is $400, and may include equipment or clothing necessary to
      participate in the activity.


      Limited scholarships are also available for general camp experiences. Adopting Healthy Habits scholarships for camp
      cover expenses up to $400. Youth Bureau scholarships for camp cover expenses up to $200. Because of a change in
      NYS OCFS regulations, it is now permissible for parents to pay a portion of the cost.


      We are no longer able to fund YMCA memberships. Young people or their parents may contact the YMCA directly to dis-
      cuss possible financial assistance.


      To nominate a young person for a scholarship, please complete the enclosed application form and return it to the Jefferson
      County Youth Bureau by mail (175 Arsenal St., Watertown, N.Y.                  13601, fax (785 – 3223) or e-mail
      (ginnyh@co.jefferson.ny.us). You may duplicate the application for additional nominations.


      The agency or person making the nomination will be notified of the decision. It will be the responsibility of that person or
      agency to help the child and family with any necessary arrangements, if necessary (for example: registration, transporta-
      tion). Confidentiality of applications will be honored.

                                         _______ Receiving free or reduced school lunch program

                                         _______ Family receiving Public Assistance

                                         _______ Other need, please explain

           _______Determined to meet the definition of high risk due to ONE OR MORE of the following

                                                    (please check all that apply)

                                   _______ Child’s parents are unable (may be temporary situation) to provide adequate parental
                                                    support due to crisis situation, such as military deployment, incarceration, active
                                                    alcoholism or drug abuse, serious illness, etc.

                                _______ Child has limited or poor role models or peer involvement

                                _______ Child is on probation or has an older sibling on probation

                                _______ Older brother or sister is pregnant or parenting teen

                     Moving Your Kids during PCS Season
Moving to a new area can be hard on you, but it can be especially hard on a child. Below are some
helpful tips to help make your child’s transition from one school to another easier;

If you are moving out of a current location: (at the end of the school year)
   Communicate with your child’s school is critical.
   Out-process with school at least 2 weeks prior
   Students will receive grades up to last day
   If PCS’ing obtain SLS (School Liaison Services) information on new duty station
Departure prior to school year completion:
   Report card is not issues
   Schools provide a report showing grade status and may suggest if student should be repeat grade
      over
   Grade promotion is determined by receiving school


Hand carry the following information for your child:
   School report card
   IEP
   Birth Certificate
   Social Security Card
   Custody agreement
   Achievements and certificates
   Volunteering record
   Any information that is above and beyond normal school activities (i.e. clubs, sports, extracur-
      ricular events)
   Immunization record

She said, "Lord, you seem to be having a lot of trouble with this one. What's wrong with the standard model?" The lord replied, "Have you seen the specs on this order? She has to be com- pletely independent, possess the qualities of both father and mother, be a per- fect hostess to four or 40 with an hour's notice, run on black coffee, handle every emergency imaginable without a manual, be able to carry on cheerfully even if she is pregnant and has the flu, and be willing to move to a new location 10 times in 17 years. And, oh, yes, she must have six pairs of hands." The angel shook her head. "Six pairs of hands." The Lord continued, "Don't worry, we will make other military wives to help her. And we will give her an unusually strong heart so it can swell with pride in her husband's achievements, sustain the pain of separa- tions, beat soundly when it is overworked and tired, and be large enough to say 'I understand' when she does- n't and say 'I love you' regardless." "Lord," said the angel, touching his arm gently, "go to bed and get some rest. You can finish this tomorrow." "I can't stop now," said the Lord. "I am so close to creating something unique. Already this model heals herself when she is sick, can put up six unexpected guests for the weekend, wave goodbye to her husband from a han- gar, a runway, or a depot, and understand why it's important that he leave." The angel circled the model of the military wife, looked at it closely and sighed. "It looks fine, but it's too soft." "She might look soft," replied the Lord, "but she has the strength of a lion. You would not believe what she can endure." Finally, the angel bent over and ran her finger across the cheek of the Lord's creation. "There's a leak," she an- nounced. "Something is wrong with the construction, I am not surprised that it has cracked. You are trying to put too much on this model." The Lord appeared offended at the angel's lack of confidence, "What you see is not a leak." he said, "It's a tear." "A tear? What is it there for?" asked the angel. The Lord replied, "It's for joy, sadness, pain, disappointment, loneliness, pride and a dedication to all the values that she and her husband hold dear." "You are a genius!" exclaimed the angel. The Lord looked puzzled and replied, "I didn't put it there."

Give me understanding so that I may know-When duty calls him, he must go. Give me a task each day-To fill the time when he’s away. When he’s in a foreign land-Keep him safe in your loving hand.   • 8. P a g e 8 The Youth Bureau is again pleased to offer recreation scholarships for children and teens from families with limited financial resources. This year, funding is from the NYS Office of Children and Family Services and an Adopting Healthy Habits grant from Cornell Coopera- tive Extension. To nominate a child for a scholarship, please complete the attached form and return it to the Youth Bureau. Feel free to contact me if you have questions or for more information. ~Ginny Harrington, Director for Jefferson County Youth Bureau, 315 -785 – 3382 (phone) Notice 2012 Recreation Scholarships Available The Jefferson County Youth Bureau is pleased to announce the availability of recreation scholarships. These scholarships are for children and youth who do not have the opportunity to participate in recreational, social, or cultural events, and who are at risk for not developing to their fullest potential. The funding for the scholarships is provided by the New York State Office of Children and Family Services and through an Adopting Healthy Habits grant from Cornell Cooperative Extension of Jefferson County. Scholarships are available for recreational, cultural, educational, or social activities that have been demonstrated to be of value to increasing abilities, talents or positive relationships. Examples are: registration fees for sports leagues, fees for participation in karate or outdoor adventure programs, computer camps, dance, art or music lessons. The maximum amount per scholarship for these “skill building” activities is $400, and may include equipment or clothing necessary to participate in the activity. Limited scholarships are also available for general camp experiences. Adopting Healthy Habits scholarships for camp cover expenses up to $400. Youth Bureau scholarships for camp cover expenses up to $200. Because of a change in NYS OCFS regulations, it is now permissible for parents to pay a portion of the cost. We are no longer able to fund YMCA memberships. Young people or their parents may contact the YMCA directly to dis- cuss possible financial assistance. To nominate a young person for a scholarship, please complete the enclosed application form and return it to the Jefferson County Youth Bureau by mail (175 Arsenal St., Watertown, N.Y. 13601, fax (785 – 3223) or e-mail (ginnyh@co.jefferson.ny.us). You may duplicate the application for additional nominations. The agency or person making the nomination will be notified of the decision. It will be the responsibility of that person or agency to help the child and family with any necessary arrangements, if necessary (for example: registration, transporta- tion). Confidentiality of applications will be honored. Please contact the Youth Bureau (785 – 3382) if you have any questions or need additional information.

Below are some helpful tips to help make your child’s transition from one school to another easier; If you are moving out of a current location: (at the end of the school year) Communicate with your child’s school is critical.
