• Rezultaty będą ściśle związane z wdrażaniem strategii „Europa
2020” oraz osiąganiem wytyczonych w niej celów.
• Oznacza to skoncentrowanie programów na ograniczonej liczbie
wyeksponowanych priorytetów i działao, które osiągają masę krytyczną.
• Wszędzie tam, gdzie będzie to możliwe, istniejące programy zostaną
połączone (w takich dziedzinach jak sprawy wewnętrzne, edukacja i
kultura) lub zmodyfikowane (badania naukowe i spójnośd), aby zapewnid
jeden zestaw mechanizmów realizacji, sprawozdawczości i kontroli

• złożonośd procedur obecnych programów przekłada się na duże
obciążenie administracyjne beneficjentów, a także Komisji i paostw

osiągnięcia priorytetów politycznych UE (vide Europa 2020)
• Efekt dźwigni w postaci zwiększenia inwestycji:
• Poprzez współpracę z sektorem prywatnym w zakresie innowacyjnych
instrumentów finansowych możliwe jest spotęgowanie wpływu budżetu UE, co
umożliwi dokonywanie większej liczby strategicznych inwestycji
• Nowe inicjatywy:
• Częśd budżetu Funduszu Spójności zostanie wykorzystana do wsparcia
instrumentu „Łącząc Europę” (Connecting the Europe Facility) – mającego na celu
utworzenie konkurencyjnego i zrównoważonego systemu transportowego i
telekomunikacyjnego w Europie, integrujący krajowe inicjatywy
• Horyzont 2020 – nowy, jednolity program w obszarze B+R (następca CIP i 7FP) ale
też koordynujący krajowe inicjatywy w obszarze B+R
