All stakeholders are concerned about the growing number of municipal worker strikes. Local government officials understand that this has a negative impact on service delivery and, as a result, the quality of life for all residents. Residents are also concerned about the growing number of strikes because they are not getting value for money in terms of service delivery. The purpose of this study was to look into the factors that contribute to the high rate of industrial action among Buffalo City Metropolitan Municipal employees. The study sought human resource solutions that could be used to address the causes of industrial unrest in the Buffalo City Metropolitan Municipality. The methodology relied on quantitative research through the use of a questionnaire. Despite the fact that there are many strikes taking place across the country, the study only focused on the Buffalo City Metropolitan Municipality in the Eastern Cape Province. The researcher posited that because there have been numerous strikes at the BCMM over the years, the study will attempt to identify the causes of these strikes. The study will add to the scarcity of research on the subject, it will also provide ground breaking strategies for the South African government and the South African Municipal Workers’ Union in dealing with industrial strikes. The study recommends that a well constructed salary scale be implemented in all municipalities across the country. poverty reduction. Kenyan counties are no
exception hence for them to continuously
address existing unemployment and poverty
levels, attracting manufacturing firms
becomes an important venture. However, all
counties are not endowed the same way
leading to variations in the number of
manufacturing firms they have already
attracted. This paper investigated the factors that cause these variations. The study employed Negative
Binomial Regression model and has found out that insecurity level, agglomeration economies, availability of
water, availability of roads and cost of land causes these variations. On strength of these findings, this study
recommends on the need to reduce crime incidents in order to boost investor’s confidence, enhance roads
availability and also ensure adequate water for industrial purposes acrossthe counties. This can be done by
availing more funds to both roads and water sectors. Further, provision of industrial parks with improved
infrastructure around them will boost agglomeration economies for manufacturing firms and other
investments. Also, since cost of land across counties may not reduce, leasing of industrial land to firms at a
lower cost will attract and retain firms. It is envisaged that the recommendations herein will positively
inform county leadership and if eventually actualized, counties will be on the right path towards addressing
unemployment and poverty.
One purpose of this study is to present lessons and experiences from other countries in developing clusters and industrial zones (IZ).
According to OECD, they stresses that “cluster polices exist at the border of industrial policies, regional development policies and science & technology policies, and their ultimate goal is to strengthen industrial competitiveness through enhanced interconnection between the industry and the research sector.”
By using qualitative analysis, our study findings show that for example, in case of Thailand, they have many industrial clusters in which they can transfer technology and training programs enhanced from workers across industrial parks. They also focus on sustainable development of industrial clusters. Different from traditional concept of industrial park, Thailand industrial clusters have areas for manufacturing, services, industries, resident, etc.

Despite the nascent history of extractive activities in Cameroon, very few studies have examined social license to operate SLO from the perspective of the local communities. Indeed, SLO is an informal social contract that aims to bridge the gap among the views of the most important stakeholders involved in extractive activities. As such, the novelty of this paper lies in the fact that it discusses the current situation and the future prospects of granting an SLO, and seeks to assess whether SLO exists in the extractive industries EI of Cameroon by considering the perceptions of the members of the local community and local officials in the areas around where the extractive activities are carried out. In this sense, a conceptual framework is developed to identify and assess the key factors involved in gaining and maintaining an SLO. By highlighting the factors that may affect the views of all involved stakeholders, focusing on the joint efforts that are required by the EI and the society, as well as on the main technological, social, political, and legal issues, which are relevant to the process. Since one of the characteristics of an SLO is that it should take place before, during, and after the completion or closure of the extractive operation. From this, it is believed that if trust is developed between the involved stakeholders, the SLO may prove an important tool in future extraction to safeguard the supply of raw materials, minimise the environmental footprint, and improve the quality of life in the affected regions. In this regard, an exploratory qualitative method is used to confirm the elements of the framework, and to establish whether SLO existed in practice in the Cameroonian context. This is to achieve the main aim of the paper, which is to establish the extent to which SLO exists in the EI of Cameroon by assessing the various processes followed by the corporations in relation to the communities, as well as the different administrative levels within the government to gain an SLO. With the tendency to identify the key issues that require further research that could contribute to the ongoing policy discourse on the beneficial, effective, and efficient management of the extractive natural resources in the country. Employment in public and private sectors constitutes the right of every qualified and skilled or experienced personnel. However, the phenomenon of unemployment is increasingly realized among the youth and women due to a couple of hurdles including administrative malpractice and ineffective leadership. A 6 monthdescriptive study was conducted to explore relevant legal frameworks and the right to work, identify the causes of unemployment and determine the employment contour for sustainable development of workforces in South Sudan. Desk reviews, key informants’ interviews KIIs of300 respondents and observations were performed. Moreover, legal instruments were consulted. The results revealed that employment and socio political rights were unequally distributed. They are subtly associated with material wealth and income. Empirical and regression analyses suggested that the high unemployment rate, the poor bear the brunt, as notable inequality generates a sense of exclusion and alienation. Administrative malpractice and leadership crisis in public and private sectors remain unabated policy issues. Therefore, employment policy makers are urged to develop a projection that supports equitable resources allocation. This is a survey that investigates the awarenessof professionals and other participants in the Nigerian construction industry in the use of public private partnership and its variant methods in procuring infrastructure in Nigeria.The paper assesses the variants of PPP in infrastructure development, identifies the issues and benefits associated with PPP and factors that affect the choice of the variants. The study employs structured questionnaire to gather pertinent data from the consulting firms of practicing professionals and other practitioners in the built environment in Nigeria such as; 1. Quantity Surveyors; 2. Architects; 3. Engineers; 4. Builders. 5. Land Surveyors; 6. Lawyers. Thereafter, stratified random and purposive sampling technique was used in the selection of respondents to the survey questionnaire. Result shows that Nigeria began to use PPP for project procurement in the mid to late 1990s and the trend is expected to continue into the future, with positive impact on the private and public sectors. The study also, finds that BOT a variant of PPP is the most commonly used with a mean weighted value of 6.78 or 68%; ranked first with 28.4% of respondents. Followed by SC with 23.9%; MC with 19.4%; CC with 13.9%; JVP with 10.5% and PFI with 4.5 respectively. This survey concludes that government should partner more with the private investors in the provision of infrastructure in the face of dwindling resources of government; it also recommends that; 1. PPP and its variants should be popularized through organized workshops and seminars; 2. Its advantages should be propagated to attract local and foreign investors; 3. PPP and its variants should be used to mitigate the challenges facing the traditional method of procurement of infrastructures

President Jokowi in his first speech after appointed as President of Republic of Indonesia 2019-2024 conveyed that he would propose the issuance of 2 (two) significant laws, namely the Employment Creation Act and the Micro, Small and Medium Enterprises Empowerment Act, through Omnibus Law.5 Through this scheme, the Government intends to streamline, trim and remove dozens of regulations that overlapped and considered hindering the ease of investment.
In its journey, the Government drafted 4 (four) Draft of the Omnibus Law, namely the Draft Bill on the State Capital, Draft Bill on Pharmaceuticals, the Draft Bill on Employment Creation, and the Draft Bill on Labor and Tax Facilities for Economic Strengthening. Today the Draft Bill of Omnibus Law package has been included as part of the 50 bills that are included in the 2020 National Legislation Program (Prolegnas) 2020.6 The Job Creation Bill Draft conveyed by the Government to the House of Representative of Republic Indonesia on last January 12, 2020

This study was about the impact of Performance contracts on the effectiveness of local government administration. It was intended to find out whether Performance contracts contribute to effectiveness of governmental activities taking a case study of Gasabo District. The general objective of this study was to analyze the role of Performance contracts in ensuring efficiency and effectiveness of local government administration especially in Gasabo District and Rwanda as a country in general. Specific objectives of the study were to find out the Performance contracts that are signed by the mayors, to find out whether current job performance is better than that of before the introduction of performance contracts policy i.e., before 2006, to enhance the local leaders in implementation of their roles and came up with recommendations on how Performance contracts can best be done. Different literatures were reviewed in relation to the topic that is to say Performance contracts related issues such as Performance contract enforcement reports and the like. In methodology, the researcher used population of the study, sample size, sample selection technique, data collection instruments such as questionnaires, interviews, observation, and documentary study. It included the practice of evaluating the goodness and badness of decisions made during the course of research work. The sample population was 61 employees of Gasabo District. It was an aid to decision making and facilitated the process of completing whole the book in terms of thinking, analysis, evaluation and interpretation of the data collected from the field. This comprises an orderly intellectual process and an orderly system of arrangement that enabled the one to reach the aspect of knowledge. It was a conceptual process that coordinated a set of investigation operations and techniques. According to Gaige Wilson 1989 142 documentary study is a system that formerly acknowledges the sources you consult for your research and to the full bibliographical entries at the end of research. The key findings revealed significant improvements in the wellbeing of the society in different sectors of life but there still remain some constraints such as, scarcity of resources both financial and human and the over targeting of expectations goals . Even though Performance contracts are signed between leaders, there still remains poverty and illiteracy within the local population as revealed by the local leaders in the interview with the researcher. It was noticed that in Gasabo District, Performance contracts contribute highly to the workers’ Performance which also led to improved institutional Performance. Contribution of Kumba City Councils to the Emergence of Small Businesses in K...IJAEMSJORNAL
This research assesses the perception of city councils´ contribution in the success of Small businesses by small business owners, case of Kumba City Council. 150 questionnaires were administered to these owners by convenience. The Statistical Package for Social Sciences (SPSS 2022 version) was used to analyse data. Results reveal that the majority of small business owners (51.3%) believe that the City Council is not doing enough for the sustainability of small businesses. It was recommended that the City Council should act more as facilitator for small businesses instead of being a threat to them.
Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia expressly states that all-natural resources in the land of Indonesia are controlled by the state and used to realize the prosperity of the people.1 Oil and gas, as well as minerals and coal are some of Indonesia’s natural wealth, which must be managed to achieve the objectives of Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia. Considering that oil and gas, mineral and coal are classified as high risk, high technology, and high cost industries, the management needs to be done in collaboration with various parties who have capital and competitive technology. Most of the cooperation in oil and gas, mineral and coal management is carried out based on the contract system. These public contracts are given to all economic sectors and agreements are made ranging from the small procurement of goods to large capital spending for development of major infrastructural projects to take place. However, public contracting has been identified as the government activity in the advanced and less advanced countries most vulnerable to wastefulness, mismanagement, inefficiency, and corruption oftentimes, the governments dishes out little or no information about a the planning of public contracts, b how public contracts are formed e.g. whether by negotiation or through a competitive tender process c the content of the agreements d the progress of their performance or e the relevant government oversight mechanisms. The Network Governance in Kasongan Industrial Clusterinventionjournals
This article is based on field research in the Kasongan ceramic handicraft industry cluster. The research was conducted using qualitative research method. The results show that the development of industrial cluster is possible because of the role of social network in the process of buying and selling of products, business gain labor, and financial capital. Social networks also play a role in subcontracting, vertical disaggregation, and increasing and disseminating knowledge and skills among workers and employers. The formation of networks is influenced by the institutional environment in the form of free markets, the unique properties of ceramic products, and the uncertainty of ceramic demand.

Nowadays, the effort to create a comfortable, productive and sustainable space
still faces various challenges as it is shown by the widespread of land use conversion
which causes flood in the rainy season and drought in the dry season, the increasing
frequency and coverage of disasters, as well as the increasing number of slum
housings, traffic congestion, and environmental pollution. This study aims to analyze
the model of regional policies in spatial planning, to discover and describe the
weaknesses on the implementation of regional policies in spatial planning as well as
to explain the importance of reconstructing regional policies in spatial planning to
promote social welfare. The method used was socio legal with qualitative analysis to
examine the condition of natural objects where the researcher is the key instrument.
The data were then collected through observations and interviews. The results of the
study showed that the implementation of regional policies in spatial planning is not
complemented by the Detailed Spatial Planning (RDTR) due to a legal vacuum
resulting in legal uncertainty. This condition then has implications for violations of
land use conversion that is very detrimental to society. Thus, it is necessary to create a
regional policy model that is based on values of social welfare and justice as an effort
to reform the law by formulating an integrated RTRW and RDTR to ensure legal
certainty which will then have implications for improving social welfare and justice.

The rising trend of industrial estates in Indonesia coupled with a growing concern for environmental and social awareness have led industrial players in the adoption of green initiatives for their industrial estate. In the white paper, Solidiance mapped all 233 existing industrial estates in Indonesia, analyzes them using international best practices as a benchmark and our own framework that integrates three core pillars – economic, social, and environmental. The end result of assessment is the Best 5 Green Industrial Estates which can act as a guidelines for existing and new industrial players in shifting their business approach into a sustainable system. The world over, there has been increasing concern over the use of fossil fuels due to their finite availability, increasing prices and negative environmental impacts. The aim of the study was to determine the potential socio economic impacts of locally available or indigenous oil seed plants as biodiesel feedstocks. A household survey and a focussed group discussion were conducted in village of Letlhakeng and two settlements (Mahetlwe and Kubung), respectively, in Kweneng district in Botswana, to study residents’ knowledge, perceptions, use of and willingness to grow local seed-oil plants which could support biodiesel production: A number of indigenous oil seed plants, including Ochna pulchra, Pappea capensis, Ximenia caffra, Ziziphus mucronata, Mimusops zeyheri and Bauhinia petersiana were identified as potential biodiesel feedstocks. The reported seed-oil plants were generally perceived to be abundant where they grow. Generally, respondents expressed a willingness to commercially gather the seed-oil plants as well as grow the plants in own farms or in marginal land under community based natural resources management (CBNRM) arrangement to supply biodiesel production. The willingness stemmed from the perceived socio-economic and environmental benefits that include employment creation, diversification of income sources, enhanced resource value and conservation and sustainable use of resources.

The purpose of this study was to determine and analyze the policy learning of mineral mining management in PT. Billy Indonesia Southeast Sulawesi, Indonesia. Data gathering techniques used Consultation procedure, public participation, in-depth interviews and focus group discussions. Method of data analysis used qualitative approach. The result of this study showed that through the empowerment of the rural fund management, the actors of the government learned about the authority and how they should carry out their duties and functions. Actors from elements companies and non-governmental learn about rights and obligations in mining management, as well as learn about the development of community-based program and budget in the area of mineral mining, and the development of local institutions to community development and social conflict resolution in a rational and democratic. The company as an investor who is looking for a profit and at the same time be an agent, and actor instrumental policy learning, emphasis on a rational approach in the resolution of the conflict between the company and members of the public. In reconstructing social institutions, PT. Billy Indonesia became the originator of the instrumental learning through the provision of community development which requires the formation of community groups in utilizing the financial assistance provided by the company.
President Jokowi in his first speech after appointed as President of Republic of Indonesia 2019-2024 conveyed that he would propose the issuance of 2 (two) significant laws, namely the Employment Creation Act and the Micro, Small and Medium Enterprises Empowerment Act, through Omnibus Law.5 Through this scheme, the Government intends to streamline, trim and remove dozens of regulations that overlapped and considered hindering the ease of investment.

This study was about the impact of Performance contracts on the effectiveness of local government administration. It was intended to find out whether Performance contracts contribute to effectiveness of governmental activities taking a case study of Gasabo District. The general objective of this study was to analyze the role of Performance contracts in ensuring efficiency and effectiveness of local government administration especially in Gasabo District and Rwanda as a country in general. Specific objectives of the study were to find out the Performance contracts that are signed by the mayors, to find out whether current job performance is better than that of before the introduction of performance contracts policy i.e., before 2006, to enhance the local leaders in implementation of their roles and came up with recommendations on how Performance contracts can best be done. Different literatures were reviewed in relation to the topic that is to say Performance contracts related issues such as Performance contract enforcement reports and the like. In methodology, the researcher used population of the study, sample size, sample selection technique, data collection instruments such as questionnaires, interviews, observation, and documentary study. It included the practice of evaluating the goodness and badness of decisions made during the course of research work. The sample population was 61 employees of Gasabo District. It was an aid to decision making and facilitated the process of completing whole the book in terms of thinking, analysis, evaluation and interpretation of the data collected from the field. This comprises an orderly intellectual process and an orderly system of arrangement that enabled the one to reach the aspect of knowledge. It was a conceptual process that coordinated a set of investigation operations and techniques. According to Gaige Wilson 1989 142 documentary study is a system that formerly acknowledges the sources you consult for your research and to the full bibliographical entries at the end of research. The key findings revealed significant improvements in the wellbeing of the society in different sectors of life but there still remain some constraints such as, scarcity of resources both financial and human and the over targeting of expectations goals . Even though Performance contracts are signed between leaders, there still remains poverty and illiteracy within the local population as revealed by the local leaders in the interview with the researcher. It was noticed that in Gasabo District, Performance contracts contribute highly to the workers’ Performance which also led to improved institutional Performance. Contribution of Kumba City Councils to the Emergence of Small Businesses in K...IJAEMSJORNAL
This research assesses the perception of city councils´ contribution in the success of Small businesses by small business owners, case of Kumba City Council. 150 questionnaires were administered to these owners by convenience. The Statistical Package for Social Sciences (SPSS 2022 version) was used to analyse data. Results reveal that the majority of small business owners (51.3%) believe that the City Council is not doing enough for the sustainability of small businesses. It was recommended that the City Council should act more as facilitator for small businesses instead of being a threat to them.
Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia expressly states that all-natural resources in the land of Indonesia are controlled by the state and used to realize the prosperity of the people.1 Oil and gas, as well as minerals and coal are some of Indonesia’s natural wealth, which must be managed to achieve the objectives of Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia. Considering that oil and gas, mineral and coal are classified as high risk, high technology, and high cost industries, the management needs to be done in collaboration with various parties who have capital and competitive technology. Most of the cooperation in oil and gas, mineral and coal management is carried out based on the contract system.
