• From a tragedy a movement
was born:
• BastaYaPR, a non-profit foundation
has been created by Marie and Luis
Romero after their son, a USCG
Auxiliary member, was murdered on
his 20th birthday on April 18, 2011.
• The foundation discusses and
implements solutions to rising crime
rates in Puerto Rico.
• Their executed solutions included
discussions, investments and
development resources that were
put into play eventually producing
citizen controlled tip and crime
reporting applications that were
distributed through Optivon to the
residents of Puerto Rico.

How did SentiGuard come to be?
• These unfortunate circumstances led to the development of a
citizen based mobile crime alert system with video transmission &
capture capabilities supported by secured high bandwidth
telecommunications infrastructure.
• The system was released on April 2011.
• The focus of the system is to enable real time and continuing
communications between police agents and cooperating citizens
mutually involved in crime events .
• Sentiguard was introduced on November 14, 2011 at the Puerto
Rico Police Department. A department utilizing 15,000 uniformed
officers dispersed across thirteen crime districts.
• Between police & citizens 45,000+ downloads have occurred
presenting a utilizable community based force multiplier whose sole
purpose is to lessen crime.
• Over 6,800 tips have been submitted resulting in qualified crime
reduction activities generated from supplemental community
involvements that significantly reduced crime, identified high crime
areas and protected citizens and properties.

Optivon’s Application Offerings:
Sentiguard and Sentihelm are applications authored to leverage
current telecommunications technologies to immediately bring real
time information to police and first responders in an uncomplicated

Sentiguard collects, assembles & transfers situational event
information from citizens to law enforcement and allows said
information to be classified into prioritize-able reports from the field,
simultaneously smartphone camera videos can be transferred
directly to authorized first response witnessing agents.
Sentihelm allows distribution of classified situational event report
information and referral of captured videos to qualified law
enforcement or first response agents from within the law
enforcement or first response agents internal network thereby
providing immediate event notifications and viewing by the correct
law enforcement or first response agents.

Editor's Notes Data Analysis feature – part of the app drawer which contains charts depicting crime reports information. The bar chart shows monthly data from crime reports, once the user clicks on any month, it will show daily data from reports, the pie chart will breakdown data by crime type following user actions on the bar chart. Also the user will have the capability of exporting those numbers.
