PROJECT 1 (Due on 7/30/2019 )
Scenarios
As a newly assigned project manager for the Ohio Department of Human Services, you are excited about working with technology projects throughout the state. The Ohio Department of Human Services' (ODHS) Office of Network Support (ONS) is responsible for managing the network and software applications for over 15,000 state and county agency employees throughout Ohio's 88 counties. The office coordinates software upgrades and network modifications from an operations center located in the capital, Columbus, with assistance from local technology employees in each of the county seats.
The position is not without its challenges, however. The network infrastructure throughout the state ranges from high quality, high-bandwidth connections in major population centers to older, partially working connections in the poorer, more regional counties. Additionally, budget and resources are a constant issue, with a high turnover rate among existing employees and an emphasis on outsourcing the labor force to several vendors to accomplish the myriad of support and project tasks. Your initial assignment is to examine the viability and costs associated with upgrading the existing e-mail, with the objective of developing the implementation project for the organization. ODHS had adopted the e-mail software called Globalupgrades (a Worldviewupgrades product) as its e-mail standard in 1994 and executed minor upgrades since then. However, the latest version of Globalupgrades, Version 9.0, contains significant enhancements desired by the ODHS user base, and the existing Version 7.0’s support will be phased out in the next year by Worldviewupgrades. The Worldviewupgrades sales representatives have been offering discounts for a Version 9.0 license, but the costs are approximately 20% more than previous licenses. Additionally, several other e-mail product vendors are lobbying state officials for business, some of them offering significant incentives. Generally, these products are viewed as less robust than Globalupgrades, but there are some segments of the user community that are supportive of these other options.
You are reviewing the existing documentation on the current state of the e-mail system, including license agreements and the Worldviewupgrades Globalupgrades 9.0 preliminary proposal. You are also examining the staffing structure and developing ideas on how to accomplish this task. In two weeks, you will need to brief the ONS Director on your planned approach to completing this effort.

1.Develop a high-level project charter for the E-Mail Upgrade
Project described in the scenario.
2.prepare and submit a statement of work, identification of a
project management methodology and project team, and a
baseline schedule. While the scenario does not contain enough
specifics to completely fill out the charter, you can use the
project team member list below to creatively provide the
missing detail by making the necessary assumptions.
3. Use the following guidelines to complete this assignment: The
statement of work should define the project objective.
The project management methodology section should explain
the project management model that will be used to manage the
project.
The project team section should explain the relationship among
the team members and amplify their role based on your
understanding of the methodology.
The baseline schedule should identify the key milestones and
deliverables of the project and may be presented in a basic
Gantt chart or other graphical format, including a table.

Assignment objectives: Construct and apply Gantt charts, CPM,
and PERT techniques to project management Discuss the
opportunities provided by technology for businesses.
4. 1. Develop a Work Breakdown Structure (WBS) and project
schedule in a Gantt format for the E-Mail Upgrade Project
described in the scenario from Project 1 . The WBS and
resultant schedule should contain the following high-level
activities:
1.0 Evaluate User & System Requirements
2.0 Evaluate ODHS Network Suitability
3.0 Conduct E-mail System Selection
4.0 Upgrade ODHS Network & Hardware
5.0 Develop E-mail Training
6.0 Deploy E-mail System
2. Each of the six WBS elements should be decomposed into
two or more activities; additionally, three of these six elements
should be decomposed into a third level consisting of at least
two more activities. Thus, there should be six high level WBS
elements, twelve or more second level activities (two per the six
elements), and six third level activities. Use the format
described above to define the activities (action verb followed by
subject, such as Deploy E-mail System).
3.The Gantt chart should be developed based on the WBS (all
activities should be detailed on the Gantt chart). The Gantt chart
should reflect the proper dependencies of each of the activities
(for example, you can’t have "Deploy E-mail System" before
"Evaluate User Requirements"). For activity duration, provide a
reasonable estimate of the time you expect each activity to take;
while students are not expected to provide accurate durations,
durations should be reasonably defensible and logical. For
formatting ease, high level activities should be left justified
while second and third level activities should be indented below
their parent activities.

As a team, develop Project Procurement Management Plan for
the E-mail Upgrade Project described in the Scenario. The Plan
should consist of the following sections:
· 1.0 Overview: describe the Procurement Management Process
you will use (1-2 paragraphs)
· 2.0 Contract Planning (2-3 pages):
· 2.1 Write a statement of work (SOW) describing the project
deliverables and scope of the effort. You will need to make
creative assumptions based on the outline provided in the
scenario. The emphasis here is on demonstrating your
understanding of the content or type of information that would
be contained in a SOW
· 2.2 Identify two potential types of contracts you would
consider, outlining the advantages and disadvantages of each.
Please add your file.
· 3.0 Evaluation Criteria (2 pages):
· 3.1 Develop ten evaluation criteria you will use to evaluate
vendor proposals.
· 3.2 Develop a weighting chart and methodology that assigns a
weighted value to each criterion and describe your selection
methodology in 2-3 paragraphs.

Review the scenario and the addenda items detailed below. Each
of these items presents risks to the project.
· The network infrastructure is problematic in certain areas of
the state, meaning that the existing infrastructure may not
support the deployment of the e-mail system in all necessary
areas.
· Several of the vendors have offered to develop specialized e-
mail address books and templates for the state users, if their
product is selected.
· In the resource planning stage of the effort, you've identified
that the project lacks two network engineers and a business
analyst who would be responsible for project documentation.
· The existing budget plan does not cover the anticipated 20%
increase in licensing for one of the key candidate products
under consideration (Globalcom).
· All the products under consideration for purchase offer more
substantial discounts for more users. The statewide Ohio
Department of Taxation is considering adopting one of these e-
mail systems, as well.
1. Determine if each of these five items present a negative risk
or positive opportunity to the project.
2. Next, identify a strategy for managing the risk and defend
your choice. In your explanation, postulate the risk probability
as high, medium, or low and assess the impact as low, moderate,
or severe. Here are the risk management strategy options:
· avoid, transfer, mitigate (negative risk strategies)
· exploit, share, enhance (positive opportunities)
7. · accept or plan contingency (both negative risk and positive
opportunities)
3. Finally, using Web Resources or other links, identify
software, project management tools, or diagramming techniques
that can be used by the project team to help manage risk. One
method of research is to enter the term "risk analysis software"
or "risk analysis tools" into a search engine and access the links
that apply. For software applications, the most appropriate tools
are the ones that interface with Microsoft Project, include Pert
diagramming techniques, and/or provide a cost-benefit and
analysis feature as well.

Review the Scenario (PRoject 1 Scenario) and the addenda
items detailed below. ODHS selected the Worldview Globalcom
product for implementation in the E-mail Upgrade Project.
· The project was accomplished in 14,960 hours versus the
planned 12,000 hours, at a total cost of 1.56M versus the
planned 1.25M over a ten month (versus nine month planned)
schedule.
· The Worldview vendor team had five key deliverables in the
project, one of which was delivered 30 days late and another 10
days early.
· The Ohio Department of Corrections, as a result of watching
this effort, is deploying the Globalcom product for their
organization.
· Users report that they are very happy with the new e-mail
system.
· Mahoning County’s infrastructure was too old to support the
new e-mail system; they are being migrated next month as a
separate project.
8. · The Worldview contract was completed within established
cost.
· The Globalcom product’s spam filter requires a different
network configuration than is currently in place for the network.
· The project team suffered from a 20% turnover rate during the
life of this project, and exit interviews reveal salary was the
overall cause.
Develop a Lessons Learned document for the Worldview project
with these specific action items:
1. Write three project success criteria that would have been
included in the charter—you may use or reference the project
objectives you wrote in Unit One. Explain your criteria.
2. Using the addenda items detailed above in addition to
information you creatively develop, write your lessons learned
based on the criteria and the three components of cost,
schedule, and performance (you may use these as individual
sections of your paper). Note, not all the addenda items may
even be pertinent.
3. Answer the following in a summarizing, final page:
· Was the project a success? Why or why not?
· If not, were portions of the project a success, and what was the
impact of those success areas on the overall determination of
project success?
