1. TARIFF STRUCTURE FOR
HIMACHAL PRADESH
• Tariff Policy encourages charging of Two-part tariff from the
consumers by way of fixed and variable charge.
• The fixed charge are towards recovery of fixed expenditure of the
distribution licensee which is payable irrespective of the actual usage
of electricity by the consumers.
• Therefore, the Commission allows recovery of fixed charges from
various categories of consumers.
• It is observed that the existing fixed charges in case of LT consumers
are low. In order to ensure that the utility is able to cater to reliable
and quality supply
• The energy charges for the EHV consumers have been segregated
based on the voltage level at which the consumer is connected i.e.
66kV, 132kV and 220kV and above.
• The Commission has considered a 5 paisa difference in energy
charges for each of these voltage level.

5. • With respect to agricultural consumers under Irrigation and Drinking
Water Pumping Supply (IDWPS) category, the energy charges shall be
Rs 0.50 per unit.
• These energy charges on the account of Government subsidy would
only be applicable for agricultural and allied activities and which are
paid for by individuals/ user groups and load of up to 20 kW only but
shall not be applicable for government supply.

7. TARIFF STRUCTURE FOR
JAMMU AND KASHMIR
• The Commission has adopted a two-part tariff structure for all metered
consumer categories including domestic and agriculture consumers and
discontinues levy of Monthly Minimum charges (MMC). Two-part tariff
comprises of a fixed component (Rupees per kW/ KVA/ HP or per consumer) and
a variable component (Rupees per kWh).
• Transmission charges based on approved transmission FY15 tariff for JKPDD at
0.44 ₹/Unit escalated at 5% every year
• J&K Government has adopted the Ujjwal Discom Assurance Yojna (UDAY)
scheme. In this scheme the State Government is allowed to borrow the
provisional outstanding dues of various CPSUs amounting to ₹. 3,537 Cr. In
J&K, for the unpaid power purchase bills, the interest charged by CPSU’s shall
be reduced on account of UDAY Scheme.
• the Commission has introduced a BPL consumer category within the Domestic
(metered) consumers whose minimum consumption is up to 30 units per month.
Such consumers would be charged at the existing energy charges for domestic
(metered) category having consumption up to 30 units/ month i.e. ₹1.19 per kWh
and a nominal fixed charge of ₹5 per kW per month. No monthly minimum
charges shall be levied on such consumers.
