This document proposes a capacity building project for energy efficiency in Lahore, Pakistan. Pakistan faces energy shortages and relies heavily on expensive imported energy. The project aims to promote energy efficiency in Lahore through training programs in shopping centers, homes, and efficient appliances. It will educate households, shopkeepers, and officials on methods of efficient energy use like green houses and solar power. A local NGO will partner to implement the three-month pilot project in one Lahore neighborhood through community organizations, master trainers, and workshops to save energy costs and minimize electricity bills. The budget is 100,000 Pakistani rupees and successful replication in other areas could attract international donors.

Capacity Building for Energy Efficiency in Lahore
Background
Pakistan has shortage of energy resources available in country, DAMs & natural
gas can’t fulfil energy requirements. Hence, the country is reliant on imported
energies, costing billions of Pakistani Rupees to fulfill the country’s energy
supplies. Pakistan has marvelous hydroelectric power potential. However, only
around 25% of the hydropower potential has currently been developed. The
current generation capability has been incapable to manage the rising electricity
demand and electricity consumers in several sectors have been affected by the
unpredictable load shedding. So that it is responsibility of each citizen of
Pakistan to use efficient energy. Pilot project on Capacity Building for Energy
Efficiency is being proposed for one location of Lahore.
Project Aim
The aim of the project was to progress in energy efficiency in Lahore through
capacity building of consumers. Targets will be achieved through a training
programme in three sectors of Lahore: energy efficiency in the shopping centers,
energy efficiency in Homes and energy efficient appliances. To achieve the targets
of energy efficiency trainings and workshops on methodological expertise will be
organized, training material will be developed.
Project Description
Project will be implemented in one town of Lahore city to educate some
household, shopkeepers and government officials on methodologies of effectively
uses of energy. Concept of green houses, use of sunlight for energy, reduce use
2. of electricity. Participants were oriented how they can save electricity units and
minimize their electricity bills as well.
Project will be implemented with joint venture with Local NGO of Lahore. A
Project Manager will be a member of group 6 Punjab University to develop
training modules and training for Master Trainers. Master trainers will be
selected from volunteer’s students from MSc. Level.
Volunteers from University will be selected for community mobilization.
Volunteers will identify possible participants. Community based organizations
will be formed for participatory approaches in project. Roles of these CBO’s will
be planning, implementation, advocacy, monitoring and Evaluation of project.
Different training workshops will be organized for CBO members, Community
members selected by CBO’s, Shopkeepers Government officials.
Linkages will be developed between Government officials and CBO to enhance
Right based development of areas.
Final evaluation will be conducted at the end of project to record the effectiveness
of project.
Project Duration
Project will be implemented in three months period 15th April 2015 to 15th July
2015.
Project Budget:
It is estimated that PKR 100,000 are required to pilot in small area of Lahore.
Fund will be arranged from local NGO.
After successful implementation of project, International Donors will be
contacted for replication of project in other areas in large scale.
