“The Liberal point of view is they can tax it and control it if they legalize it.
My own opinion has always been that it should be decriminalized. I don’t really
think people should be in jail. I think there are alternatives and we continue

shouldn't try to pretend that the drugs that are illegal are somehow morally tainted
and more deserving of censure than drugs like alcohol and tobacco. I just can't
support that claim. It doesn't make any sense.”

Prof. Neil Boyd: “It is in some circumstances, and I agree with the minister that
where it is, the law should respond accordingly. If adults are growing marijuana for
their own use or using small amounts of marijuana, that ought not to be subject to
criminal penalty.”

Liberal MP Francis Scarpaleggia (Lac-Saint-Louis, Que.) downplayed the significance
of the resolution to support the legalization of marijuana to his party’s identity, and
shifted attention to the measures that will give power over policy and leadership
back to members and supporters.
“That’s not the defining resolution,” Mr. Scarpaleggia said of the marijuana
resolution. “Where the party was defining itself was more on constitutional
amendments. This is where we changed ourselves—with they amendments to the
constitution.”
Although Mr. Scarpaleggia insisted that the measures will bring significant changes
to how the party operates, he conceded that the hard work for the Liberals is only
beginning. “I don’t think that that in itself will ensure victory in the next election—
it’s only one piece of the puzzle.”

"Our strategy to get tough on illegal drugs really
concentrates on the traffickers, on the elements that
have relationships with organized crime, with violent
offenders, or with youth," said Andrew Scheer,
Conservative MP for Regina-Qu'Appelle. "It's not anything
out of line with what Canadians want."
Scheer said he believes the bill would make it more
difficult to produce and traffic drugs and be associated
with organized crime.

because in general criminalization is not the way to go. In terms of
youth behavior, at the same time it's the case that some kind of a
