In the following presentation ISA² programme will be presented , what it does, in which context it operates and some solutions that might of interest Also 2 frameworks that canhelp building capacity and digitalization of Public Administrations We are open to do workshops (online or onsite and organize practical session to get familiar with the programme We are producing projects methods and tools for ICT enabled Government from 1985 CADDIA, followed by 1995 IDA, 1999 IDAII, 2005 IDABC, 2010 ISA

  • #10 Allow me to say some words anout the EIF which is driving the programme and constitute the goals of our work.
  • #11 EIF which is driving the programme and constitute the goals of our work.
  • #12 The PS governance is a cross-cutting dimension that govern the other LOST layers of the EIF. The rational for it is that European public service delivery often requires different public administrations to work together to meet end users’ needs and provide public services in an integrated way. When multiple organisations are involved there is a need for coordination and governance by the authorities with a mandate for planning, implementing and operating European public services in a holistic way. The conceptual model promotes the idea of interoperability by design. It means that for European public services to be interoperable, they should be designed in accordance with a proposed model composed of various building blocks . The model promotes reusability as a driver for interoperability, recognising that the European public services should reuse information and services that already exist and may be available from various sources inside or beyond the organisational boundaries of public administrations.

  • #18 Published in a2016, then updated in March 2018 available on Joinup. work in progress 10 generic key recommendations for PA at every administrative level to follow framework in order to promote the sharing and reuse of IT solutions in the public sector. are supported by detailed recommendations: specific, more in-depth recommendation to public administrations at every administrative level on how to overcome a barrier that prevents them from sharing or reusing IT solutions. Supporting instruments: these are good examples of initiatives and solutions offered by the European Commission, Member States and/or various organisations, which can help implement the recommendations of this framework JOINUP, EUPL, EIRA etc Recommended measures for central bodies: proposed activities to be undertaken by central bodies to support their administrations in implementing the recommendations of this framework. It is important that central bodies also support this process by creating a climate of innovation in their administrations, encouraging staff to take an active role in the process and promoting the use of information and communication technologies. To facilitate this effort, the SRF 19 recommended measures which specifically target central organisations. A lot of recommendations looks obvious, especially for the specialist in the field as you are but the strongest factor here is that we gathered everything in one place in the form of the framework.
  • #19 Practical application of THE S& R framework
  • #20 The ISA² Programme of the European Commission is organizing a mid-term conference on 29 November 2018 in Brussels, Belgium. The programme, running from 2016 to 2020, is reaching its midway point and the event will be an opportunity to discuss what has been already achieved, the tasks for the upcoming years and the future of the programme beyond 2020.  The conference will gather representatives from public administrations in EU countries and EU institutions, as well as from the private sector. JOIN US ISA² programme supports the development of digital interoperability solutions that enable public administrations, businesses and citizens in Europe to benefit from cross-border and cross-sector public services. So far 25 solutions have been developed and others are on the way.
