Founded in 1997, G.S.I.S. (www.gsis.gr ) is a public administration body under the
Hellenic Ministry of Finance. Employs more than 400 people.
Mission : to utilise, apply and support Information and Communication Technologies
(ICT) in the Finance sector (including finance-related systems of other Ministries, such as
Social Security revenues and expenditures).

(G.S.I.S.) : Who we are. ( www.gsis.gr )
Main goals :
a) the provision of electronic services to all end-users (citizens/businesses),
b) the creation of a fully automated environment supporting all internal processes
of the Public Administration Services in the Finance sector,
c) the ensuring of processes interoperability and data exchange with other Public
Administration sectors and
d) the provision of governmental cloud services to all Public Organisations, in
order to rationalize and exploit the available ICT resources of the Public
Administration and achieve significant economies of scale.
G.S.I.S. hosts in its government cloud (G-cloud) tax and custom e-services (IaaS).
It’s responsible to design, implement and operational and technical support fiscal
and public property e-services as well as payroll e-services for the entire Hellenic
public sector.

Blockchain is an emerging technology that offers applications far
beyond that of secure payments. As it evolves into a platform for
digital transformation, blockchain offers a disruptive and cost-saving
alternative to the current centralized transaction and record-keeping
mechanisms that exist in global organizations today.
Among its many potential applications, blockchain is being evaluated
by government, healthcare, manufacturing, supply chain, and many
other industries. As with any new technology, the success and
adoption of blockchain is predicated upon its scalability. With
blockchain, however, trust in consensus is fundamental to the
integrity and consistency of every blockchain transaction.
Continuous testing is an essential pillar for establishing trust and
includes the testing of APIs as well as thorough functional and
performance testing.

(G.S.I.S.) : What we do about Blockchain
Participation at a EU funded proposal (Horizon 2020) by the title :
“OpenChain: Transforming Public Services through
Distributed Ledger Technologies and Applications”
The project proposes a new paradigm of decentralized digital services
provision, enabled through Digital Ledger Technologies, which have already
showcased applications in the private sector.
It envisages the design and operation of seven pilot applications of DLT-
enabled public services in six countries (Italy, Greece, The Netherlands,
Austria, Cyprus, Luxemburg), with two of them having a cross-border
European scope.
These applications entail citizens or business transactions that prerequisite
high levels of security, transparency, privacy and data integrity (person and
product identification and traceability, title and propriety declaration and
management) in diverse policy domains (public management, territorial
management, transportation, education, social welfare).

a) Traceability of Tobacco products
Using Blockchain technology, all needed information about a specific tobacco
product will be fully traceable for all the participants in the supply chain
(manufacturing, transporting, warehousing, retailing, etc.), and all related
activity will be held in one place transparently to anyone interested and in
chronological order.

b) Traceability, integrity of e-invoicing system
1. So far, regarding B2B invoicing, we address a particularly uncertain
situation (loosing thus taxes), since invoices are often modified or canceled
by mutual agreement (or even unaware of one) of the parties. So the
initially issued invoice with the final registered (if any) could be different.
2. At B2G transactions the local log accessibility is of particular importance,
since it’s altered without permission and against national legal status.
3. Given the attempt for objective (as possible) financial-fiscal controls,
apparently comes up the need for unmodifiable historical stages (i.e. from
the commencement to completion) with either acceptance or objection.

Maintenance and security of data-logs-history.

Distributed Ledger Technologies and Applications”
c) Identification and administration of Public Property
Using Blockchain technology, public property units (building, parcel, etc) will be
identified globally in a undisputed way and all related information such as
descriptive data, spatial data, documents, diagrams, maps, contracts and all
related activity will be held in one place transparently to anyone interested and
in chronological order. The pilot project will implement the consolidation of all
the property’s information in one place transparent to everyone interested such
public authorities, notaries, brokers, bank institutes, citizens, civil engineers,
national cadastre, etc.
