Subject: Article 21 – Right to Life - representation for kind
intervention and taking cognizance on the issue related to
killing of Religious Minorities living in Kashmir Valley who are
becoming victim of Terrorism and failure of UT / Central
Administration.
Esteemed / Hon’ble Sir,
MAY IT PLEASE YOUR LORDSHIP,
Keeping in view the urgency and importance of the matter, the
applicant with reference to the subject cited above takes liberty to submit few
lines for your Hon’ble Lordships perusal and kind intervention, being a matter
related to the protection of life and survival, which are enumerated as under:
That in the year 1990, due to political turmoil and armed
insurgency induced by one of the neighboring Countries through some fractions
from the Majority Community, Kashmiri Pandits / Hindus living in Kashmir
Valley were targeted and killed in order to create fear for life in the minuscule
minority which led to the mass migration of the Kashmiri Pandits / Hindus
from the Valley and as per the Government Census conducted in the year 2009,
only 808 Kashmiri Pandit / Hindu families were living in the Valley stayed back
and faced all sorts of odds for survival.
After nearly 20 years in the year 2010, a process of rehabilitation
was initiated. In the process, Kashmiri Migrants (Migrant Kashmiri Pandits /
Hindus) were given jobs and accommodation so that they could come and stay
in Kashmir Valley, but, in the year 2020 a new spree of target killings started
and the fear has increased many folds among the members of the Religious
Minorities living in Kashmir Valley including those who never left Valley in the
even after 1990 mass migration.

On the one hand, every member of the Religious Minority is under
direct threat from the terrorists operating in Kashmir Valley, and on the other
hand, the UT / Central Administration has failed to secure the life of Religious
Minorities staying in Kashmir Valley. Nearly twelve attacks have been done on
the local Religious Minorities living in Kashmir Valley apart from those who
came to Kashmir for their bread and butter.
On 08.06.2020, Shri Ajay Pandita (Bharti) who was a Sarpanch in
one of the Villages in District Anantnag was killed and from then till 31.05.2022
nearly 12 persons from the local Religious Minority were attacked out of which
11 died and one was severely injured. Copy of the list of victims is enclosed
herewith as Annexure – I.
Apart from target killing number of threat posters and letters
stand issued by the terrorist organization operating in Kashmir Valley in which
it has been clearly warned that they will kill Religious Minorities specifically
Kashmiri Pandits / Hindus who are living in Kashmir Valley. Copy of the some
of threat posters and letters are enclosed herewith as Annexure-II.
From 12.05.2022, the Kashmiri Pandits / Hindus are on protest in
Kashmir Valley against the killings of the Religious Minorities in Kashmir Valley
but the Government failed to protect these lives as on 31.05.2022 another
employee from Religious Minority was killed by the terrorist in Kulgam District
causing more fear and panic in the Religious Minority Community in the
Kashmir Valley.
That the Kashmiri Pandits / Hindus want to leave Kashmir Valley
but the Government is not allowing them to leave which can be gathered from
the press/news reports and social media statements. The government blocked
the roads, used electric currents to barricade the walls of the transit camps, the
main doors of the transit camps are closed from outside with locks and similar
reports have been seen in the recent past from few days even today i.e.
01.06.2022 also. Copy of the some of the reports is enclosed herewith as
Annexure – III.

That some blue-eyed persons who have access to the power
corridors of the present UT / Central Administration managed the posting of
their kiths and kins outside Kashmir Valley despite the fact they were also
appointed under PM’s Package which does not permit outside Kashmir Posting
which clearly indicates that the Administration was aware that the situation in
Kashmir not conducive for the Religious Minorities but they still made them
work in Kashmir Valley without any proper security cover reason to which a
dozen of Religious Minority Community members were brutally killed by the
terrorists operating in Kashmir Valley. Copy of one of the orders is enclosed
herewith as Annexure – IV.
That is a clear violation of the Right to life which is guaranteed
under Article 21 of the Constitution of India as on the one hand, UT / Central
Administration fail to protect the lives of the religious minorities in Kashmir
Valley and on the other hand does not let them leave Kashmir Valley so that
they can protect their respective lives for the reasons unknown and have
created an atmosphere of depression among the Religious Minorities living in
Kashmir Valley reason to which one person died due to depression as the
Administration is playing with the lives of the religious minorities in Kashmir
Valley for some vested interests which need to be investigated.
As such, it is most humbly requested:
i) that to accept this representation in the Public Interest as
the lives of the Religious Minorities is at stake due to the
unethical and callous approach from the UT / Central
Administration with a further request to intervene and take
the cognizance on the issue in order to protect the lives.
ii) that all the concerned officers/officials be summoned to
explain which sort of policy and mechanism they have
derived since 08.06.2020 which Shri. Ajay Pandita (Bharti)
was killed in Anantnag District.
iii) that the UT / Central Government be directed to move /
relocate Religious Minorities living in Kashmir Valley

outside Kashmir Valley as the Religious Minorities in

iv) that to investigate all the targeted killings which happened
since 08.06.2020 and all the officers and officials whose
involvement/lapse is in the preliminary allegations be
suspended without any further delay and an SIT be
constituted to submit its report within stipulated time
monitored by the Hon’ble High Court.
v) that to investigate all the transfers prior to 12.05.2022
which were done on the behest of some blue-eyed persons
which indicate that the persons in the administration were
having a clear idea that the situation in Kashmir Valley is
going to worsen which led to the killing of Religious
Minorities in Kashmir Valley.
vi) any other order which Hon’ble Court may find fit in the
matter in order to protect the lives of the Religious
Minorities living in Kashmir Valley.

Chadoora tehsil of Budgam district on May 12.

Meanwhile, an association of Kashmiri Pandits, Mata Kheer Bhawani Asthapan Trust has appealed that
this year’s annual festival at the Mata Kheer Bhawani shrine in the Ganderbal district should be cancelled
keeping in view the general fear among the community because of the recent killings by the militants.

SRINAGAR: Despite the J&K administration’s effort to lock down the Kashmiri Pandits inside their
camps, their unprecedented protests against the brutal murder of fellow community member Rahul
Bhat continued for the fourth day.

In a bid to contain the growing protests, the J&K administration had deployed heavy security outside the
camps to restrict them from taking the streets. It also came to light that they had connected electricity
to the fence of a camp to stop the protestors.
Pandits living at Baramulla transit camp said that the boundary wall of the transit camp was connected
to an electric wire to stop them from taking the streets. However, the administration had to later
backtrack and apologise for their action.
“We came to know about the situation after some of our community members faced minor electric
shocks during the protests,” the Pandits told The New Indian. “Later officials removed it and
apologized,” they added.
To stop further protests in the Sheikhpora area of Budgam several hundred police and paramilitary
forces have been deployed outside the transit camp. The camp residents are not allowed to come out of
the camp.
In Budgam, outside the camp housing Pandit government employees in Sheikhpora, protesters had
blocked roads and raised slogans against the government. Amidst chaotic scenes and anti-
administration slogans, the protesters questioned the government’s narrative of “normalcy and
security”.
Similar protests were also reported from Anantnag in south Kashmir. The Pandits have assembled in a
tent inside the transit camp to protest against the murder. Similar reports are reported from Handwara,
Anantnag and Qazigund. It needs to be mentioned here that protests were dealt with force in many
places.
One of the protesters in Sheikhpora, said: “This is not the first such killing. The government has been
making many claims about our security. All their assurances have failed. In another six months, there
will be another protest over another killing. This has to end.”
J&K Lt. Governor Manoj Sinha has ordered a probe into the tear gas shelling incident on protesting
Kashmiri Pandits on May 13. “Strict action will be taken against officials involved in the action,”
administrative sources said.
Lt. Governor Sinha said, “Rahul Bhat’s killing is a targeted one. SIT to probe it from all angles along with
probing the use of force to disperse Kashmiri migrant protestors in aftermath of the incident. Directions
were given to the administration to not use force anywhere.”
Commenting on the police’s use of force on the protestors, former chief minister Omar Abdullah
tweeted three days back, “This is not new for the people of Kashmir because when all the
administration has is a hammer every problem resembles a nail. If the LG’s Govt can’t protect KPs they
have a right to protest. (sic)”

Kashmiri Pandits are not budging on their demands on relocation to safe destinations and
dropping of clauses in the Prime Minister Rehabilitation Package that bar employees’
transfer outside the Valley.
Top J&K officials, including Kashmir’s Divisional Commissioner and its Inspector General of
Police (IGP), on Tuesday visited several transit camps of Kashmiri Pandits and advised the fear-
struck community against migration from the Valley, in the wake of the killing of the Pandit
employee, Rahul Bhat, on May 12.
Interacting with protesting Pandits at the Sheikhpora transit camp in Budgam, IGP Vijay Kumar
said, “If you (Pandits) fear, this is what Pakistan wants. You will play into the hands of Pakistan and
militants, if you fear. They too want you to migrate (from the Valley).”


He assured of additional measures to provide security to the Pandits staying in the Valley and
maintained that the militancy was on its last legs.
IGP Kumar, assuring the fear-struck Pandit community, said: “There is a lot
of flickering when a candle is about to extinguish. It’s true of militancy too in
Kashmir. Within one year, fear will be completely eliminated and
the militant numbers will be reduced to below 50.”
He also interacted with Pandits living at the transit camps in south Kashmir’s
Kulgam and Anantnag and pacified the protesting Pandits.

During his visit to the Vessu camp in Kulgam, Divisional Commissioner Kashmir P. K. Pole assured
to address services-related issues within a week’s time.
The administration is working on fresh postings for Pandits to the
district headquarters following the recent attack, which sparked Valley-wide
protests from the fear-stricken community.
“Militants have lost their strength to target big security installations. They
are now attacking soft targets, including unarmed policemen who visit
homes on leave. These killings are meant to create fear psychosis among the
minorities. I can tell you that the security environment in Kashmir is not
what it was some 10 years ago,” Mr. Pole said.
Demand for relocation
However, Kashmiri Pandits are not budging on their demands on relocation to safe destinations
and dropping of clauses in the Prime Minister Rehabilitation Package that bar employees’ transfer
outside the Valley.
“We demand employees should be relocated to the Jammu division till the situation improves in
the Valley. The clauses on barring transfers under the Prime Minister’s Rehabilitation Package
should be declared void ab initio,” the protesting Pandits said, both in Sheikhpora and Vessu
camps.
In the wake of a spree of killings of Hindus and non-labourers by militants in October and
September last year, Pandit employees alleged they were not allowed to leave their stations and
were forced to resume duties despite the threat to their lives

SRINAGAR: A group of Kashmiri Pandit employees, who were given jobs under a prime
minister's package for the community, Wednesday began preparations for "mass
migration" out of Kashmir, protesting against a series of targeted killings of non-Muslim
employees by terrorists.
The group said they were meeting truck-owners Wednesday to negotiate a rate for
transporting their goods.
Hours after a female teacher was shot dead by terrorists in Kulgam district, an
organisation of KP employees had threatened to leave the Valley if the government did
not relocate them to safer places in 24 hours.
"We have come to fix the rate with truck-owners. Let's see if any decision comes from the
government by this evening. If not, then we will migrate from here tomorrow," one of
their representatives said here Wednesday.
"We have decided that if the government did not take any concrete step for us (safety)
within 24 hours, there will be mass migration again," one of the employees said here.
He said the target killing of Kashmiri Pandits is continuing and the community is now
tired of making appeals with the government.
"We should be relocated so that we can be saved. Our delegation had met the LG earlier
and we had asked him to save us. We are asking for temporary relocation for two to
three years till the situation in the valley returns to normal. It is the same time frame put

Rajni Bala, hailing from Samba district in Jammu division, was shot dead by terrorists
Tuesday inside the government school in Kulgam where she was posted.
Before her, Rahul Bhat, a clerk in the office of Tehsildar Chadoora in Budgam district,
was shot dead inside his office on May 12.
Umesh Talashi, a National Conference leader from south Kashmir, hit out at the BJP for
the present situation.

J&K administration grapples with security concerns
The Jammu and Kashmir administration and protesting Kashmiri Pandits engaged in a face-off on
Wednesday, as the security forces disallowed street protests and stopped fear-stricken Pandit
employees, recruited under the Prime Minister’s Rehabilitation Package since 2008, from leaving
the Valley.
More than 4,000 Pandit employees have threatened to leave the Valley by Thursday morning. They
have decided to go on mass migration, announced by their leaders, from various transit camps
spread across the Valley.  


“No Pandit employee was allowed to leave their locations by the police
on Tuesday,” a Pandit employee, living in Srinagar’s Indira Nagar locality,
said. 
Kashmir has been witnessing daily protests by Kashmiri Pandits ever since
Rahul Bhat, a Pandit government employee, was killed on May 12 inside his
office at Chadoora in Budgam. 
“Many of our neighbours living in the transit camps are in a deep cycle of
depression because of Bhat’s killing. We see a bleak future for our kids in
Kashmir. The latest killing of the schoolteacher, Rajni Bala, has further disturbed us mentally. It
seems our lives have no value. In case the government does not come up with concrete measures,
we will go for mass migration and leave for Jammu tomorrow,” a protesting employee said in
Srinagar.

The Lieutenant-Governor administration is in talks with the leaders of the
Pandit employees to address their demands. However, the administration
has dropped broad hints that it was opposed to the idea of migration of
employees from the Valley. 
In the wake of the threat of mass resignation by those living in the transit
camps, security was beefed up at all the camps at Nutnusa in Kupwara,
Tulmulla in Ganderbal, Hall in Pulwama, Khanpur in Baramulla, Mattan in
Anantnag and Vessu in Kulgam. Mobile bunkers were placed in the lanes
leading to the houses of Pandit employees in Indira Nagar and Sheikhpora. 
“It’s unfortunate that we were stopped from leaving the migrant camps. On the other hand,
unauthorised absence is being marked in our attendance sheets in offices. Why?” another Pandit
employee at the Sheikhpora transit camp said.
Meanwhile, a sit-in was held at the Vessu camp in Qazigund by Pandit
employees. “We returned to Kashmir on the promise that the situation has
improved here. However, since October last year Kashmiri Pandits have been
targeted. What is our fault? Why are they doing it? We are clueless. I came
here in 2010 to earn my livelihood. I am upset with those who promised us a
safe and secure atmosphere in Kashmir on our return. Why are they silent
now?” a Vessu-based Kashmiri Pandit employee said.  
The growing fear among the minorities is palpable. The Mata Kheer Bhawani
Asthapan Trust (MKBAT) has asked for the cancellation of the annual ‘mela’
due to the targeted killings of minorities in Kashmir. The annual yatra was scheduled to leave
from Nagrota on June 5 for the Ragnya Devi temple in Tulmulla village of Ganderbal district. The
temple attracts hundreds of Pandit devotees and the yatra is considered one of the main festivals
by the community. 
Kashmir witnessed a mass migration of Kashmiri Pandits in 1990 in the face of unprecedented
militancy. However, then Prime Minister Manmohan Singh in 2008 conceived a plan to help in the
return of Pandits to their homeland and offered 6,000 jobs to migrants. 
Around 3,800 migrants took up jobs in different departments in Kashmir and
were living peacefully till December 2020 when a goldsmith was killed inside
his shop on Hari Singh High Street in Srinagar, just days after he acquired the
domicile certificate.
Since then, nearly 17 members from the minority communities have been
killed in targeted attacks by militants. The fresh wave of attacks on
minorities have come after the Centre ended J&K’s special status on August
5, 2019 and opened up jobs and land in the Union Territory (UT) to outsiders.

An official spokesman said the J&K administration’s General Administration Department (GAD)
had set up a dedicated cell for resolving the grievances of minority employees in Kashmir.
Sources said the Kashmir administration was drafting an elaborate plan to
shift all the Pandit employees, recruited under the PM package, from
“vulnerable locations to safer places”, especially to the secure offices in
district headquarters.  
Sources said over 4000 Pandit employees would be posted to “safer locations”
in 10 districts in the Kashmir Valley. The Srinagar administration has already
relocated over 50 teachers of the education department to safer places.
‘Hard work at stake’
The political parties have been critical of the government’s poor response so far.
“The hard work of successive governments for the past three decades is at
stake right now. The Government of India should immediately take a note
and ensure a safe environment for Kashmiri Pandits. I wonder how happy
Vivek Agnihotri (director of the Kashmir Files movie) must be now who
spread hatred just for monetary benefit,” National Conference youth leader
Salman Sagar said.
Leaders of the Congress, which is holding a two-day ‘Nav Sankalp’ workshop,
expressed concern over the deteriorating security situation in Kashmir.
Inaugurating the workshop, AICC in-charge Rajani Patil said the series of targeted killings of
innocents, including minorities, has induced fear and pain among the people of Kashmir. Ms. Patil
demanded urgent measures to ensure safety and security of the common people, especially
minorities.

Esteemed / Hon’ble Sir, MAY IT PLEASE YOUR LORDSHIP, Keeping in view the urgency and importance of the matter, the applicant with reference to the subject cited above takes liberty to submit few lines for your Hon’ble Lordships perusal and kind intervention, being a matter related to the protection of life and survival, which are enumerated as under: That in the year 1990, due to political turmoil and armed insurgency induced by one of the neighboring Countries through some fractions from the Majority Community, Kashmiri Pandits / Hindus living in Kashmir Valley were targeted and killed in order to create fear for life in the minuscule minority which led to the mass migration of the Kashmiri Pandits / Hindus from the Valley and as per the Government Census conducted in the year 2009, only 808 Kashmiri Pandit / Hindu families were living in the Valley stayed back and faced all sorts of odds for survival. After nearly 20 years in the year 2010, a process of rehabilitation was initiated. In the process, Kashmiri Migrants (Migrant Kashmiri Pandits / Hindus) were given jobs and accommodation so that they could come and stay in Kashmir Valley, but, in the year 2020 a new spree of target killings started and the fear has increased many folds among the members of the Religious Minorities living in Kashmir Valley including those who never left Valley in the even after 1990 mass migration. KASHMIRI PANDIT SANGARASH SAMITI SathuBarbar Shah, Srinagar, Kashmir (J&K) – 190001 e-mail: kpss.kashmir@gmail.com KASHMIRI PANDIT SANGARASH SAMITI On the one hand, every member of the Religious Minority is under direct threat from the terrorists operating in Kashmir Valley, and on the other hand, the UT / Central Administration has failed to secure the life of Religious Minorities staying in Kashmir Valley. Nearly twelve attacks have been done on the local Religious Minorities living in Kashmir Valley apart from those who came to Kashmir for their bread and butter. On 08.06.2020, Shri Ajay Pandita (Bharti) who was a Sarpanch in one of the Villages in District Anantnag was killed and from then till 31.05.2022 nearly 12 persons from the local Religious Minority were attacked out of which 11 died and one was severely injured. Copy of the list of victims is enclosed herewith as Annexure – I. Apart from target killing number of threat posters and letters stand issued by the terrorist organization operating in Kashmir Valley in which it has been clearly warned that they will kill Religious Minorities specifically Kashmiri Pandits / Hindus who are living in Kashmir Valley. Copy of the some of threat posters and letters are enclosed herewith as Annexure-II. From 12.05.2022, the Kashmiri Pandits / Hindus are on protest in Kashmir Valley against the killings of the Religious Minorities in Kashmir Valley but the Government failed to protect these lives as on 31.05.2022 another employee from Religious Minority was killed by the terrorist in Kulgam District causing more fear and panic in the Religious Minority Community in the Kashmir Valley. That the Kashmiri Pandits / Hindus want to leave Kashmir Valley but the Government is not allowing them to leave which can be gathered from the press/news reports and social media statements. The government blocked the roads, used electric currents to barricade the walls of the transit camps, the main doors of the transit camps are closed from outside with locks and similar reports have been seen in the recent past from few days even today i.e. 01.06.2022 also. KASHMIRI PANDIT SANGARASH SAMITI SathuBarbar Shah, Srinagar, Kashmir (J&K) – 190001 e-mail: kpss.kashmir@gmail.com KASHMIRI PANDIT SANGARASH SAMITI That some blue-eyed persons who have access to the power corridors of the present UT / Central Administration managed the posting of their kiths and kins outside Kashmir Valley despite the fact they were also appointed under PM’s Package which does not permit outside Kashmir Posting which clearly indicates that the Administration was aware that the situation in Kashmir not conducive for the Religious Minorities but they still made them work in Kashmir Valley without any proper security cover reason to which a dozen of Religious Minority Community members were brutally killed by the terrorists operating in Kashmir Valley. Copy of one of the orders is enclosed herewith as Annexure – IV. That is a clear violation of the Right to life which is guaranteed under Article 21 of the Constitution of India as on the one hand, UT / Central Administration fail to protect the lives of the religious minorities in Kashmir Valley and on the other hand does not let them leave Kashmir Valley so that they can protect their respective lives for the reasons unknown and have created an atmosphere of depression among the Religious Minorities living in Kashmir Valley reason to which one person died due to depression as the Administration is playing with the lives of the religious minorities in Kashmir Valley for some vested interests which need to be investigated. As such, it is most humbly requested: i) that to accept this representation in the Public Interest as the lives of the Religious Minorities is at stake due to the unethical and callous approach from the UT / Central Administration with a further request to intervene and take the cognizance on the issue in order to protect the lives. ii) that all the concerned officers/officials be summoned to explain which sort of policy and mechanism they have derived since 08.06.2020 which Shri. Ajay Pandita (Bharti) was killed in Anantnag District. iii) that the UT / Central Government be directed to move / relocate Religious Minorities living in Kashmir Valley 3

KASHMIRI PANDIT SANGARASH SAMITI SathuBarbar Shah, Srinagar, Kashmir (J&K) – 190001 e-mail: kpss.kashmir@gmail.com KASHMIRI PANDIT SANGARASH SAMITI outside Kashmir Valley as the Religious Minorities in Kashmir Valley are under direct threat from the terrorists. iv) that to investigate all the targeted killings which happened since 08.06.2020 and all the officers and officials whose involvement/lapse is in the preliminary allegations be suspended without any further delay and an SIT be constituted to submit its report within stipulated time monitored by the Hon’ble High Court. v) that to investigate all the transfers prior to 12.05.2022 which were done on the behest of some blue-eyed persons which indicate that the persons in the administration were having a clear idea that the situation in Kashmir Valley is going to worsen which led to the killing of Religious Minorities in Kashmir Valley. vi) any other order which Hon’ble Court may find fit in the matter in order to protect the lives of the Religious Minorities living in Kashmir Valley.   • 36. In a bid to contain the growing protests, the J&K administration had deployed heavy security outside the camps to restrict them from taking the streets. It also came to light that they had connected electricity to the fence of a camp to stop the protestors. Pandits living at Baramulla transit camp said that the boundary wall of the transit camp was connected to an electric wire to stop them from taking the streets. However, the administration had to later backtrack and apologise for their action. “We came to know about the situation after some of our community members faced minor electric shocks during the protests,” the Pandits told The New Indian. “Later officials removed it and apologized,” they added. To stop further protests in the Sheikhpora area of Budgam several hundred police and paramilitary forces have been deployed outside the transit camp. The camp residents are not allowed to come out of the camp. In Budgam, outside the camp housing Pandit government employees in Sheikhpora, protesters had blocked roads and raised slogans against the government. Amidst chaotic scenes and anti- administration slogans, the protesters questioned the government’s narrative of “normalcy and security”. Similar protests were also reported from Anantnag in south Kashmir. The Pandits have assembled in a tent inside the transit camp to protest against the murder. Similar reports are reported from Handwara, Anantnag and Qazigund. It needs to be mentioned here that protests were dealt with force in many places. One of the protesters in Sheikhpora, said: “This is not the first such killing. The government has been making many claims about our security. All their assurances have failed. In another six months, there will be another protest over another killing. This has to end.” J&K Lt. Governor Manoj Sinha has ordered a probe into the tear gas shelling incident on protesting Kashmiri Pandits on May 13. “Strict action will be taken against officials involved in the action,” administrative sources said. Lt. Governor Sinha said, “Rahul Bhat’s killing is a targeted one. SIT to probe it from all angles along with probing the use of force to disperse Kashmiri migrant protestors in aftermath of the incident. Directions were given to the administration to not use force anywhere.” Commenting on the police’s use of force on the protestors, former chief minister Omar Abdullah tweeted three days back, “This is not new for the people of Kashmir because when all the administration has is a hammer every problem resembles a nail. The group said they were meeting truck-owners Wednesday to negotiate a rate for transporting their goods. Hours after a female teacher was shot dead by terrorists in Kulgam district, an organisation of KP employees had threatened to leave the Valley if the government did not relocate them to safer places in 24 hours. "We have come to fix the rate with truck-owners. Let's see if any decision comes from the government by this evening. If not, then we will migrate from here tomorrow," one of their representatives said here Wednesday. "We have decided that if the government did not take any concrete step for us (safety) within 24 hours, there will be mass migration again," one of the employees said here. He said the target killing of Kashmiri Pandits is continuing and the community is now tired of making appeals with the government. "We should be relocated so that we can be saved. Our delegation had met the LG earlier and we had asked him to save us. We are asking for temporary relocation for two to three years till the situation in the valley returns to normal. However, the administration has dropped broad hints that it was opposed to the idea of migration of employees from the Valley.  In the wake of the threat of mass resignation by those living in the transit camps, security was beefed up at all the camps at Nutnusa in Kupwara, Tulmulla in Ganderbal, Hall in Pulwama, Khanpur in Baramulla, Mattan in Anantnag and Vessu in Kulgam. Mobile bunkers were placed in the lanes leading to the houses of Pandit employees in Indira Nagar and Sheikhpora.  “It’s unfortunate that we were stopped from leaving the migrant camps. On the other hand, unauthorised absence is being marked in our attendance sheets in offices. Why?” another Pandit employee at the Sheikhpora transit camp said. Meanwhile, a sit-in was held at the Vessu camp in Qazigund by Pandit employees. “We returned to Kashmir on the promise that the situation has improved here. However, since October last year Kashmiri Pandits have been targeted. What is our fault? Why are they doing it? We are clueless. I came here in 2010 to earn my livelihood. I am upset with those who promised us a safe and secure atmosphere in Kashmir on our return. Why are they silent now?” a Vessu-based Kashmiri Pandit employee said.   The growing fear among the minorities is palpable. The Mata Kheer Bhawani Asthapan Trust (MKBAT) has asked for the cancellation of the annual ‘mela’ due to the targeted killings of minorities in Kashmir. The annual yatra was scheduled to leave from Nagrota on June 5 for the Ragnya Devi temple in Tulmulla village of Ganderbal district. The temple attracts hundreds of Pandit devotees and the yatra is considered one of the main festivals by the community.  Kashmir witnessed a mass migration of Kashmiri Pandits in 1990 in the face of unprecedented militancy. However, then Prime Minister Manmohan Singh in 2008 conceived a plan to help in the return of Pandits to their homeland and offered 6,000 jobs to migrants.  Around 3,800 migrants took up jobs in different departments in Kashmir and were living peacefully till December 2020 when a goldsmith was killed inside his shop on Hari Singh High Street in Srinagar, just days after he acquired the domicile certificate. Since then, nearly 17 members from the minority communities have been killed in targeted attacks by militants. Leaders of the Congress, which is holding a two-day ‘Nav Sankalp’ workshop, expressed concern over the deteriorating security situation in Kashmir. Inaugurating the workshop, AICC in-charge Rajani Patil said the series of targeted killings of innocents, including minorities, has induced fear and pain among the people of Kashmir.
