With a major poll debacle
staring the Congress in
its face, the grand old party of
India has now started dis-
cussing the relevance of alliance
politics and feels it should
charter a new course by going
it alone in future elections.
The party has also decided
to defend outgoing Prime
Minister Manmohan Singh to
the hilt in case of a “poor” show
and create a firewall to shield
party vice-president Rahul
Gandhi from criticism for the
likely electoral setback.
“Senior party leaders were
of the opinion that though the
Congress ruled two terms suc-
cessfully with alliance part-
ners, but still the party should
think of going alone in future.
There is no need to have truck
with regional parties in States
like Maharashtra, Bihar,
Jharkhand, Punjab and Tamil
Nadu,” said a very senior leader
present in the meeting.
He pointed out that Rahul
Gandhi had repeatedly
expressed a similar view on
alliance politics in the past
and the party is likely to con-
sider it for future politics.
The Congress Core Group
decided that alliance politics
has restricted growth of the
party in several key States
where regional players have
gained at the cost of the
Congress. Several leaders
stressed that the Congress must
revive itself in Tamil Nadu,
Odisha, Bihar, Uttar Pradesh
and Seemandhra by strength-
ening the party cadre and
going it alone.
“This has to be a long-term
strategy and this is the only way
the Congress could regain it
pan-India character,” said a
senior leader. Despite giving the
thumbs down to the opinion
and exit polls, the party’s audit
of the just concluded Lok Sabha
polls discussed that out of 20
seats in Kerala, the Congress
was projected to get between 11
and 14 while in Karnataka, the
party is projected to get nearly
half of the 28 seats.
The ruling Congress-led
UPA was tipped to get between
101 and 148 seats while ‘others’,
including regional parties and
Left, were projected to get
between 146 and 156 seats,
according to the exit polls,
which too came in for discus-
sion briefly.
The core group also dis-
cussed post-poll options before
senior women politicians like
Mayawati, Jayalalithaa and
Mamata Banerjee who “have
committed themselves to sec-
ularism” and have ruled out any
tie-up with the BJP. Odisha
Chief Minister Naveen
Patnaik’s party also figured in
the discussions since it has
denied any post-poll alliance
with the BJP.

erations included party gener-
al secretaries BK Hari Prasad,
Shakeel Ahmed, Ajay Maken,
Janardan Dwivedi, CP Joshi
and party leaders Vayalar Ravi,
Oscar Fernandes, Rajiv Shukla
and Randeep Surjewala.

In the meeting, Prime
Minister Manmohan Singh’s
“able stewardship” was hailed by
the Congress which under-
lined that he had led the coun-
try through difficult times. The
AICC too praised the Prime
Minister on the eve of a farewell
dinner for him hosted by Sonia
Gandhi on Wednesday.

While the BJP is confident
that the NDA will bag
around 300 seats and a com-
fortable majority in the Lok
Sabha elections, the party is
keeping its door open for
prospective allies.
“We fought for 272+ seats
and we are getting them. Any
party which has even a single
MP and wants to support us,
we will welcome it in national
interest,” BJP leader and
in-charge of Uttar Pradesh poll
Amit Shah told reporters
on Tuesday.
Shah’s overture to smaller
parties, which could come
handy in case the NDA fell
short of the 272 mark by a few
seats, came a day after the exit
polls indicated absolute major-
ity for the BJP-led alliance.
Shah himself claimed the NDA
would get anywhere between
290 and 305 seats, including 50
to 55 Lok Sabha seats in
Uttar Pradesh.
However, Shah dodged a
question about the BJP estab-
lishing contacts with prospec-
tive new allies.
Narendra Modi had in
recent interviews also said the
BJP is open to the support of
allies even though it will get a
majority of its own.
With the BJP leadership
silent on the possible role for
veteran leaders LK Advani and
MM Joshi in the organisation
and the Government, Shah
said the party’s Parliamentary
Board, the supreme decision-
making body, would take a call
on it. Last week, Joshi flew to
Nagpur for a meeting with
RSS chief Mohan Bhagwat.
Seen as the architect of
BJP’s revival in UP, Shah said
the State was divided in 30
blocks, with each block having
a few seats and a different
strategy was adopted for each
of them.

Hours before counting of
votes for the 16th Lok
Sabha begins, the Union
Cabinet on Tuesday cleared a
slew of proposals — including
appointment of Lieutenant-
General Dalbir Singh Suhag as
the next Army chief despite
opposition from the BJP and
ratification of stake sale in
BHEL. At the same time,
President Pranab Mukherjee
gave assent to the Whistle-
blowers Protection Act, which
provides a mechanism for pro-
tecting the identity of whistle-
blowers — a term given to
people who expose corruption.
Vice-Chief of Army Staff
Lt-Gen Suhag will assume the
new responsibility after incum-
bent General Bikram Singh
retires on July 31. Former
Army chief General VK Singh
has been in the forefront of
opposing Suhag’s appointment.
VK Singh had put a
‘Disciplinary and Vigilance’
ban on Suhag when he was the
3 Corps Commander two years
ago for “failure of command
and control” as an Intelligence
unit under him had allegedly
carried out dacoity in Assam
outside the jurisdiction of the
Corps. The ban, which pro-
hibits a promotion, was lifted
immediately after incumbent
Army chief Gen Bikram Singh
took over on May 31, 2012.
“What and whom are they
trying to protect? What are the
Defence Ministry and UPA-II
scared of?... This harms the
individual as people will ques-
tion the UPA’s motives,”
General VK Singh said.
“The Defence Ministry
seems determined to push the
file through the Appointments
Committee of Cabinet (ACC)
and the Prime Minister’s Office
despite the fact that given the
ongoing Jorhat dacoity case,
which has been a blot on the
name of the Army, there can be
no vigilance clearance.
“They got away with it two
years ago when Gen Bikram
Singh was appointed the chief,
so they feel they can
do the same thing again,” Gen
Singh said before the
Government announced
Suhag’s appointment.
Suhag was recommended
for the Army chief’s post on
Monday by the Defence
Ministry to the ACC chaired
by the Prime Minister after
the Election Commission
gave the go-ahead for the
appointment.
The BJP had protested
over the selection process dur-
ing the ongoing electioneering
and said an outgoing
Government with three or
four days left in office should
leave the appointment to the
next Government.
Commissioned into the
Gurkha Rifles in 1974 after
passing out from the National
Defence Academy, 59-year-
old Suhag will have 30 months
in office after taking over from
Bikram Singh. An alumnus of
Sainik School, Chittorgarh,
Suhag was commanding 3
Corps prior to his present
appointment as Vice-Chief in
January this year.

“Our workers were relaxing
at a tea stall after the elections
when about 25-30 bike-borne
people attacked us with rods,
lathis and other weapons injur-
ing four of us even as we ran for
our lives,” said a party worker

Dhaniakhali had of late
been rendered into a cold-ter-
ror zone with all Oppositions
being forced by the Trinamool
to close their party offices and
flee the area. An FIR had been
lodged and a complaint filed
with the Returning Officer,
BJP sources said adding the rul-
ing outfit once again resorted to
booth-capturing during the
concluding hours of the polls.

The Commission had ear-
lier ordered re-polling in 11
booths across the State that
went to polls on April 30. The
State continued to bleed and
burn even as the administra-

goons, sources said. Another
death was reported from
Balrampur in Balurghat con-
stituency where the body of a
missing CPI(M) worker was
recovered by the police.

decided to hand over the reign
of the country in his hands; it
was business as usual
for Gujarat Chief Minister
Narendra Modi at
Gandhinagar. On Tuesday
morning, Modi held a meeting
on water scarcity in Gujarat,
and reviewed drinking water
situation in the State and dis-
cussed Narmada water grid
distribution system.
Modi instructed water sup-
ply board officials to supply
drinking water in rural areas of
the State using all possible
sources apart from Narmada
grid. The meeting was attend-
ed by Revenue Minister
Anandiben Patel, Water
Resources Minister Babu
Bokhiria, Rural Development
Minister Bhupendrasinh
Chudasama, Energy Minister
Saurabh Patel and Chief

“Collectors of the entire
district have been given ade-
quate powers to arrange proper
water supply. The State
Government machinery will
monitor on daily basis that
sources are being used to supply
water to different villages. The
State has already done satellite
mapping on water sources,” said
Modi during the meeting.
He also instructed officials
to monitor all the dams and
other major water sources and
submit reports on weekly basis.
He also gave instructions to
conduct separate satellite map-
ping to find out water for now
extinct Saraswanti River.
Currently the State
Government provides 130
crore litre of water to 5,588 vil-
lages and 79 towns in Gujarat
through Narmada water grid.
The Chief Minister also
ordered to arrange water
tankers for the villages facing
water scarcity.
Meanwhile, Modi also
chaired an important meeting
of BJP’s MLAs in the evening.
It is believed that Modi
would give hint about his suc-
cessor as it is almost final that
he will move to Delhi after the
poll results.

Clearing the air on the
MLAs’ meeting, Gujarat BJP

liamentary board.

was focused on upcoming
Krushi Mahotsav and Kanya
Kelavani Mahotsav (Girl Child
education campaign), in which
Modi insisted all the MLAs to
participate actively.
“Personally I thought that
Narendrabhai will take rest for
3-4 days after months’ long
hectic poll campaign. However
he decided to continue work
instantly and also concentrat-
ed on the water situation of the
State,” he added.

In an unprecedented decision,
the Supreme Court (SC) col-
legium has forwarded the
names of two prominent
SC senior lawyers for
appointment as judges of
the apex court.
Sources in the
Government said the names of
Gopal Subramaniam and
Rohington Nariman came up
for discussion in the Cabinet
Committee of Appointments
that met on Tuesday to decide

The Ghaziabad police have
solved the high profile
murder of a ruling Samajwadi
Party leader who was shot
dead in the city on May 6 and
have arrested four people.
Addressing the
mediapersons, the SSP Sachi
Ghildiyal said local SP leader
Kapil Yadav was killed as he
was allegedly involved in a
murder a year ago and a
property dispute with some
locals.
The arrested are identified
as Devyansh Yadav, Sachin
Yadav, Rohit Yadav and Prince.
Kapil was shot dead at
Nandini petrol pump 24 near
Lal Kuan on National Highway
on May 6 morning.
The police found that
Devyansh Yadav, son of a
police constable was the
mastermind behind the
murder. Sachin, a local
resident, gave his Tata Vista
car and Rohit Yadav provided
a .9 mm pistol to him.
Devyansh and Prince shot
Kapil dead when he was
changing his car at the petrol
pump.
Devyansh took a pistol
that Kapil had on him along
with C6 lakh kept in a handbag.
After ensuring Kapil was dead,
the attackers escaped in the
Tata Vista car.
The murder led to much
hue and cry since Kapil was
said to be close to Uttar
Pradesh Chief Minister
Akhilesh Yadav, who directed
the state police to arrest the
criminals at the earliest.
SSP Ghildiyal said the
police succeeded in nabbing
Devyansh, Prince, Sachin and
Rohit, who confessed to
shooting Kapil.
The police also recovered
the .9 mm pistol used in the
crime and the .30 calibre pistol
that Kapil had.
Police said Kapil kept his
uncle’s pistol for safety since he
had deposited his own with the
police as required by law since
elections were on.
Police also recovered the
Tata Vista car and a mobile
phone. However, the cash is yet
to be recovered.

The areas around the existing
and upcoming Metro
stations, especially those with
high footfall would soon be
connected through multi-
modal transport facilities like
travelators, skywalks and
elevators. The Delhi
Government is working to
implement the ‘integration of
multi-modal transport’ aimed
at decongesting and regulating
both pedestrian and vehicular
traffic in the areas around the
Metro stations.
Lieutenant Governor
Najeeb Jung on Tuesday
reviewed the presentation
made by Unified Traffic and
Transportation infrastructure
(planning engineering) Centre
(UTTIPEC) which has already
worked out detailed plans for
nine Metro stations out of the
44 others which have been
identified as having high
footfall and require
intervention to regulate human
and vehicular traffic.
Jung issued instructions to
the DMRC to take up the work
related to five Metro stations,
those in Laxmi Nagar, Nirman
Vihar, Preet Vihar,
Karkardooma and Chhatarpur.

in INA, AIIMS, Green Park and
Hauz Khas has been assigned to
the Public Works Department.

instructions to the UTTIPEC to

of UTTIPEC for the 3rd phase

On the other hand, PWD
has identified 60 such
intersections across the city
where travelators with elevators
and skywalk will be
constructed to give easy access

New Delhi Railway Station are

and Northern Railway is

prepared by the railway’s Delhi

With the arrest of three
persons, the Delhi Police
on Tuesday claimed to have bu-
sted a gang of highway robbers,
who used to drug truck drivers
at isolated locations and rob
them of their goods. The gang
members, including a Delhi

The mobile application
recently launched by the
Delhi Traffic Police to make the
city congestion free has got
warm response from the road
users. In just four days, the
application has got more than
8,000 downloads. Besides, there
have been 96 complaints of
overcharging and refusal.

complaint of harassment so far.
“The number of
complaints for overcharging
reported in four days is 96. Out
of these, eight complaints have
been against auto-rickshaw
drivers for overcharging and
four complaints for refusal.
Rest, 84 complaints are against
the taxi drivers for refusal. We
have already forwarded these
complaints to our signal cell
constituted to take
actions against the law
violators,” said, Anil Shukla,

The new mobile

scale encroachment on

Noida Authority has decided to
undertake massive anti-
encroachment drive across the
region. In the initial phase,
authority has planned to
reclaim illegally occupied land
in city area and once Lok
Sabha election process ends,

Brand Delhi College of
Engineering (DCE) was
terminated to give way to Delhi
Technological University
(DTU) but the engineering
university envisaged by the
previous Congress
Government has failed to func-
tion to its full strength. It not
only lacks the infrastructure
but also there is an acute short-
age of over 100 teaching staff in
various faculties that has result-
ed in decline in overall acade-
mic standard of the DTU. Out
of 345 sanctioned posts, over
100 posts are lying vacant for
the past several years.
As per All India Council for
Technical Education (AICTE)
norms, total vacant post is 177
that include professor, associate
professor and assistant profes-
sor. Students of DTU are bear-
ing the brunt of inadequate
infrastructure, compounded by
the shortage of teaching staff.
The DCE was granted the sta-
tus of Delhi Technological
University in 2009.
With the availability of ade-
quate staff, the purpose of given
university status to the erstwhile
DCE seems to have been defeat-
ed. In addition to hampering the
smooth functioning of the insti-
tution, it certainly leaves an
impact on quality of education
being imparted at the universi-
ty and ultimately students are at
the receiving end.
Taking a strong note of
shortage of staff of various fac-
ulties, Lieutenant-Governor
Najeeb Jung has also expressed
concern over the prevailing
vacancies and said that the
vacancies should be filled up
without any further delay at a
review meeting recently. For
recruitment of faculty on regu-
lar basis, Jung has suggested that
Jamia Millia Islamia model tofill
vacancy could be studied. Jamia
Milia University is the only
university in the country where,
95 per cent posts have been
filled. The university fills vacant
posts every year. According to
sources, DTU has chalked out
an action plan to fill these posts
and presented it before the L-G.
To avoid disruption of
teaching till regular appoint-
ment is made, Jung asked the
vacancies in the colleges and
other technical institutes to be
filled up on contract basis
within three months as ‘stop-
gap arrangement’, officials said.
Further when the officials sug-
gested that a separate selection
committee should be consti-
tuted to fill up the large num-
ber of vacant teaching posts,
Jung said that it was advisable
to go through the UPSC rules
to ensure recruitment in a fair
and transparent manner.

reduced to a garbage
dumping site, the Shahdara
Lake in East Delhi is set to get
a fresh lease of life. The East
Delhi Municipal Corporation
has begun the restoration of the
dried up lake that is also
planned to be developed into a
tourist hotspot with green area,
water body, boating deck, an
island, children’s park and an
amphitheatre. On one side of
the lake, there will be a fish
pond and lagoons to add to the
aesthetics of the lake. This
aims at bringing back the wet-
land and aquatic ecosystem in
the region along with com-
mercial utilisation of the same.
Having received funding
from the Trans-Yamuna Board
and with the National
Environment Engineering
Research Institute (NEERI) as
its consultant, the civic body is
in the process of awarding
contract for the project. The
estimated cost of the project is
C25 crore and is likely to be
completed by next year. The
civic body will use Phytorid
Natural Technology; the first of
its kind in India to revitalize the
lake which has completely
dried up over the years. As per
the proposal, 30 million of
waste water would be treated
every day to recharge the
ground water and redevelop 30
acres of land into a beautiful
green area with the water body
spread over 10 acres. A portion
of the lake has been encroached
upon while the remaining land
is being used for dumping of
garbage by the locals.
“The EDMC has over 30
acres of land in Shahdara.
While the lake will be devel-
oped on 10 acres; the remain-
ing area will be green cover
with a playground for children.
Once completed, the lake will
become a recreational centre
with provisions of boating,
amphitheatre and other activ-
ities,” said Yogendra Singh
Mann, Director (Press

lake will be surrounded by a
moat, where water will
be treated through Phytorid
technology.
“The amphitheatre can be
used for holding cultural
events while a banquet hall is
also proposed at the site. The
commercial utilisation of the
project will generate addi-

rounded by a non-motorised
track leading up to the Metro

Students who didn’t get a
chance to study a particular
language in school but wish to
pursue it in college have now
found a golden opportunity in
the University of Delhi. In this
year’s admission guidelines
issued by the college, if a student
has not studied a particular lan-
guage in school, can still apply
for an Honours degree in it after
bearing a disadvantage of five
per cent in the ‘best of four’
average. This way the student
would at least be eligible for the
course if one meets the cut-off.
According to university
officials, this guideline has
come in lieu of the increasing
number of such applicants in
the past. “We noticed in the
past few years that a lot of stu-
dents were not able to pursue
an Honours degree in a lan-
guage they hadn’t studied.
This was not fair on them as
a lot of people don’t end up
pursuing a language because
the school they are studying in
doesn’t offer it. That doesn’t
mean the student is barred
from that course,” said officials
at the Dean of Student’s
Welfare office.
Nonetheless, this rule is
not applicable for Hindi and
English. The guidelines issued
by the university read, “In
case, a candidate has not
studied the language at qual-
ifying exam and is seeking
admission in Honours in that
language, a disadvantage of
five per cent in ‘Best of Four’
percentage may be given to
the aspirant. However, for
admission to Honours in
English and Hindi, the can-
didate must have studied the
respective language and has to
be included for calculation of
Best of Four percentage.”
However, some relief has
been provided by the univer-
sity in this aspect as well.
Earlier, only if a student had
done the elective or core lan-
guage in Class XII was one
eligible to apply to the lan-
guage. But now, even if the
student has studied function-
al language, can apply but on
a slight disadvantage. Officials
added, “While students who
have studied the core lan-
guage will be given no advan-
tage or disadvantage, stu-
dents who have studied elec-
tive language will get a two
per cent advantage and stu-
dents who have studied func-
tional language will get a two
per cent disadvantage. This
will place all of them on the
same level and not deny any-
one admission.”

In a bid to discourage manu-
al system of application for
admissions in Delhi University,
the administration has
increased the price of applica-
tion forms by C50. The online
application forms will, howev-
er, be available for C100. Earlier,
the forms were available at
university centres at the same
price but the latest move aims

tion system among students.
The offline forms will now cost
C150 for general/OBC and C70
for SC/ST students.
Sources in the university
said a lot of unnecessary
expenditure is incurred by the
university through the offline
method which is why they

resource, paper and time being
spent on this process. Eventually
everything has to be collated
and put online. So instead of

The Delhi High Court on
Tuesday asked a top Delhi
Government official to appear
before it over non-implemen-
tation of its order on issuance
of a circular to 15 schools to
keep aside at least two nursery
seats each in the present acad-
emic session for children with
special needs.
Seeking the presence of
the Principal Secretary of
Education, a bench of justices
S Ravindra Bhat and Vibhu
Bakhru also issued notice to the
Delhi Government for its
response on a contempt plea
alleging “willful and deliberate
omission” on its part for not
complying with the court’s
May 7 order.
The bench also brushed
aside the Government’s con-
tention that guidelines cannot
be modified during the admis-
sion process, saying it had
ordered only what has been
mandated under the Persons
with Disability Act.

Amid concerns over Delhi
being categorised as the
most polluted city in the world
by World Health Organisation
(WHO), Lieutenant-Governor
Najeeb Jung has constituted a
high-powered committee head-
ed by Chief Secretary SK
Srivastava to look into the
increasing pollution in river
Yamuna and vehicular pollu-
tion in the city.
The high-powered com-
mittee will specifically look
into two aspects — pollution
caused by growing number of
vehicles on the roads of Delhi
and pollution levels in Yamuna
because of outpouring of indus-
trial and sewer waste in the
river. The committee will exam-
ine all aspects of pollution, its
cause, its levels, and suggest
both long term and short term
measures to be adopted to
tackle the issue of pollution.
At a statement issued by
the L-G office, Jung said, “We
cannot allow for pollution to
grow unchecked. It is our
moral responsibility to pro-
vide a healthy environment to
our citizens.”
The high-powered com-
mittee will be chaired by the
Chief Secretary and will have
Special CP (Traffic), Delhi
Police; Secretary
(Environment); Commissioner
(Transport) and Additional
Secretary (Delhi Pollution
Control Committee (DPCC))
as its members. The commit-
tee has been empowered to co-
opt members, both from the
Government and the private
sector, including NGOs. The
Lieutenant-Governor has
directed the High-Powered
Committee to submit its report
to him within the next four
weeks, so that suitable action
can be initiated on its basis.
L-G had recently convened
a meeting with the Chief
Secretary and all senior officers
of the Delhi Government,
where he had expressed con-
cerns over the growing levels of
pollution in Delhi. At the meet-
ing, Jung had directed the
DPCC to ensure closure of pol-
luting units and had instruct-
ed the concerned
Commissioners to demonstrate
compliance with DPCC orders.

environmentalists expressed
their surprise saying that the
city has already a panel
appointed by the Supreme

Q Top officials said that there is acute shortage of teaching staff
of various faculties in DTU. According to the AICTE norms, a
total 177 posts are lying vacant in DTU and it has resulted in
paucity for the teaching staff. As per AICTE norms, total 547
posts were worked out for different faculties. Of these 84 posts
were of the professors, 167 post of associate professors and 296
of assistant professors. Prior to 2009, total 262 academic posts
were sanctioned for the DCE by the city Government. Out of
these, 37 posts were for the professor level, 80 for the associate
professors and 145 for the assistant professors. DTU needs 30
professors, 56 associate professors and 91 assistant
professors. Officials say that total strength of BTech and MTech
students stands at 1628 and 608 respectively. As per the norms
the student teacher ratio should be 1:15. But due to shortage of
faculty, the ratio is much higher. It may be noted that the author-
ities of DTU have sent a proposal to the Government long time
back but nothing has happened.

The Sahebganj SP on
Tuesday earned the wrath
of the State’s DGP Rajiv Kumar
after it was pointed out by the
Regional Passport Officer
(RPO) how police were
indulging in shoddy verifica-
tion of the persons for getting
Bangladeshi passports.
The DGP was interacting
with the district police head-
quarters across the State along
with Regional Passport Officer
Sanatan and other senior police
officials taking grievances from
the people on the issues of issu-
ing passports and character
certificates for getting jobs
under ‘DGP Apke Dwar’ pro-
gramme.
Raising serious questions
over passport verification
process in the State, Sanatan,
during the programme, point-
ed out that he had issued eight
Bangladeshi passports after
getting the verification report
regarding their address and
character from the Sahebganj
SP. But later, when the police
reached to the said addresses
for spot verification, found the
address to be fake. Reacting
swiftly, the RPO was informed
by the SP regarding the mistake
requesting to cancel those
passports.
“The passports were can-
celled after getting a request
from the office of Sahebganj
SP,” Sanatan said.
“We act on the correspon-
dence with the concerned SP
and had issued the passport
after getting a clearance from
him some three months back,
but the moment we got a fresh
correspondence from
Sahebganj SP, we cancelled
their passports,” pointed out
Sanatan. Those who were
issued passports on fake
addresses, according to official
records are said to be self-
employed and are still beyond
the reach of the police.
Taking a serious view of the
lapse, the DGP immediately
ordered an inquiry and sought
an explanation from the
Sahebganj SP as to how it hap-
pened. The DGP later told
The Pioneer that he was not
imputing any motive for issu-
ing fake passports but will take
action against the police official
found guilty of committing
such a serious offence.
“The police need to go
deep into the matter and
should find out on which level
the mistake was committed.
Also, the passport officer
should have informed us
immediately when the goof
up happened,” he added.
Meanwhile, the DGP, while
hearing another grievance from
a person in Bagodar, asked the
Giridih SP to file a report
within 24 hours. The Bagodar
resident’s complaint was that
the police issued a negative ver-
ification report to the passport
authorities when he gave the
police official only Rs 400.
The DGP reviewed the
applications pending for address
and character verification
required for getting a job and
directed the concerned SPs to
expedite the process. “Issues
mostly related to passport ver-
ification and negative reports
were raised by the applicants
which I tried to sort out on the
spot,” the DGP added.
Under the programme, the
DGP interacts with people and
superintendents of police in 24
districts through video-con-
ference. Any person who has
been harassed by police for
character certificate or passport
verification can lodge a com-
plaint with the DGP.

Afour-year old boy, who had
disappeared mysteriously
from the premises of Lady
Hardinge Hospital, has been
rescued by the Special cell on
Tuesday evening. The child
had come to the hospital along
with his mother and police
suspect that he was lured by a
woman, as his mother forgot to
keep an eye on him. The child
was rescued from Jhandewalan
area from a woman, identified
as Sunita (34), who is into child
trafficking. Her interrogation
later revealed that she was
about to strike a deal with a
prospective buyer for the child.
According to police
sources, the incident was
reported around 10:30 am. The
police officials had searched the
hospital thoroughly but the
child, identified as Anshul,
could not be found. CCTV
footages at the hospital revealed
that the child has been kid-
napped and a case was regis-
tered at Mandir Marg police
station. In the CCTV footage
Anshul was seen following a
woman near the OPD block.
The information was also
shared with other divisions of
the Delhi Police and a team of
Special Cell which was already
working on cases regarding
child trafficking traced the
child. Sources revealed that
Sunita’s associate Anita, whom
she was supposed to sell the
child, was earlier arrested in a
robbery case and was on earli-
er occasions involved in kid-

Commission of India on
Tuesday ordered re-poll in
eight polling stations in four
Assembly segments of the
constituency on May 15.
Chief Electoral Officer,
Haryana Shrikant Walgad,
said polling stations, where
re-poll has been scheduled on
May 15 are in the Mewat area
of the Gurgaon Parliamentary
constituency.
In a letter to Chief
Election Commissioner VS
Sampath, Yadav had men-
tioned that a village in Mewat,
which reported a high
turnout, didn't have a pro-
portionate number of people
with their finger inked and
villagers admitting to a pre-
poll “consensus” on who they
would vote for.
On the basis of a scientif-
ic analysis of the polling sta-
tion-wise turnout data, he
had submitted to the CEC,
added that there was a clus-
ter of booths that recorded
abnormally high turnout,
upwards of 90 per cent or
even 95 per cent, that these
were concentrated in the areas
where we had complained
about rigging and that the dis-
persion of turnout did not fol-
low normal statistical pat-
tern in the three segments
(Nuh, Firozpur-Zhirka
and Punhana) of the con-
stituency.
Yadav had demanded for
a re-poll in 110 booths across
the constituency. He had also
given details of the nature of
irregularities in 110 polling
stations and provided audio-
visual evidence to back up
their claims.

even the staunchest Congress
supporter in the State sees him
winning again and becoming

“The exit polls have writ-
ten Hooda’s political obituary.
The situation on the ground
reflects what the exit polls
showed. No amount of jug-
glery could save him from the
impending doom in the
Assembly polls later this year,”
a senior BJP leader said.
The exit polls have given
only 0-2 seats out of 10 to
Congress in Haryana. Many
in the State speculate that the
lone seat which the Congress
could perhaps win is Rohtak,
the stronghold of Hooda from
where his son Deepinder
Hooda is contesting.
Though BJP has always
been a marginal player in
the State and banked on
alliances for electoral suc-
cess, the Modi wave seems to
have worked in its favour. If
the exit polls come true, the
saffron party would, for the
first time, emerge as a domi-
nating political force in

Congress or the Indian
National Lok Dal, there is no
strong BJP leader in Haryana
nor is the organisation present
in the rural areas. Party lead-
ers attribute the success to the
“Modi factor” and the desire
of change due to double anti-

Chautalas, BJP formed a non-
Jat platform in Haryana as it

The two parties are in
alliance for the Assembly polls

cessfully negate the challenge

assent to the Whistleblowers
Protection Act. The
Whistleblowers Protection Act,
2011 provides a mechanism for
protecting the identity of
whistleblowers — a term given
to people who expose corrup-
tion.
The Act also provides for
a system to encourage people
to disclose information about
corruption or the wilful misuse
of power by public servants,
including ministers.
As per the law, a person
can make a public interest
disclosure on corruption
before a competent authority -
- which is at present the
Central Vigilance Commission
(CVC). The Government, by
notification, can appoint any
other body also for receiving
such complaints about cor-
ruption, the Act says.
The Act lays down pun-
ishment of up to two years in

Government's decision to replace
him in the 2G case with RF Nariman.
With his resignation, Nariman was
brought in as Solicitor-General on
July 23, 2011. But even he did not
complete his tenure as he put in his
papers on February 4, 2013 follow-
ing differences with the then Law
Minister Ashwini Kumar.
Official sources said that the
collegium further had recommend-
ed two other names for appointment
as judges of the top court. They are
Justice Adarsh Kumar Goel, Chief
Justice of Orissa High Court and
Justice Arun Mishra, Chief Justice of
Calcutta High Court.
The four names will require for-
mal approval by the Government and
a warrant of appointment issued by
the President. The names of
Subramaniam and Nariman had been
doing the rounds for elevation as
judges for quite some time. But this
is the first time two members of the
bar have been together selected for
appointment to the highest court. In
the past, members of the Bar have
been elevated as judges of the High
Courts. But it is rare that lawyers
have been elevated as SC judges.
There is only one precedent in
the past when the SC collegium had
decided in 1999 to elevate practicing
lawyer N Santosh Hegde as judge of
the apex court. Incidentally, Justice
Hegde had also served as a Solicitor-
General prior to his appointment.
The collegium comprising CJI
and four senior-most judges of the SC
had taken an urgent decision to rec-
ommend the four names as
consensus had built around clearing
the backlog of vacancies in the SC.
Three SC judges retired at the start
of the summer break last week pre-
ceded by the retirement of
former CJI P Sathasivam and Justice
Gyan Sudha Mishra in the last week
of April.
The actual strength of judges in
SC is 31. If the four names come
through, the working strength of
judges in SC will increase to 29. With
the reopening of court in July, this
number is expected to come down to
27 as two more judges will be end-
ing their tenure in the top court.

Afew days ahead of demit-
ting office and retiring
from active politics, Prime
Minister Manmohan Singh on
Tuesday met his office staff to
say goodbye to them and thank
them for their assistance.
The 81-year-old PM
exchanged pleasantries with
his 110 personal staff members
and about 400 other peripher-
al staff members in South
Block. He expressed his grati-
tude towards them and the staff
members returned the
accolades by cheering him, the
sources said.
Singh, who became the
Prime Minister in 2004 and
retained the post in 2009, met
the staff before holding Cabinet
meeting this evening. He will
hold his last Cabinet meeting
on Saturday, a day after the
counting of votes.
After that, he will go to
meet President Pranab
Mukherjee. Singh had in
January stated that he will
hand the baton over to a new
Prime Minister after the elec-
tion results. After returning
from his meeting with the
President, Singh will address
the nation, the sources said.
On the same day, Singh
will host high tea for the mem-
bers of his Council of Ministers
after which the President will
host a dinner for all of them.

India is becoming a dumping
ground for the hazardous
Cathode Ray Tube (CRT), pop-
ularly called picture tubes. They
were earlier used in computer
monitors and erstwhile televi-
sion sets. In the age of LEDs and
LCDs, these obsolete CRTs pre-
sent an alarming trend as its
glass is being recycled for mak-
ing bangles, marbles, bottles
and other day to day items. This
has been observed in a recent
study conducted by Toxic Link,
(NGO working on the hazards
of e-waste). The CRTs have
been found to contain high
percentage of lead and other
heavy metals which are major
health and environmental
threats to the country today.
The study points out that
due to high presence of lead,
the CRT monitors have been
declared “hazardous” and sub-
sequently “banned” from land-
fills and incinerators in most
developed countries. Due to a
shift in technology, most coun-
tries including those in Asia,
have shifted to new projection
systems (LCD, Plasma), there-
by creating a huge pile of this
hazardous waste.
In an important find, the
study says that though CRT
markets are dwindling, the
import of this component con-
tinuesinIndia.Accordingtothe
information corroborated from
the Ministry of Commerce,
about 64 lakh and 58 lakh CRTs
were imported in the year 2010-
11 and 2011-12, respectively,
eventhoughthequantitiescame
down in 2012-13 (47 lakh).
The study traced that cath-
ode ray tubes are being shipped
to India primarily from China,
Malaysia and Indonesia.
Surprisingly, the quantities saw
a sudden jump between 2009
and 2011 even though this was
the time when the CRT market
wasslowingdown.Interestingly,
this was also the phase when
mostof thedevelopedcountries
phased out this technology.
Such dumped CRTs are
posing a chief concern in elec-
tronic waste recycling due to
theirvolume,recyclingcosts,tox-
icity, disposal restrictions in
some developed countries, and
theirtrans-boundarymovement
of the same into poor develop-
ing countries.
Due to heavy metal content
like lead, strontium and phos-
phor, present in specially the
glass of CRTs, it is considered
to be extremely hazardous.
Lead affects a variety of body
processes and is toxic to many
organs and tissues including the
heart, bones, intestines, kidneys,
and reproductive and nervous
systems. It also affects devel-
opment of the nervous system
and is therefore particularly
toxic to children, causing
permanent learning and
behavior disorders.

Usmani was saved the embarrass-
ment of appearing in the Allahabad
High Court after the Supreme Court
on Tuesday dispensed his personal
presence in a case where he failed to
produce original service records of an
officer under him. Usmani had to
appear in the HC on Thursday.
Usmani, whose name is doing the
rounds as a possible contender for the
Cabinet Secretary post in the event of
the NDA Government coming to
power, approached the apex court
through advocate CD Singh, seeking
stay of the HC order passed on May
12. He sought urgent intervention of
the Court to stay his personal presence
before HC and seek additional time
for production of records pertaining
to one Arun Kumar Mishra, current-
ly the Chief Engineer of UP State
Industrial Development Corporation,
as sought by the High Court.
The Vacation bench of Justices BS

relief to Chief Secretary, but remained
adamant on production of records
before the HC for which it gave an
additional five days time.
The HC had sought details of
Mishra’s meteoric rise from Assistant
Engineer to Executive Engineer to his

heading the Architecture and Town
Planning Division in UPSIDC. In a
petition pending before Allahabad
HC, it was alleged that Mishra did not
have a valid B Tech degree. Even the
enrolment number on his High School
Pass Certificate was that of one Arugya
Kumar Mishra. In fact, records pro-
duced by the petitioner indicated no
student by the name Arun Kumar
Mishra studied in the school men-
tioned in the degree. Moreover, the date
of issue of the degree relates to the year
when Mishra was only 12 years.
When the HC called for his orig-
inal degrees and mark sheets, Mishra
informed the HC that he lost them
and was in the process of obtaining
a duplicate copy. The HC then sought
his service records to know his qual-
ifications and track record in order
to ascertain his promotion that came
in quick succession.
Despite several opportunities,
the State Government failed to pro-
duce the files. An affidavit filed by
Principal Secretary, Industrial
Development had informed the HC
that the files were “yet to be traced”
due to inter-department transfer of
files between Industrial Development
and Mining departments.
Tired of repeated reminders, the
HC on May 12 directed the removal of
Principal Secretary, Industrial
Development and directed Chief
Secretary to be present in Court as also
initiate departmental proceedings
against the Principal Secretary.
Mishra is currently facing probe
from CBI and Enforcement
Directorate for possessing dispro-
portionate assets, money laundering
and fake bank accounts.
To track the files required by HC,
State Government even wrote to CBI
to ascertain if they were seized by the
investigating agency. On April 21,
2011 an order of suspension was
passed against him followed by depart-
ment proceedings, the status of which
was also sought by the HC.

The Supreme Court on Tuesday
turned down a last ditch effort by
the Defence Ministry for getting the
stay vacated on the scrapping of
India’s first warship INS Vikrant.
“There is a real urgency,” cited
Centre’s counsel R Balasubramaniam
as he pressed for vacating the order of
“status quo” directed by a Supreme
Court bench on May 5.
The Government informed the
Vacation Bench that May 16 was the
date for execution of the sale order for
which auctioning was over and a sum
of over C60 crore had been paid to a
private company that agreed to reduce
the mighty warship to scrap. But with
the SC order coming its way, the
process had been stalled.
The bench of Justices BS
Chauhan and AK Sikri declined to
intervene. “We are not going to
modify this Court’s order.”
The Court directed the Ministry
to persuade the other bench which
directed status quo and convince it
to lift the stay once the Court
reopened in July.

after Defence Ministry’s decision to
dismantle the iconic aircraft carri-
er inducted into the naval fleet in
1957. Activists who demanded the
warship to be preserved as a mar-
itime museum, had opposed to any
move to bring down the ship and
demanded that the ship should be
handed over to any other port trust
for better maintenance.
The demand did not find favour
with the Mumbai High Court which
in January dismissed a petition filed
by one Kiran Paigankar and allowed
the Government to go-ahead with its
plans to scrap the ship. But on May
5, the SC entertained the appeal by
Paigankar and issued notice to
Defence Ministry on their demand
to preserve the ship built by England
and that played a vital role in the
World War II.
The Defence Ministry is under-
stood to have filed its response to the
petition. According to the Centre,
the ship was unsafe and was not
viable to be preserved as a museum.
It was for this reason it was decom-
missioned in 1997. Even the HC had
accepted the contention of the
Centre that the ship’s hull, almost 70
years old, was unfit to be preserved
and hence required dismantling.
The auction finally led to a con-
tract given to a Mumbai-based ship
breaking company a month ago which
was required to steer the ship off
Mumbai coast by May 16.

The CBI on Tuesday asked the State
investigative agencies in West
Bengal, Odisha and North-east to
hand over all the relevant documents
related to the inter-State Saradha chit
fund scam probe to it.

New Delhi: The CBI on Tuesday
issued guidelines to strengthen the
internal mechanism for pursuing
cases against senior public servants
earlier covered under Section 6 A of
the Delhi Special Police
Establishment Act that was recently
struck down by the Supreme Court.
CBI Director Ranjit Sinha held a
meeting with senior officials to
strengthen the internal set up so
that probe against senior officials is
carried out in most diligent, judi-
cious and professional manner to

Expressing concern over the
growing frauds in the cor-
porate sector, Comptroller and
Auditor General (CAG) Shashi
Kant Sharma said “these inci-
dents are undeniable reality in
our economy; there should be
constant vigil against fraud-
sters”. Addressing a
seminar here, Sharma
said the recent
Supreme Court ver-
dict was landmark one
and has removed, once
for all, the doubts on
the constitutional
mandate to audit pri-
vate firms by the CAG
so far as it relates to
revenue sharing with
the Government.
“Corporate fraud would
remain an undeniable reality of
oureconomy,especiallyasfinan-
cial growth picks up pace and
provides more avenues for both
entrepreneurs and fraudsters.
Fundamentally, both business-
men and fraudsters are tempted
totheiractsforthesamereason:
to make money. While honest
businessman would try to make
money through entrepreneurial
ways, the fraudster would try to
makemoneythroughdishonest
criminal acts. While we need to
applaud and support the honest
entrepreneur, it is also equally
important for us to be on con-
stant vigil against
fraudsters. Fraud
should be distin-
guishedfromerror.
Thedistinguishing
factor between
fraud and error is
whether the
underlying action
is intentional or
unintentional.
“However, in
the present economic scenario,
where government has gradu-
ally withdrawn from several
economic activities and hand-
ing over those responsibilities
to private sector, the very con-
cept of corporate fraud, has to
be expanded to understand
what we are dealing with. And
why is it so crucial for us to be
awake to the complex realities
of corporate fraud, be it by a
devious individual or by com-
panies that aim to manipulate
our regulatory frameworks
and market dynamics,” said
Sharma.
CAG said the audits on
2G, Coal Block allocation,
irregularities in Delhi Airpot,
KG Basin reveled a pattern of
“private players trying to dis-
tort competition, upset free
market fairness, and, cause
loss to both public exchequer
and competitors.”
“I urge the captains of
industry to appreciate the
fact that Indian economy has
to grow into a mature market
economy, which would pre-
sent opportunities to max-
imise your profits and help
you expand across the globe
with confidence and credi-
bility. I am certain that you
wouldn’t want to be known as
lynchpins of a crony capital-
ist economy,” said Sharma.

The party has also decided to defend outgoing Prime Minister Manmohan Singh to the hilt in case of a “poor” show and create a firewall to shield party vice-president Rahul Gandhi from criticism for the likely electoral setback. “Senior party leaders were of the opinion that though the Congress ruled two terms suc- cessfully with alliance part- ners, but still the party should think of going alone in future. Addressing the mediapersons, the SSP Sachi Ghildiyal said local SP leader Kapil Yadav was killed as he was allegedly involved in a murder a year ago and a property dispute with some locals. The arrested are identified as Devyansh Yadav, Sachin Yadav, Rohit Yadav and Prince. Kapil was shot dead at Nandini petrol pump 24 near Lal Kuan on National Highway on May 6 morning. The police found that Devyansh Yadav, son of a police constable was the mastermind behind the murder. Sachin, a local resident, gave his Tata Vista car and Rohit Yadav provided a .9 mm pistol to him. Devyansh and Prince shot Kapil dead when he was changing his car at the petrol pump. Devyansh took a pistol that Kapil had on him along with C6 lakh kept in a handbag. After ensuring Kapil was dead, the attackers escaped in the Tata Vista car. The murder led to much hue and cry since Kapil was said to be close to Uttar Pradesh Chief Minister Akhilesh Yadav, who directed the state police to arrest the criminals at the earliest. This way the student would at least be eligible for the course if one meets the cut-off. According to university officials, this guideline has come in lieu of the increasing number of such applicants in the past. “We noticed in the past few years that a lot of stu- dents were not able to pursue an Honours degree in a lan- guage they hadn’t studied. This was not fair on them as a lot of people don’t end up pursuing a language because the school they are studying in doesn’t offer it. That doesn’t mean the student is barred from that course,” said officials at the Dean of Student’s Welfare office. Nonetheless, this rule is not applicable for Hindi and English. The guidelines issued by the university read, “In case, a candidate has not studied the language at qual- ifying exam and is seeking admission in Honours in that language, a disadvantage of five per cent in ‘Best of Four’ percentage may be given to the aspirant. They were earlier used in computer monitors and erstwhile televi- sion sets. In the age of LEDs and LCDs, these obsolete CRTs pre- sent an alarming trend as its glass is being recycled for mak- ing bangles, marbles, bottles and other day to day items. This has been observed in a recent study conducted by Toxic Link, (NGO working on the hazards of e-waste). The CRTs have been found to contain high percentage of lead and other heavy metals which are major health and environmental threats to the country today. The study points out that due to high presence of lead, the CRT monitors have been declared “hazardous” and sub- sequently “banned” from land- fills and incinerators in most developed countries. Due to a shift in technology, most coun- tries including those in Asia, have shifted to new projection systems (LCD, Plasma), there- by creating a huge pile of this hazardous waste. In an important find, the study says that though CRT markets are dwindling, the import of this component con- tinuesinIndia.Accordingtothe information corroborated from the Ministry of Commerce, about 64 lakh and 58 lakh CRTs were imported in the year 2010- 11 and 2011-12, respectively, eventhoughthequantitiescame down in 2012-13 (47 lakh). The study traced that cath- ode ray tubes are being shipped to India primarily from China, Malaysia and Indonesia. Surprisingly, the quantities saw a sudden jump between 2009 and 2011 even though this was the time when the CRT market wasslowingdown.Interestingly, this was also the phase when mostof thedevelopedcountries phased out this technology. Such dumped CRTs are posing a chief concern in elec- tronic waste recycling due to theirvolume,recyclingcosts,tox- icity, disposal restrictions in some developed countries, and theirtrans-boundarymovement of the same into poor develop- ing countries. Even the enrolment number on his High School Pass Certificate was that of one Arugya Kumar Mishra. In fact, records pro- duced by the petitioner indicated no student by the name Arun Kumar Mishra studied in the school men- tioned in the degree. Moreover, the date of issue of the degree relates to the year when Mishra was only 12 years. When the HC called for his orig- inal degrees and mark sheets, Mishra informed the HC that he lost them and was in the process of obtaining a duplicate copy. The HC then sought his service records to know his qual- ifications and track record in order to ascertain his promotion that came in quick succession. The Government informed the Vacation Bench that May 16 was the date for execution of the sale order for which auctioning was over and a sum of over C60 crore had been paid to a private company that agreed to reduce the mighty warship to scrap. But with the SC order coming its way, the process had been stalled. The bench of Justices BS Chauhan and AK Sikri declined to intervene. “We are not going to modify this Court’s order.” The Court directed the Ministry to persuade the other bench which directed status quo and convince it to lift the stay once the Court reopened in July. INS Vikrant had been in news after Defence Ministry’s decision to dismantle the iconic aircraft carri- er inducted into the naval fleet in 1957. Activists who demanded the warship to be preserved as a mar- itime museum, had opposed to any move to bring down the ship and demanded that the ship should be handed over to any other port trust for better maintenance. The demand did not find favour with the Mumbai High Court which in January dismissed a petition filed by one Kiran Paigankar and allowed the Government to go-ahead with its plans to scrap the ship. But on May 5, the SC entertained the appeal by Paigankar and issued notice to Defence Ministry on their demand to preserve the ship built by England and that played a vital role in the World War II. The Defence Ministry is under- stood to have filed its response to the petition. According to the Centre, the ship was unsafe and was not viable to be preserved as a museum. It was for this reason it was decom- missioned in 1997.
