POTENTIALS, POLICIES AND PRACTICES

ABSTRACT â
India is a 7th largest country of the world and 2nd most populace country having 29 state and 8
union territory. Daman and Diu and Dadra and Nagar Haveli merged as a one UT on 26th January
2020. DD&DNH are three district of this UT whose capital is Daman. DD&DNH are situated
between Maharashtra and Gujarat (liquor free state) and having a versatile tourist attractions which
attracts all profile of tourist that can be ranges from cultural, religious, youth and scenic beauty
lover. Objective of this study is to promote tourism and to develop it as an international tourist
destination; to explore the potential of prime tourist spots in the union territories; to discuss the
policies and initiative taken by government in developing it as a famous tourist destination; and to
highlight the practices, that needs to be followed in exploring as a famous tourist spot. To achieve
these objectives, it was found that government initiatives can play a pivotal role by providing
financial support to the investor; road, rail and air route smooth connectivity; skilled manpower;
and safety and security of the tourist is most important criteria. Beach tourism can also be promoted
and government can play an important role in it. Eco tourism in Diu should be given a special
attention, with an objective of integrating it with the possibilities of nature tourism trails in Wildlife
sanctuary and religious tourism circuit. Adequate tourism infrastructure is required to develop Diu
as an attractive âEvent Destinationâ targeting the niche tourism segment. The administration aim
to boost the investment in the sector to increase the footfall steadily promotions, concessions and
subsidies to hotels, training institutes, and other businesses in the tourism industry and to develop
DD&DNH like Goa.

2. 1. INTRODUCTION:
A Union territory is a kind of administrative division of India. In contrast to the conditions of India,
which have their own administrations, union territory are bureaucratic regions administered
straight forwardly by the Central government of India. In 1949, when the Constitution of India
was framed, there was just a single Part D state: Andaman and Nicobar Island. Three more, the
Delhi, Chandigarh and Lakshadweep were framed by isolating every region from previous states.
Another two (Dadra and Nagar Haveli and Daman and Diu) and (Puducherry) were shaped from
acquired regions that in the past had a place with colonial powers (Portuguese India and French
India). The Parliament of India can pass a law to change the constitution and furnish a legislature
with select Members and a Chief Minister for a union territory, as it has accomplished for Delhi
and Puducherry. As a rule, the President of India names a chairman or lieutenant governor for
every UT.
Delhi, Puducherry and Jammu and Kashmir have a different legislature with a selected executive
council of ministers and partially work as a state than DD&DNH, Chandigarh and Lakshadweep.
Delhi is also known as National Capital territory of Delhi (NCT) and later on it is surrounded by
a bigger boundary known as National Capital Region (NCR). In August 2019, the Parliament of
India passed Jammu and Kashmir Reorganization Act, 2019. The demonstration contains
arrangements to reconstitute the territory of Jammu and Kashmir into two association domains,
one to be eponymously called Jammu and Kashmir, and the other Ladakh on 31st October 2019.
In November 2019, the Government of India announced legislation to merge the union territories
of Daman and Diu and Dadra and Nagar Haveli into a solitary association region to be known as
Dadra and Nagar Haveli and Daman and Diu (DD&DNH).
1.1 Physical Geography â
Daman the main administrative city of DD&DNH is situated 200 kms away from Mumbai and
surrounded by Valsad district of Gujarat from North, South and East and Arabian Sea from the
West. Ganga the holy river originating from Nasik divides Daman into two parts: Moti Daman and
Nani Daman. As per 2011 Census, Daman has a population of 191,173 having a density of 2700
Km2 with a drastic increase of 69.256% from the last 2001 Census. The District of Daman is
arranged on the western shoreline of India between the latitudinal 20.397373 and longitude
72.832802 and on a DMS latitude 20° 23' 50.5428'' N and DMS longitudinal 72° 49' 58.0872'' E

Diu District is an island on southern segment of Gujarat Peninsula. As per Wikipedia report, it is
10th least populated city of India joined together with Una District of Gujarat by two extensions
over an Ocean stream. The District of Diu is located between the latitude 20° 42' North and
longitude 71° 01' E. Its length from north and south, measures 4.6 Km and width from east to west
estimates 13.8 Km. The height is 6 meters above the sea level. The geography is commonly plain,

Dadra and Nagar Haveli contains two separate geographical units. Dadra and Nagar Haveli is in
the undulating watershed of the Damanganga River, which courses through Nagar Haveli and later
structures the short southern fringe of Dadra. The Western Ghats go ascends toward the east, and
the lower regions of the range possess the eastern part of the district between 20°0Ⲡand 20°25ⲠN

1.2 Fairs and Festivals -
Major festivals of Hindu, Muslims and Christians are celebrated like Holi, Dusshera, Diwali,
Christmas, New Year and Eid. Apart from these festivals, another festivals like - Garba which is
celebrated for 9 days at a stretch. During Garba festival people dressed up in bright and colourful
clothes and accessories and danced (Garba) in front of goddess Amba statue or photograph. People
from different culture, communities, cast and creed assemble together. It is celebrated during the
month of October and November every year. Nariyal Purnima is celebrated as the festival in
which the fisher folk flock to the sea shore and offer coconuts to the god and water and wind and
seek their blessings. It is one of the most significant festival of Daman and Diu of the West Zone
cultural centre. It is celebrated in the beginning of fishing seasons till the end of monsoon season.
Folk Dance Festival is inspired by Portuguese dominance for four hundred years, therefore they
left mark on their culture and customs where east and west amalgamate to give new form of
tradition. Various folk dances like Mando dance, Verdigao and Vira dance are the main attractions
4. which makes the environment lively and energetic. Gangaji Fair is an annual fair of Daman and
Diu and considered as a festival of Lord Shiva where people from different state and community
meet near a tank, after the completion of rituals they take a holy dip in the tanks which makes them
colourful and attractive. This fair attracts thousands of tourists all over the world to witness the
remarkable celebration. Tarpa is the most well-known and vivid people move among the Varli,
Kokna and Koli clans, and is best observed in Silvassa. It includes the men and the ladies, and is
performed around evening time celebrated during the month of September. The Varlis and Koknas
observe Diwali as Barash and don't eat home developed beans till at that point. Akha Tij is an all-
ladies celebration of the Kokna clan. Divaso and Baleo (Raksha Bandhan) are well known among

1.3 Cuisine â
The nearby cuisine of capital city Silvassa and all over Dadra and Nagar Haveli utilizes a
fascinating assortment of heartbeats and vegetables, including wild mushrooms and bamboo
shoots. Rotis are produced using different flours like rice, nagli (raagi) and jowar. Silvassa.
Ubadiyu, a blend of vegetables and beans cooked with unique herbs in an earthen pot, is the nearby

2. OBJECTIVES:
To develop DD&DNH as a famous tourist attractions and to explore its unexplored tourist
destination following objectives needs to focus on -
1. To promote tourism and to develop it as an international tourist destination;
2. To explore the potential of DD&DNH as a prime tourist spots in the union territories;
3. To discuss the policies and initiative taken by government in developing DD&DNH as a
famous tourist destination;
4. To highlight the practices, that needs to be followed in exploring DD&DNH as a famous
tourist spot.
5. 3. REVIEW OF LITERATURE:
As per Yadav et al. 2018, in the chapter titled âGeopolitical and Community vulnerability: A case
of Diu Islandâ it is stated that to develop any UT it is necessary to understand their geo- political
conflicting situation, the impact of areas falling under Coastal Regulation Zone (CRZ) and to
reduce human and economic loss, identification of their issues and to formulate strategies. As per
Cardoso et al. 2018, in the paper titled âDiu and the Diuese: Indian Ocean, Heritage, and Cultural
Landscapeâ investigates a specific component of the social and strict existence of comparative
legacy Hindu-Gujarati people group (a class that subsumes the Diuese component) in Mozambique
and Portugal, in particular the act of Kathiyawadi bhajans. .As per Ghosh et al., 2018, in a paper
titled âAquatic beetle fauna of Dadra & Nagar Haveli, Daman & Diu, India with a taxonomic notes
on Eretes griseus (Fabricius, 1781) of national collections in zoological survey of Indiaâ stated
that DD&DNH has a potential to develop as a medical and fauna tourist site of about to extinct
species. Many aquatic animals are getting extinct in DD&DNH as per the report of National
Zoological collection: Zoological survey of India which may result in imbalance of ecosystem. It
was also suggested that continuous monitoring of existing aquatic animals and plants will really
enhance the habitat of water bodiesâ indicator fauna. As per Chandra et al. 2017, in a paper titled
âDiversity of Hemiptera fauna of Daman and Diu, Indiaâ explored 11 families of Hemiptera during
the study of 50 species in Daman and Diu from Fudam Bird Sanctuary and 5 new species of flora
and fauna from Dadra and Nagar Haveli which suggests that DD&DNH can also be developed as
a tourist destination for flora and fauna lover and further more exploratory research can be done.
As per the âSpeech of honâble administrator in the national development council meeting held at
Vigyan bhawanâ 2012, stated that DD&DNH has huge potential to develop into a famous tourist
destination but for the same, there is a requirement of improving infrastructure which could sustain
the industrial development. Connectivity with other parts of the world is one of the major
disadvantage, to develop DD&DNH into an international tourist destination in terms of eco-
tourism and adventure tourism. As per Kelkar in a book chapter seven âEcotourism and green
productivity in Indiaâ it is found that DD&DNH is dedicated towards the promotion of eco-tourism
as it has a potential to become good eco-tourist site. Simultaneously emphasis is also given to
beach ecosystem and retain aquatic ecosystem and preserving flora and fauna in DD&DNH.
Although DD&DNH is surrounded by forest but by keeping its surrounding conservation in mind
government has moved one step forward in constructing essentials for conservation of eco-tourism.
6. To provide the safe and comfortable staying facility, government has developed a number of
resorts. Stakeholders have also taken initiative to come forward to develop DD&DNH coastal
areas into a beautiful lush and green landscape which should remain in the memory forever.
4. RESEARCH METHODOLOGY:
Daman and Diu and Dadra and Nagar Haveli (DD&DNH) became one union territory on 26th
January (Republic day) 2020. To explore tourism potential and while mapping tourist location lots
of research and development is done. Lots of website like official website of Daman and Diu
(www.daman.nic.in), Dadra and Nagar Haveli official website (www.dnh.nic.in),
www.incredibleindia.com, www.tripadvisor.com, www.holidify.com, ministry of tourism
website, www.ciec.com, www.fhrai.com, Wikipedia, Government of India Census report, online
newspaper, annual report of tourism 2019-20 etc. are used to collect secondary data. After
analyzing the data, it is found that lips and bound are going in DD&DNH and mainly inbound
tourist visits these places where maximum contribution of tourist from Gujarat (neighbouring
state), as it is one of the dry state of India where liquor is banned. Tourist mainly travels to
DD&DNH for recreation and hangout where connectivity is playing a major role mainly through
road and rail network which is very well connected. It was also found that DD&DNH has a huge
potential in terms of Beach tourism, medical tourism, marine tourism, cultural tourism, heritage
tourism, spiritual tourism, flora and fauna tourism but major obstacles is its connectivity with rest
of the world. Very limited data is available about DD&DNH which hinders its promotion and
potential to develop as a major tourist attractions.
7. 5. OVERVIEW OF TOURISM INDUSTRY:
As per Census & Economic Information Centre 2018, Ministry of tourism; tourist arrival during
last 12 years shows that (Daman & Diu) DD has a huge potential to become a famous and
demanding tourist destination. In the year 2006 it was found that total tourist arrival was 420628
and increased by 6.15% in very next year and kept increasing by 4.15%, 21.17%. 37.39% (huge)
and 7.59% till 2011. In last 6 years tourist arrival in DD had increased to 76.45% which is a very
good indication of potential to develop as a famous tourist destination. There was slight downfall
of -3.47% in the year 2012 but again increased 1.99% in very next year (2013). 2014 and 2015
was not considered very well in terms of tourist arrival as there was slight downfall of -3.02% and
-.54% although it recovered in the year 2016 and 2017 with 4.46% and 3.86%. In a total span of
12 years, since 2006 to 2017 there was huge increase of 204.01% increase in inbound tourist arrival
which shows that Daman and Diu has a huge potential to develop into both national and
international tourist destination.

Dadra and Nagar Haveli domestic tourist arrival shows also consistent year after the year, 478000
tourist in the year 2006. Instead of increasing the tourist arrival, it had fallen to 473489 tourist in
the year 2007 which is very slight downfall (-.94%). In the year 2008, inbound tourist arrival
increased to 6.74% from last year and reached to 505380 tourist. Tourist arrival again increased in
2009 by .25% and reached to 506625 tourist. Downfall of -2.18% and -14.79% (huge) in the year

8. 2010 and 2011 respectively. Good jump in tourist arrival was seen in the year 2012 of 11.12% and
kept increasing till 2017 to 614181 tourist (except 2015 where there was a downfall of -8.95%).
When it is calculated, it was found that since 2006 to 2017 (12Years) there was very minute
increase in tourist arrival (28.49%) which is not a very good indication in a tourist destination
where the potential to attract the tourist is huge.

5.1.2 Diu Museum Worth visiting gothic architecture was constructed in 1598 for
those, who are very curious in knowing the culture, living
standard, eating habits of Diuese people. The church (old St.
Thomas) has been converted into museum which has a unique
collection of antique statues, carving on woods and their idols,
stone inscriptions of former rulers, colourful fountains and eye
catching lighting on the building really attracts the tourists.

5.2 Heritage tourism attractions
5.2.1 Diu Fortress It is one of the seven wonders of Portuguese origin in the world
which was built between 1535 AD by Sultan of Gujarat, Bahadur
Shah and the Portuguese when Himayun, the Mughal Empire
tried to conquer this territory.

It was also known by the name of Diu Jail of Fortim-do-Mar,

It was constructed by Portuguese sooner after their conquest in the
year 1559 and continued till the end of 16th century. The fort is

5.2.6 INS Khukri

During the Indo-Pak war of 1971, INS Khukri was hit by the three
torpedoes of Pakistan submarines and sank around 74 kms away
from the Diu coast with 18 Officers and 176 sailors. It became
memorable for the heroic act of Captain Mahendra Nath Mulla,
Mahavir Chakra awardee of the Indian Navy, chose to stay with
the ship till his last breadth with his crew which shows the
unyielding spirit and unconquerable courage glorifying the heist

5.3 Religious tourism attractions -
5.3.1 Dominican
Monastery
It is situated in the fort of Moti Daman and is also known by the
name of ruined church. Archeology lovers, loves to visit this
monastery that was considered as the most prominent church in
Daman area. It was constructed in 1567 in the memory of St.
Dominic and considered that it was ruined in an earthquake.

5.3.2 Church of our
Lady of the Sea
Considered as one of the best visiting attraction of Daman which
is an amalgamation of beautiful art work and sophisticated
engineering. The congregation held here is viewed as the most
sacred places for love and many Christian believers visit this
sacred congregation to reach near to happiness.

5.3.3 Our Lady of
Piety Church
It is one of the oldest Portuguese churches in Silvassa (DHH)
which is surrounded by lush green hills and meadows which was
damaged by an earthquake in 1912. After renovation, it was again
opened in 1924 which is managed by the society of Pila, Silvassa.

Portuguese which was constructed during1559 to 1603. The

5.3.5 St. Paul Church It is one of the three Churches in Diu built by the Portuguese and
considered as the best examples of highly decorative and theatrical
style (Baroque architecture) which was introduced by the Catholic

5.4.1 Mirasol Lake
Garden
Also known by the name of Daman Kadaiya Lake garden located
near to Devka beach which is surprise treat for the tourist, touring
the beach. This man-made attraction is surrounded by tasty and
appetizing food and snacks. Due to its attractive and fascinating
location this place is repeatedly used for film shooting.

Amusement Park
One of the major man-made tourist attractions where family can

5.4.4 Hirwa Van
Garden
Man-made garden of Silvassa (DNH), known by the name of
âgreen forestâ nestled in the hills of Piparia famous for its well-

Park
Itâs a beautiful small wildlife sanctuary famous for varieties of deer

5.4.6 Butterfly Park Itâs a beautiful nature trail situated in Khanvel (DNH) with a
variety of shrub (bushy) flowering plants which is booming
environment for butterflies. Butterfly sucks nectar from flowers for
their survival and keep flying from one flower to another which

5.4.7. Vandhara
Garden
The beautifully laid-out garden is a heaven for nature lovers

babbling sounds of the glistering water flowing makes the

5.4.8 Bal Udyan Park One of the popular tourist attraction, also known by the name of
âMini Zooâ spread over a huge area, situated in Silvassa (DNH).
As the name suggest, it is very famous for kids having flying

5.4.9 Daman Ganga
Tourist Complex
Unique spot of Kachigam (Daman) to offer a unique and

5.5 Beach tourism attractions:
5.5.1 Jalandhar Beach It got its name from mythological demon, Jalandhar who was killed
by Krishna having a stone face structure of demon Jalandhar on the
hill atop. It is one of the pebbly sea shore near the southern side of
Diu which is also known as heaven beauty, peace and calmness.

5.5.2 Ghogla Beach It is one of the best beautiful beaches situated in Ghoghla village
(Northern Diu) where water scooters and parasailing are the most
adventures activities. It is situated in the outskirts of the city thatâs

5.5.3 Jampore Beach It is situated approximately 2 km south of Moti Daman with a
blissful enjoyment of walking on fine granular sand and go little
far into the sea during low tide. Tourist also love to do horse riding
and spend quality time with their family.

5.5.4 Devka Beach Devka means unforgettable trip because of its black sand and
during low tide, tourists goes deeper into Arabian Sea to collect
shells and conch to make the trip memorable. It is considered as
one of the most photographed beaches of Daman which have
amusement park, colourful fountains, food joints, game zone and

5.5.5 Nagoa Beach It is very beautiful, peaceful horseshoe-shaped (semi-round)
design beach which is a perfect place to take sun bath located near
Nagoa near Buchawada village (Diu). This is perfect and worth
visiting place for the tourist who loves driving, watching coconut
groves and water sports (jet skiing, water-skiing and para sailing).

5.5.6 Chakratirath
Beach
It is lukewarm water beach which is not technically in Diu, located
in southwest of the Daman and Diu which becomes worth visiting
because of the garden around the shore. Open-air auditorium, well-
known ancient Shiva temple really enhances its vicinity.

6. TOURISM POLICY:
Some of the key highlights of the new draft National tourism policy include:
ďˇ Policy framework for smooth, fast and safe network connectivity through air, road and rail
connectivity by treating it as a travel and tourism infrastructure.
ďˇ Comprehensive policy for travel and tourism development by linking with other
departments, Ministries, stakeholders, state and UTs.
ďˇ Policy reframing with a vision of creating and establishing India as an âabsolute necessity
experienceâ and âshould COME-AGAINâ destination for Indians to visit their own country
(inbound) and explore the unexplored site.
ďˇ More emphasis on development and retention of rich culture, heritage and simultaneously
advancing medical & Wellness, MICE, adventure and wildlife tourism sectors.
ďˇ Attracting stakeholderâs for more investment on travel and tourism sectors and their
development.
16. ďˇ Focus on advancements in set up source markets and potential markets, which are
contributing fundamentally to worldwide visitor traffic, with focused and safe country
campaigns.

7. FINDINGS:
As per the Indian Express newspaper published on 9th November 2015, in an interview, Ashish
Kundra, administrator for Daman & Diu and Dadra & Nagar Haveli explains why these territories
will emerge as a new tourist and investment destinations? Daman is targeting 25 lakh tourists the
fiscal year 2015-16. After looking at the enthusiasm of hoteliers (Mahindraâs, Hyatt Group, and
inn network like Coconut Lagoon) are called for starting a five star hotel on the concept of PPP
model. For the promotion of industrial investment policy, scheme is to provide financial support
through subsidy to small and medium enterprise which can be very helpful in providing
employment to locals. Skill development institutes has also started which will directly or indirectly
provide skilled manpower in the private sector and unemployment can also be reduced to some
17. extent. On January 2018, with an aim to develop tourism in Diu and promote it on a national level
by promoting Diu as âIsle of Calmâ. Tourists from all over India came in huge numbers i.e. around
17 lacs but unfortunately unable to attract neighbouring Mumbai tourists. Target has been set set
to increase such gathering to 25 lacs in 2019 claimed by Mr. Kundra. Government is taking lots of
initiative to promote tourism like improving air connectivity like services of more airlines on a
very subsidized rates soon will get started, all arrangements has already done excluding this a
celebration called Festa Di Diu is getting started which will last for two and half months from the
end of this year (December). Department of Tourism, Daman has propelled sea shore watersports
exercises at Lighthouse sea shore of Moti Daman on the night of 19th September 2019. The region
between the south of Gujarat and North of Maharashtra, starting from Ahmedabad up to Pune, is
going to be the epicenter for tourism growth and development. The region will have a number of
critical development and connecting projects which will convert the region into a magnet for
attracting tourists. The district of Daman and Diu and DNH are located at the center of the region
and will greatly benefit by the geographical advantage to attract tourists and industry. The
upcoming projects that will be driving growth and industrial and tourism expansion in the region
are:
ďˇ Bullet Train (Ahmedabad â Mumbai)
ďˇ Delhi â Mumbai Industrial Corridor (DMIC)
ďˇ Dedicated Rail Freight Corridor (Dadri-JNPT Jn.)
ďˇ Mumbai â Vadodara Express Highway
ďˇ Nargol Port
8. SUGGESTIONS & RECOMMENDATIONS:
Water sports recreation tourism can be promoted and tourism can be developed in the area of
DD&DNH. Water sports recreational exercises can include: Speed Boat Ride, Passenger Boat
Ride, Banana Boat Ride, Bumpy Ride, Jet Ski Ride, Water Scooter Ride, ATV bike and Water
Parasailing. Except all these facilities DD&DNH government should also try to give more
financial benefit in terms of starting 5star hotels and also developing their road, rail and air
network. Government should also try to promote this UT as a tourist destination not only for
inbound also for outbound tourist. As per National Investment Promotion and Facilitation

can also be enhanced by attracting flora and fauna lovers which is also emerging a great tourist
destination.
9. CONCLUSION:
By keeping the tourism potential in DD & DNH in mind, Indian Tourism and Development
Corporation (ITDC) has been request to submit their report on light and sound show in Diu. The
fort of Daman is one of the unique tourist attractions built by Portuguese which can be maintained
into heritage tourist attractions. The surrounding area of Daman fort is also getting developed, a
detailed report on project of River Front Development for Damanganga River is in the process of
submission. Construction of Science center, Science Park and a state museum in DNH which will
help in developing DD&DNH as a major water sports attraction and sea based tourism which has
been taken into consideration by planning commission. Allocation of 425 crores for the
development of tourism industry in 12th five years plan period (2012-17) which really helped
DD&DNH to develop their tourism infrastructure. Diu is a beautiful island whose beauty is
enhanced by its white sand beaches and its close proximity to Smonath Temple, Gir Forest,
Junagadh and Dilwara Jain temples. National Institute of Oceanography (NIO) is also carrying a
technical study to develop the tourism of DD&DNH like a Goa tourism.
10. LIMITATIONS & SCOPE OF FURTHER STUDY:
Due to unavailability of recent and genuine data after 2018, author is unable to explain much about
the latest development in travel and tourism. There are very limited literature available on
DD&DNH which also limits the study. Further research can be done in the area of heritage
research, water sports tourism, resurgence of tourism in unexplored area. Government has to pay
attention towards the development of DD&DNH as a tourist hub, industrial hub which will release
some industrial pressure from their neighbor Mumbai and Gujarat and simultaneously another
industry will also grow.
