Electricity in India : gen capacity 235,000 MW plus (peak demand 175 GW with a deficit of 5%+ and overall deficit of around 9%).
Market with high proportion of state players in generation, transmission ( PGCIL owns about 55% of nations network) and distribution under an emerging regulator. Coal is about 60% with highly variable large scale hydro at 25% with renewables at 10%+ and balance in others. Its estimated that there is about 60 to 80 GW of power generation based on Diesel alone. Both a central and a state subject unlike water. Linking of water and electricity across projects and across states. As a market, DSM / unrestricted Open access / mandatory RPOs & energy efficiency norms are still in an early phase as regards investment interest.
Transmission & distribution ( with few exceptions) largely in hands of state players. Each state has its own trajectory and own state level regulator.
National grid is yet to come in to place. Inter state transmission projects suffer long delays due to land procurement and right of way approvals and state owned discoms are throwing up huge losses year after year. Discoms blame it on under recovery & theft while transcoms blame it on free power, lack of grid discipline etc. North South inter connect is yet to materialise.
Producers (state owned) of electricity Vs hapless consumers of electricity equation is highly lopsided and is in favour of producers. IPPs to some extent have changed the dynamics of generation market. Consumers have weak to nil bargaining power across all categories. Producer surpluses are highest however not reaching the producers, slipping through disguised as cost over runs, losses, leakages & theft etc
Fossil based, traditional power generation, transmission & distribution systems are one way in approach and are developed as silos and are inadequate for meeting today’s demands- real time, SaaS modelled, bi directional, sustainable smart grids. Contrary to popular perceptions, renewables costs have come down drastically over the past 5 years and current global benchmarks are around 1 $ / watt peak of solar PV installation.
Way to go – drop consumer mindset and develop a Prosumer mindset and become a clean energy user both in your line of business and in fact as a way of life in general.
Combination of state supplied electricity plus in house renewable produced electricity added with energy storage will yield much lower LCOEs with sustainable system reliability, control and costs.
By investing in PV power generation, one would realise two potential revenue streams, one for electricity sold and the other for environment attribute. The environment attribute is paid in India in the form of Renewable energy certificates which are traded over REC power exchanges. On the top of this, PV projects can claim Accelerated depreciation benefit, Income tax holiday for 10 years. Over and above these central government benefits there are specific state level benefits like excise duty reimbursement, stamp duties, registration charges reimbursement etc.
