Steers and implements change: My reputation for high-quality analysis has seen
me assume important organisational and performance evaluation roles. As part of a
Management Strategy team I was responsible for designing performance appraisal
systems and negotiating industrial agreements. I developed and modelled new pay
scales, delivering medium term pay and pension fund increases whilst making near-
term budget savings for the organisation. I then managed the ballot process which
saw endorsement of this new industrial agreement by 2000+ staff.
Negotiates persuasively: I have applied my negotiating skills to such diverse
fields as trade, tax, investment, intellectual property, government pharmaceutical
schemes, government procurement and industrial relations. I know how to
structure a negotiation, bringing my strategic vision and tactical nous to design of
key decision points leading negotiating partners to our desired outcome. Most
recently I lead negotiations with the Zimbabwean Government on behalf of the
international community to normalise their diamond-mining industry.
Nurtures external relationships: My success within the WTO, in APEC and in
the Kimberley Process reflects my ability to build issue-focused coalitions and my
commitment to open communication with adversaries. But getting the deal is only
half the battle. I have also played a key role in selling negotiated outcomes -
managing sensitive relations with civil society opponents of globalisation and free
trade, particularly during the highly-charged negotiation of the US FTA.
Resilient and entrepreneurial in crisis management: My reputation as a lateral
thinker who performs best with small, professional teams in highly reactive
environments means I am regularly deployed at short-notice into challenging
situations. I participated in Australia’s 2004 Tsunami Response Taskforce, East
Timor Taskforce and crisis teams for the Iraq occupation, September 11 terrorist
attack and 2002 Bali bombing.

As a member of the peak APS International Economic Policy Group, shaped the
Australian Government response to the Global Economic Crisis including leading

Negotiations 2003-2005
Led the whole-of-government legal team for the Australia-US FTA negotiations,
with responsibility for legal advice on all aspects of the Agreement. On completion
of the negotiation, led drafting of implementing legislation, shepherded the FTA
and implementing legislation through the parliamentary committee process and
debates, and shadowed US counterparts as they completed their Congressional
processes to ensure faithful implementation by the United States of the Agreement.

Developed and implemented responses to public sector reform initiatives and
negotiated the 2003-06 Certified Agreement with staff - identifying, developing
and costing proposals to enhance the Department’s conditions of service.

Career Consolidation of Australia’s position in the G20. The Global Economic Crisis
Milestones represented a pivotal moment in global governance – the G20 stepped up to
supplant the G8 – and, in doing so Australia achieved a place at the head table of
global governance. Following my appointment as head of the International
Financial Crisis Task Force within the DFAT, I have been at the core of the
Australian Government’s response to the financial crisis
Appointed Chair of WTO Committee for Trade in Financial Services (2007-8)
My dynamism and persistence in promoting Australia as a services economy
stripped away perceptions of Australia as only a farm and quarry
Regular, intensive personal briefing of the Australian Prime Minister and
Cabinet in the concluding phases of the negotiation and domestic ratification of the
Australia-United States FTA in 2004 and participating as an advisor on the floor of
the Australian Senate in the parliamentary debate on the Australia-United
States FTA. This debate was, at the time, the second-longest debate in the history
of the Australian Senate.
Successful launch of negotiations with the US on mutual recognition for
professional services and access to visas for Australian professionals –
negotiations which resulted in a specific, dedicated class of US visa available
only to Australian professionals.
Deployment to Phuket following the 2004 Tsunami to manage the Australian
Government contract with Kenyon International Emergency Services for support of
the International Disaster Victim Identification process and repatriation of remains.
A small, personal contribution to East Timorese independence through
participation in the six-person East Timor Taskforce situation room guiding
and monitoring the deployment of Australian peacekeepers in its initial months.
Negotiation of two Certified Agreements for the 2000+ staff of the Department
of Foreign Affairs and Trade – representing staff in negotiation of the 2000-03
Agreement, then management for the 2003-06 Agreement.
