5. PCHA Overview
PCHA currently provides housing to over 5000
families, approximately 8000 individuals, in Pinellas
County
PCHA puts over $22 M into the local economy
annually through housing assistance payments to
investors and property owners
PCHA encourages and promotes education, job
training and employment for residents through
partnerships and grant funded programs
6. Since 2010, PCHA has increased the number of low-
income families housed by 522*. Another 93 units of
mixed-income housing began construction in 2017.

8. Constructed 153 New Units of HUD Subsidized Senior Housing
for very-low and low income seniors ages 62 and older.
21 units are public housing and 132 are Project-Based Section 8
Voucher units.

9. Acquired and renovated 48 units of HUD-assisted
housing for very-low income families: 1 to 4

10. Completed a complete gut-rehab renovation of a sub-standard
public housing development and converted the project to a
Project-Based Voucher community for very-low income families.
1-3 bedrooms with a 10% Set-Aside for Special Needs Families.

11. Acquired and renovated a 10-unit multifamily
development in St. Petersburg, and master leased to the
Pinellas County Public Defender’s Office for very-low
income individuals working toward self-sufficiency.

12. Completed an over $7M structural renovation to
East Lake Club Apartments, an affordable workforce
community of 240 units.

13. With input from Residents and the Ridgecrest Community, PCHA
completed a long-term Master Plan for the complete revitalization
and redevelopment of the Rainbow Village Public Housing
community. The plan involves the transformation of the 30-acre
development from 200 public housing units to up to 400 units of
mixed-income and mixed-financed affordable rental units
14. Recently closed on financing and began construction on
a new 93-unit workforce housing community.
20% set-aside for low-income families.
Anticipated completion in late 2018 or early 2019.

Tenant-based rental assistance
PCHA pays a portion or all of the rent each month
directly to the landlord
Through this program PCHA puts approximately $22
Million into the local economy in the form of rent
payable to private owners of rental housing
Program assists eligible individuals and families with
incomes at or below 50% of Area Median Income
(AMI)
PCHA assists more than 3500 very-low income
families through this program annually
16. Families pay approximately 30% of their monthly
income toward rent
PCHA pays the remainder of the contract rent
directly to the landlord each month
Preferences for the Voucher program are given to:
• Homeless Individuals, Families and Youth Aged-Out of
Foster Care who complete a residential self-sufficiency
program;
• Homeless Families Needing Reunification w/Children
• Supportive Housing individuals and families who no
longer need supportive housing;
• Families/Individuals Displaced by Government Action or
Natural Disaster; and
• Veterans
17. PCHA also administers the Veterans Affairs
Supportive Housing (VASH) voucher program for
over 500 homeless veterans in cooperation with the
CW Bill Young VA Medical Center.
PCHA’s HCV Homeownership Program allows
eligible voucher participants to purchase a home as
a 1st time homebuyer. Currently 35 families are
purchasing their own home through this program.
Family Self-Sufficiency Program – PCHA coordinates
existing services and resources to help families
work toward self-sufficiency.

• Residents pay 30% of their monthly income for rent
• PCHA operates the Resident Opportunities for Self-
Sufficiency Program to help resident become self-sufficient
• PCHA partners with Boys and Girls Clubs, Head Start,
and the Greater Ridgecrest Area Youth Initiative for
educational programs and activities for youth

Leased to Ready for Life, a non-profit providing services for
homeless young adults who have aged out of foster care Provides
beds for up to 7
Ready for Life provides counseling and case management. They
coordinate educational, job training and job search resources to
assist the young men in becoming self-sufficient
The Hope Home assures they have a place to lay their heads while
they are working toward self-sufficiency
