Development and support of a form interface
to central government systems
Statements from central state registries, such as criminal
record, trade registry or land register, are among mandatory
attachments to most applications and proposals to both local
and central government. To get these statements, people
needed to travel to a regional office of a registry and spend
some time (often several hours) standing in queue. The only
other way to get the paper was to submit an application
and wait two or three weeks. This imposed permanent
administrative burden on Czech civics and businesses. For
handicapped people and Czech civics abroad the situation
was especially difficult.
Citizens do not need any knowledge of IT. They also do not need
an electronic signature. They only
need to bring an identity card.

Current situation:
Solution:
A network of contact points covers the entire territory of the
Czech Republic as well as most of embassies. In January
2013, there are about 8000 contact points at Post offices,
local government offices, offices of Trade Chamber, some
law offices, banks etc. At these contact points, people
can get statements from central registries, submit some
applications and convert documents from paper into trusted
digital documents (and vice versa) in a few minutes.

Number of these agendas is continuously extended. For using
these services, citizens do not need any knowledge of IT.
They also do not need an electronic signature. They only
need to bring an identity card or other proof of identity,
such as a passport.
Access of users (officers) at these contact points is protected
by electronic signatures. Those parts of communication,
which involve sensitive data, are encrypted.
A new contact point can be added easily. Interface capacity
is almost unlimited and a very brief training is sufficient
for users, many of them even do not need any.

experience, the network was extended up to 50 contact
points in different Czech and Moravian regions. After
evaluation of this pilot phase, it was decided to open more
than 1000 other contact points across the Czech Republic
and to add more agendas.
It was confirmed that:
• The interface can be easily extended to virtually
unlimited number of users.
• The interface is very simple for users. It is so easy
that a brief training is sufficient. Many users do not
need any.
