Case study

Development and support of a form interface
to central government systems
Statements from central state registries, such as criminal
record, trade registry or land register, are among mandatory
attachments to most applications and proposals to both local
and central government. To get these statements, people
needed to travel to a regional office of a registry and spend
some time (often several hours) standing in queue. The only
other way to get the paper was to submit an application
and wait two or three weeks. This imposed permanent
administrative burden on Czech civics and businesses. For
handicapped people and Czech civics abroad the situation
was especially difficult.

Citizens do not need any knowledge of IT. They also do not need
an electronic signature. They only
need to bring an identity card.

Issues:
•	 Ensuring access to e-Government services
for civics without computers
•	 Enabling unlimited growth in number of local
offices of the system
•	 Enabling unlimited growth in number
of products
•	 Supporting users (clerks) with very limited
knowledge of computers

Current situation:

Solution:

A network of contact points covers the entire territory of the
Czech Republic as well as most of embassies. In January
2013, there are about 8000 contact points at Post offices,
local government offices, offices of Trade Chamber, some
law offices, banks etc. At these contact points, people
can get statements from central registries, submit some
applications and convert documents from paper into trusted
digital documents (and vice versa) in a few minutes.

to central government records (criminal
records, estate registry, business registry etc.)

More than 100 agendas are covered by Czech POINT.

Benefits for government and for people:

The following agendas can be administered at Czech POINTs:

•	 Saved time which would be otherwise spent
on getting authorized statements

•	 Land registry statements, trade registry statements,
criminal records statements etc.
•	 Declaration of foundation of a new business,
application for a business license etc.
•	 Statement of penalties for traffic violation
•	 Requests for changes in birth records, marriage
records etc.
•	 Statement from a list of approved suppliers, statement from a book of debtors

•	 Intuitive interface consisting of independent
smart forms
•	 Growth through adding more smart forms

•	 Effectivity enhancement at state offices
reached through
•	 Step by step growth up to 100 000 users
(clerks), 8000 organizations and 100 ˝products˝
with outlook of further growth
•	 10 million of authorized statements already
issued and 30 million documents converted
from papers into trusted digital documents
and vice versa
•	 Trusted digitalization of documents

It is great to work with
Software602. It is quite
a big company, so they
have no troubles with
resources but they are
not bound by bureaucratic corporate
rules you can meet
in some internationals.

•	 Data mailbox operations, such as establishment of a new
data mailbox, generation of a new password etc.
Number of these agendas is continuously extended. For using
these services, citizens do not need any knowledge of IT.
They also do not need an electronic signature. They only
need to bring an identity card or other proof of identity,
such as a passport.
Access of users (officers) at these contact points is protected
by electronic signatures. Those parts of communication,
which involve sensitive data, are encrypted.
A new contact point can be added easily. Interface capacity
is almost unlimited and a very brief training is sufficient
for users, many of them even do not need any.

Products and services delivered
•	 Design, delivery and step by step extending
of the form solution, which connects central registers
with contact points.
•	 Software602 smart forms are used for tasks such
as requesting statements, communication with
central registers, creating statements and their
registration

History and evaluation of the project

experience, the network was extended up to 50 contact
points in different Czech and Moravian regions. After
evaluation of this pilot phase, it was decided to open more
than 1000 other contact points across the Czech Republic
and to add more agendas.
It was confirmed that:
•	 The interface can be easily extended to virtually
unlimited number of users.
•	 The interface is very simple for users. It is so easy
that a brief training is sufficient. Many users do not
need any.
Luděk Šafář, the project manager on behalf of the Czech
Interior Ministry, said. ˝It is great to work with Software602.

The first Czech POINT appeared in March 2007 in Prague
district Praha 13. People were given statements from real
estate register and both trade registers. Based on this

Case study on Czech POINT network

  • 1. Case study Development and support of a form interface to central government systems Statements from central state registries, such as criminal record, trade registry or land register, are among mandatory attachments to most applications and proposals to both local and central government. To get these statements, people needed to travel to a regional office of a registry and spend some time (often several hours) standing in queue. The only other way to get the paper was to submit an application and wait two or three weeks. This imposed permanent administrative burden on Czech civics and businesses. For handicapped people and Czech civics abroad the situation was especially difficult. Citizens do not need any knowledge of IT. They also do not need an electronic signature. They only need to bring an identity card. Issues: • Ensuring access to e-Government services for civics without computers • Enabling unlimited growth in number of local offices of the system • Enabling unlimited growth in number of products • Supporting users (clerks) with very limited knowledge of computers Current situation: Solution: A network of contact points covers the entire territory of the Czech Republic as well as most of embassies. In January 2013, there are about 8000 contact points at Post offices, local government offices, offices of Trade Chamber, some law offices, banks etc. At these contact points, people can get statements from central registries, submit some applications and convert documents from paper into trusted digital documents (and vice versa) in a few minutes. • Network of assisted contact centers connected to central government records (criminal records, estate registry, business registry etc.) More than 100 agendas are covered by Czech POINT. Benefits for government and for people: The following agendas can be administered at Czech POINTs: • Saved time which would be otherwise spent on getting authorized statements • Land registry statements, trade registry statements, criminal records statements etc. • Declaration of foundation of a new business, application for a business license etc. • Statement of penalties for traffic violation • Requests for changes in birth records, marriage records etc. • Statement from a list of approved suppliers, statement from a book of debtors • Intuitive interface consisting of independent smart forms • Growth through adding more smart forms • Effectivity enhancement at state offices reached through • Step by step growth up to 100 000 users (clerks), 8000 organizations and 100 ˝products˝ with outlook of further growth • 10 million of authorized statements already issued and 30 million documents converted from papers into trusted digital documents and vice versa
  • 2. • Trusted digitalization of documents It is great to work with Software602. It is quite a big company, so they have no troubles with resources but they are not bound by bureaucratic corporate rules you can meet in some internationals. • Data mailbox operations, such as establishment of a new data mailbox, generation of a new password etc. Number of these agendas is continuously extended. For using these services, citizens do not need any knowledge of IT. They also do not need an electronic signature. They only need to bring an identity card or other proof of identity, such as a passport. Access of users (officers) at these contact points is protected by electronic signatures. Those parts of communication, which involve sensitive data, are encrypted. A new contact point can be added easily. Interface capacity is almost unlimited and a very brief training is sufficient for users, many of them even do not need any. The interface is very simple for users. It is so easy that a brief training is sufficient. Many users do not need any. Products and services delivered • Design, delivery and step by step extending of the form solution, which connects central registers with contact points. • Software602 smart forms are used for tasks such as requesting statements, communication with central registers, creating statements and their registration History and evaluation of the project Luděk Šafář, project manager experience, the network was extended up to 50 contact points in different Czech and Moravian regions. After evaluation of this pilot phase, it was decided to open more than 1000 other contact points across the Czech Republic and to add more agendas. It was confirmed that: • The interface can be easily extended to virtually unlimited number of users. • The interface is very simple for users. It is so easy that a brief training is sufficient.
