Over the years, secondary education was once viewed
as academic preparation for entrance of higher
education, but today, one of its major thrusts is to help
the students develop skills that will help the students to
land on a job.
INTRODUCTION
On April 7, 2017, a CHED memorandum order 10, series of 2017, Policy on Students Affected by the
Implementation of K 12 Program signed by CHED National Director Patricia B. Licuanan, Ph.D was
released. The memo states that “In the exercise of Higher Education Institutions Academic
Freedom, the applicant students may enroll in any higher education program subject to the
admission requirement of the admitting HEI. In the Category 2 of the above-mentioned memo, it is
clearly stated that, “Students who graduated in High School on or before June 2016 may enroll in
HEIs as first year college students under the new higher education curricula. However, to ensure
college readiness, of the students enrolling under the new higher education curricula, the
admitting HEIs may require bridging programs for the general education component.
