Leave: To go away from some person or place.
Rule: A written statement urging to do
something or avoid from doing
something.
Scope: These rules govern all kinds of leave.
Why called Revised Leave Rules:
BECAUSE
These Rules Repealed the Leave Rules, 1955.
6. KINDS OF DEPARTMENTS
a) Vacational Department or a Vacational Government Servant
b) Non Vacational Department or a non Vacational Government Servant
7. The following classes of Government servants serve in vacation departments:
• a) Educational officers, other than the Director of Public Instruction and inspecting
officers and their establishments.
• b) Judicial officers of rank not higher than that of subordinate judge and their
establishments.
• c) Any other class of Government servant which a competent authority may declare to be
so serving.
• ii. In case of doubt, a competent authority may decide whether or not a particular
Government servant is serving in a vacation department.

8. Earned Leave in a non vacation Department :
• Four days against a calendar month.
• More than fifteen days is counted a calendar month.
• More than 15 days work in consecutive two months – Restricted to one full
calendar month only.
• No limit on accumulation of such leave.

9. Earned Leave in a vacation Department :
One day for every calendar month
If not availing vacation :
To be treated as of non vacation Dept.

Exception
• Where not paying contribution in lieu of leave salary, during the foreign
service.
• During the period of leave, no leave shall be earned.
11. Leave on Full Pay
• Without medical certification = 120 days.
• with medical certificate = 180 days.
• On medical certificate from leave account = 365 days.
• The Civil Servant will himself specify full pay or half pay in his application.

12. Leave on Half Pay
Two in lieu of one
Conversion at the option of applicant
No limit so it is available for conversion

13. LEAVE NOT DUE
• May be granted on full pay – against leave to be earned in future.
• Maximum 365 days in the entire service. Provided during the first five years
of service, it shall not exceed 90 days in all.
• May be converted into leave on half pay.
• Be only granted when return of a Civil Servant is sure.
• Be granted sparingly.
• Eligibility ----- Not granted to the temporary employees.

14. The leave salary (on full pay) shall be greater of
The average monthly pay earned during last 12 months; and
The pay drawn on day immediately before the start of leave.
Leave salary at revised rate of pay shall be admissible if a general pay
revision takes place or an annual increment occurs during leave period.

15. EXTRAORDINARY LEAVE (EOL)
• Grounds --------- any
• Maximum period ------- 5 years, if completed 10 years consecutive service.
• Two years when service completed is less than ten years ---- discretionary.
• Permanent Civil Servant and temporary employee both eligible.

16. LEAVE EX-PAKISTAN
• May be granted for proceeding abroad or while posted abroad/on duty
abroad.
• Leave salary shall not be paid in foreign currency (Civil Servants appointed
after 17.5.1958).
• Limits / Principles in case of leave on full pay, leave on half pay and E.O.L
shall be same as in other cases.

17. SPECIAL LEAVE
• On death of husband.
• Maximum 130 days.
• On full pay.
• Out side the leave account.
• Will commence w.e.f. the date of death of husband.
• Production of death certificate is must.

18. MATERNITY LEAVE
• To a female government servant.
• Maximum = 90 days w.e.f. date of commencement.
• On full pay.
• Out side the leave account.

19. Paternity Leave

• Maximum 07 days
• Outside the Leave Account
• On full pay
20. Maximum times:
Non Vacation Department --- Three in the entire service
Vacation Department ---- No limit of confinement
In Non-Vacation Department after 3rd confinement, from normal leave
account.
Can be granted in combination with any other kind of leave.

21. DISABILITY LEAVE
• Disabled by injury, ailment, disease in course of duty or official position.
• On medical advice.
• Maximum 720 on each occasion.
• On full pay for first 180 days.
• On half pay for remaining period.
• Out side the leave account on each occasion.
• Allowed to a full time paid employee

22. HOSPITAL LEAVE
AMOs (Assistant Medical Officers), Compounders, dressers, dais, head attendants,
deputy head attendants, matrons and assistant matrons.
• Technicians working in Laboratories, Printing Press , on machinery.
• Constables,
• Forest Officers,
• Warders, peons etc.

Maximum 6 months in 3 years.
On full pay for first 3 months.
On half pay for remaining 3 months.
Out side leave account.
May be combined with any other leave admissible -- total not exceeding 28

24. STUDY LEAVE
Granted as Additional Leave
• Out side the leave account.
• For study of scientific, Technical or Special courses.
• Any Government servant.
• extra leave on half pay may be taken.
• Should have five years service.
• Bar on combining study leave with other leaves, except EOL and Medical
Leave, in excess of 28 months,

• Allowed for not more than two years.
• At one time only period of 12 months maximum.
• For PhD up to 4 years, subject to review after 2 years.
• No extension for failing ones.
• EOL in combination with study leave without regard to maximum.

26. CASUAL LEAVE
Total number of leave = 25
Maximum limit at a time = 10 days
In special circumstances = 15 days
Sanctioning authority = Immediate Boss in grade 16 and above.
Maintained in establishment and accounts branch of the department.
May be granted in conjunction with public holidays.
Cannot leave station without permission.

28. Quarantine Leave

• It is in the nature of extra casual leave.
• Recommendation of a qualified Doctor not to attend office.
• It is granted outside leave account
• This leave is treated as duty with full pay & allowances.
• A substitute is normally not employed during leave period except in exigencies of services.
• Floods, Earthquakes etc.
29. LEAVE PREPARATORY TO RETIREMENT (LPR)
• Maximum 365 days.
• May be taken on full pay, or partly on half pay, partly on full pay - at the
discretion of the Civil Servant.
• From the leave account.

30. Encashment of Refused Leave
• Retirement on superannuation , or,
• Retirement on qualifying service, or,
• On death, or,
• On incapacitation.

32. POWER TO REFUSE LPR
• BS-17 or above -------- CS personally.
• BS-16 & below -------- A.D. personally.
• These powers can not be delegated.
• Reference to C.S:
Three months before an officer is due to proceed on such leave.

33. IMPORTANT ABOUT LEAVE
Leave is not a right --- Discretion of Competent Authority.
Contingent upon exigencies of services.
Leave is counted in days.
Combination of different kinds of leave not to exceed 5 years.
Maintenance of leave account.
i) For officers = District Accounts Officer
ii) For officials = the concerned DDO

• All leave lapse when a civil servant quits service
• Leave on medical certificate shall not be refused. The leave sanctioning authority may get
second medical opinion.
• A civil servant recalled to duty is entitled to single return fair, plus D.A, as on tour from the
station from where he is called for duty.
• A Government servant on leave may not take or accept any employment in Pakistan or abroad
without obtaining the previous sanction of the authority.
