INTERPOL issues Red Notices for former Ukrainian leaders
LYON, France– At the request of Ukrainian authoritiesRed Notices, or international
wanted personsalerts, have been issued for four individualsincluding former
PresidentVictor Yanukovych and PrimeMinister Mykola Azarov.
The Red Notices, for charges including embezzlement and misappropriation, were
issued on Monday12 January2015 following a thorough reviewby INTERPOL’s
Office of Legal Affairsto ensure that Ukraine’srequest for the notices was in
compliancewith the Organization’srules and regulations.
Two other Red Notices linked to the case have also been issued for former Minister
of FinanceIiuriKolobovand Georgii Dzekon.
These Red Notices are not connected to a previous request made by Ukrainein
March 2014 for a Red Notice to be issued for Victor Yanukovych on chargesincluding
abuse of power and murder. This requestwas assessed by INTERPOL as not
compliantwith the Organization’srules and regulationsand was refused.
A Red Notice is not an internationalarrest warrantand INTERPOL cannotcompel any
member countryto arrestthe subject of a Red Notice.
Red Notices areone of the ways in which INTERPOL informsits member countries
that an arrestwarranthas been issued for an individualby a judicial authority. A Red
Notice seeks the location and arrestof wanted personswith a view to extradition or
similar lawfulaction.
The individuals concerned arewanted by national jurisdictions(or International
CriminalTribunals, where appropriate) and INTERPOL’sroleis to assist national police
forcesin identifying or locating those individuals with a view to their arrestand
extradition.
Red Notices areonly issued to INTERPOL member countriesif the requesting National
Central Bureau has provided all the information required bythe GeneralSecretariat.
Any request by a member countryfor INTERPOL to issue a Red Notice is subject to
