What is the Cer ficate 3 Guarantee?
The Cer te 3 Guarantee program is funded by the Queensland Government and supports the Queensland Government's Working Queensland Jobs plan.
The Cer te 3 Guarantee provides a government subsidy towards the training cost for eligible individuals undertaking their first post-school cer ficate III
level quali on.
The Cer te 3 Guarantee is targeted at c ate III quali ons because they are considered the entry-level quali on most o en needed to gain
employment in many industry sectors.
Please note: Students are only eligible to complete one subsidised ce ficate III quali on under the Cer e 3 Guarantee program. Therefore, it is
important that you take your me to choose your course carefully and look at all your op ons before enrolling into a course.
Who is eligible to receive this training?
To be eligible to access subsidies under the Cer e 3 Guarantee, you must:
• be aged 15 years or above and no longer at school (except for VET in School (VETiS) students);
• permanently reside in Queensland;
• be an Australian ci zen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work
permits on the pathway to permanent residency, or a New Zealand c zen;
• not hold, and not be enrolled in, a c ate III or higher-level qualifica on, not including quali ons completed at school and found on skills
training.
MILCOM will ask you to provide documents as evidence that you fulfil the eligibility criteria prior to accep ng your applica on for enrolment under the
te 3 Guarantee program.
Add onally, under the funding rules there is a requirement for you to complete a student training and employment survey within three months of
comp g or discon nuing the qualifica on. By accep ng to enrol into a Cer ficate 3 Guarantee funded quali on, you agree to complete this survey
and return it to MILCOM within the ulated meframe.

Who is considered as having a concessional student status?
To be eligible for concessional co-contribu on fees, you must:
• hold a valid Health Care or Pensioner Concession Card issued under Commonwealth law, or be the partner or a dependant of a person who holds a
Health Care or Pensioner Concession Card and be named on the card; or
• provide MILCOM with an official form under Commonwealth law confirming that you, your partner or the person of whom you are a dependant is
to concessions under a Health Care or Pensioner Concession Car; or
• declare as Aboriginal or Torres Strait Islander; or
• be a school student currently enrolled in a VETiS program (may include young people in deten on); or
• id as having a disability.
What are the costs involved?
Dependent on your concessional status, under the Cer e 3 Guarantee program, you are required to contribute to the costs of your training through a
co-contribu on fee. MILCOM charges the following co-contribu on fees for the courses we offer under the Ce ficate 3 Guarantee program:
