The narrow vote came after heated debate on the floor centered on the needs of low–income
students. Though Foil initially agreed to an amendment that would direct any savings as a result of
HB117 to Go Grants (Louisiana's needs–based scholarship program), the Baton Rouge Republican
later asked the House to remove the provision. In a move that seems out of character to many, Baton
Rouge Democrat Ted James encouraged his colleagues to support Foil's measure: "When we create
a culture of low expectations we get what we ask for. We need to make changes to TOPS – I hope
you follow my green light," the oft champion of low–income families said. Opposed by Governor
John Bel Edwards (D–Amite) and the Patrick F. Taylor Foundation (named for the founder of the
scholarship), HB117 is expected to meet resistance in the Senate. As Foil attempts to up the GPA
requirement from a 2.50 to a 2.75 advocates across the state will be closely watching to see if Foil's
tick sheet gets the necessary bump on the Senate side.
A scheduled vote on Baton Rouge Republican Steve Carter's "Gas Tax" bill was postponed
Wednesday amid concerns that it did not have the necessary support for House passage. Set to raise
the State's tax on gasoline by 17 cents per gallon, the measure would raise upwards of $500 million

Citizens of the United States are legally required to pay taxes and follow the laws of their
government. Thus far, with only having four weeks of interning at the House of Representatives, I
have learned a lot about governmental accounting and politics. For example, one of the biggest

Last week, House Ways and Means Oversight Subcommittee Chairman Peter Roskam (IL–6)
convened a hearing on, "Defying the Constitution: The Administration's Unlawful Funding of the
Cost Sharing Reduction Program." examining the Obama administration's funding of the Cost
Sharing Reduction Program without Congressional appropriation. Through this process the

A Position On A Prestige Committee
Data and Methods
In this research, I will investigate the conditions in which members of Congress seek out a position
on a prestige committee. This research focuses on House members specifically since their
constituency representation is more specialized, making it easier to determine which members have
transitioned from local to national issues to those who have not. In conducting this study, I randomly
selected 25 members of the United States House of Representatives who had positions in prestige
committees in the 114th Congress. This group of members will be further known as the "transition
group" as these members made the transition from local to national issues. Then, I identified 25
other House members who matched the previous members in terms of political party, state of
representation, type of their district (rural or urban), and gender. This group of members will be
further known as the "non–transition group" as these members did not make the transition from
local to national issues. In a spreadsheet containing all 50 members, I recorded objective
information about them including how many years they have been in the Congress, their term
number, their current and past committee assignments, their DW–Nominate score. In the transition
group, I recorded when their shift was made and any explanation of their decision to do so from

The inter workings of Congress have been studied extensively by Richard Fenno and David R.
Mayhew. Mayhew's study of Congress took place in Washington, while Richard Fenno conducted
his research by following politicians within their congressional district. Mayhew attributes three
primary goals to congressmen– getting reelected, achieving influence within Congress and making
"good Policy". Fenno also attributes three basic goals, having influence inside the House than other
