In this research, I will investigate the conditions in which members of Congress seek out a position
on a prestige committee. This research focuses on House members specifically since their
constituency representation is more specialized, making it easier to determine which members have
transitioned from local to national issues to those who have not. In conducting this study, I randomly
selected 25 members of the United States House of Representatives who had positions in prestige
committees in the 114th Congress. This group of members will be further known as the "transition
group" as these members made the transition from local to national issues. Then, I identified 25
other House members who matched the previous members in terms of political party, state of
representation, type of their district (rural or urban), and gender. This group of members will be
further known as the "non–transition group" as these members did not make the transition from
local to national issues. In a spreadsheet containing all 50 members, I recorded objective
information about them including how many years they have been in the Congress, their term
number, their current and past committee assignments, their DW–Nominate score. In the transition
group, I recorded when their shift was made and any explanation of their decision to do so from

Mayhew. Mayhew's study of Congress took place in Washington, while Richard Fenno conducted

"good Policy". Fenno also attributes three basic goals, having influence inside the House than other
