Knowledge has increased tremendously in all areas of human endeavor with new discoveries and
better ways of communication and interaction emerging all over the world. The rapid development
of information, communication and technologies (ICT), internet technologies and Web–based
applications have initiated unparalleled transformation in universities all over the world (Cheng &
Yau, 2010). This has brought about increased demand for information and the need for "education
for all". Advances in computer and telecommunication technology, World Wide Web has become a
major factor to reckon with in searching for and dissemination of information (Sanjo, 2005). These
advances has brought about an "e" in all human endeavor; e–learning, e–banking, e–government. The
advent of ICT devices has revolutionized the nature of human activities and operation in virtually all
fields of endeavor.
A rich ICT platform remains the key underpinning any country's digital economy aspiration;
(education, politics, technology, medical treatments, commerce consider) and access must naturally
be accompanied by usage (The Economist, 2010). Information and Communication Technologies
(ICTs) are often associated with the most sophisticated and expensive computer–based technologies.
But ICTs also encompass the more conventional technologies such as radio, television and telephone
