responsibilities.
• Action Plan with clear timelines for achievement.
• Outcomes to be achieved by 30 June 2022 to enable
celebration on 15th August 2022.
3. Ensure a Pucca House to every family
• 1.5 crore rural homes completed in 2014-19.
• 2 crore homes have to be completed by 2019-22.
• Permanent waitlist and AwaasSoft +.
• 70 lakh homes by June 2020, 70 lakh homes by June 2021, and 60
lakh homes by June 2022.
• Complete registration for year one (2019-20) by 30th June 2019.
• Complete and upload remaining 10 lakh homes by 15th August
2019.
4. Strive to ensure all weather connectivity
for every Village
• 130 km to 135 km of road length per day constructed between
2016-19 under PMGSY.
• 97% eligible and feasible (500+ in plain areas and 250+ in hill areas)
already covered.
• Coordinate with MGNREGS and Finance Commission’s funds
through Gram Panchayats for Village roads.
• Every State to do comprehensive need analysis factoring State
initiatives by 15th August 2019.
• Action Plan for every Village connectivity by 2nd October 2019.
• Completion by 30th June 2022.
5. Community Action related Milestones
• 6 crore SHG women and 31 lakh elected Panchayat leaders along
with frontline workers can transform GP through community action.
• Coordinate with PRIs and DAY-NRLM to create Gram Swaraj Abhiyan
like community movement.
• This will help achievement in Ujjwala, Saubhagya, Jan Dhan, Swachh
Bharat, Safe & Potable drinking water, and nutrition.
• Coordinate with lead Departments and offer social capital of PRIs
and Livelihood Mission for implementation of programmes.
• Full immunization.
6. Governance related Milestones
• Banking services within 5 km – Banking
Correspondents through DAY-NRLM.
• Increase digital transactions and end-to-end digitized
government process in MGNREGS, NSAP, DAY-NRLM,
PMGSY, PMAY-G etc.
• Digital delivery of Government services.
• Geo-tagging of assets, GIS Mapping of roads,
substantial number of transaction based MIS already
achieved.
7. Agriculture related Milestones…(1)
• Increased incomes of households through Individual
Beneficiary Schemes of MGNREGS and diversified livelihoods
through DAY-NRLM.
• 1000 farmer producer organizations through DAY-NRLM and
its rural economic transformation component.
• Improved market access through better link and through
roads under PMGSY-III.
8. Agriculture related Milestones…(2)
• Better market opportunities for rural products through
Producer Groups, Producer Companies, Value chain
development, farm gate level processing etc under DAY-NRLM.
• Coordinate with Ministry of Agriculture regarding pension for
small & marginal farmers above 60 years of age – improved
irrigation and water conservation through massive efforts
under MGNREGS. Already 15 million hectares provided
protective irrigation in the last 4 years.
• MKSP – work with 38 lakh women farmers for sustainable
agriculture.
9. Sanitation and Solid & Liquid Waste
Management
• Ensure a toilet in every home through SBM or MGNREGS.
• Every Village with Solid & Liquid Waste management using
MGNREGS funds in conjunction with other State resources and
Finance Commission.
• Promote diverse models for waste to wealth.
• Innovative re-use of waste water.
• Ensuring sustainable ODF status through community action –
Panchayats and women SHGs.
• Supplement the efforts of Ministry of Water for transformation.
10. Social Security
• Expand NSAP to cover marginal & small farmers.
• Comprehensive social security for unorganized
labourers including insurance/pension etc – SECC based
wider coverage.
• Skill development opportunities for differently able and
for young widows – work already started under
DDUGKY/RSETI.
• Expand and increase pensions for 60+, differently
abled, and widows using SECC data.
11. Cluster Development
• Take nano enterprises of SHGs, successful SAGY GPs,
and Rurban Mission clusters to a new level of
economic activity and planned development.
• Create at least 1000 such clusters through coordinated
convergent action for infrastructure and economic
activity.
• Provide for critical gap funding as per need.
• Develop clusters around tourism, micro enterprises,
handlooms & handicrafts, agri processing, education,
skills, manufacturing, warehousing etc.
