A unique opportunity:
The ownership of the locomotive is not transferred and doesn’t show up in your
books.
With no down payment and low rentals, you have more capital to invest in the
core business.
Leasing also yields tax benefits as the rental are treated as an operating
expense depending on your tax liability.
Substantial tax benefits:
An operating lease will be treated as an expense, which shall enable you to set
off the entire lease rental from your books.
In outright purchase you get a tax benefit only on the depreciation and interest
portion.
Also lease will be an off balance sheet transaction, hence you do not have to
show non-core assets on your balance sheet.

A. Financial justification based on Hiring
charges of shunting locos from Railways
1. As per Railway Board’s letter No. TC-I/2002/ 214/5 dated 16-06-
2014, the revised rate for a diesel shunting locomotive for siding is
Rs. 5910/- per hour with effect from 1.7.2014.
2. The above hiring charge includes operating expenditure on materials
(Fuel oil, Lube oil & all consumables) and expenditure on
maintenance & operating staff. However, there are some problems
during shift changing by drivers as per experience of VAL,
Jharsuguda, ACC Wadi, Guj Ref / IOCL /Vadodara etc.
Loco hiring from railways works out to Rs. 43 lacs / loco / month.
1. Considering loco lease rate of Rs. 17.75 lacs /loco/month and taking
an average of Rs 3.5 lacs as expenditure on Fuel oil, lube oil and
other consumables:
Loco leasing from RITES works out to Rs. 21.25 lacs / loco / month.
Service tax is payable extra in both the above cases.

Scope of wet lease of Locomotive
- The capital cost of manufacture of locomotive will be born by
RITES. Delivery of locos as per LOA.
- Includes :running / out-of-course repairs, all maintenance
schedules upto POH and operating expenses of crew
- Excludes : consumables like fuel oil, lube oil, greases etc
- Round the clock manning of loco with one driver and one
assistant / pointsman ( 4 + 4)
- Loco operations: shunting, placement of loaded and empty
wagons, detachment / attachment, forming rakes etc
- Availability of locos: Min 85% in a month ( 30 days) on group of
locomotives
- Maintenance ONLY during lean period for clients
Client’s responsibility
To provide the following facilities free of cost:
• Covered shed with pit and two level platforms
• Office space and storage area for maintenance spares
• 20/5 T EOT Crane & Welding Plants
• Machine shop facility (lathe, drilling, grinding m/c etc)
• Standard fueling installation and lube oil topping facility
• Compressed air, De-mineralised water, electricity etc.
• Staff quarters for maintenance and operating staff
Apart from the above, operating consumables like fuel oil, lube
oil, suspension bearing oil, cardium compound, governor
oil, expresser oil and greases will be supplied by client at
their cost.
RITES’s responsibility
1. To provide adequate Operating and Maintenance
staff along with leave reserve. The entire staff to
be covered under WCA / ESIC/ Minimum Wages
Act as per statutory rules & regulations.
2. To arrange running/capital spares/items/
assemblies required for loco maintenance from
trade, DLW, DMW and Railway Workshops
3. To cover the locomotive under comprehensive
insurance and limited third party insurance
4. RITES will not be responsible for any
consequential damages like demurrage, loss of
production due to loco defective, derailments etc.
RITES liability to be limited to contractual
obligations as per conditions of contract.
Financial Offer
1. Number of Locos : 1
2. Minimum contract period : 2 Years
3. Non-refundable interest free Mobilization Advance of Rs.20 lacs per loco to
be deposited by client along with LOA, which will be adjusted towards
lease charges.
4. Wet Lease charges for WDS-6 loco for 1st Year
- Rs.17.75 Lacs / month / loco exclusive of applicable taxes.
5. Lease charges for 2nd year with 7% Escalation Clause.
1. ONLY agency, central PSU, in India offering leasing of diesel
locos at reasonable rates,
2. One stop solution for loco requirement including O&M of loco,
3. No initial capital investment for the client. No need to set up back
office support for procurement of about 5000 loco items
(including imported spares), as and when required.
4. Experience of last three decades in O&M of locomotives at
various sites, hence zero cost of learning curve for client.
5. Access to Resources and Technical Backup of Indian Railways
(DLW, DMW, Railway Workshops, Diesel Sheds), being a wholly
owned subsidiary of Ministry of Railways
6. Trained Manpower (>1200) from Indian Railways
7. Economically viable proposal / alternative,
8. Assured minimum availability of the locomotive (85% *)
9. Client can focus on core activity of port operations and /or power/
cement/steel production.

As per Railway Board’s letter No. TC-I/2002/ 214/5 dated 16-06- 2014, the revised rate for a diesel shunting locomotive for siding is Rs. 5910/- per hour with effect from 1.7.2014. 2. The above hiring charge includes operating expenditure on materials (Fuel oil, Lube oil & all consumables) and expenditure on maintenance & operating staff. However, there are some problems during shift changing by drivers as per experience of VAL, Jharsuguda, ACC Wadi, Guj Ref / IOCL /Vadodara etc. Loco hiring from railways works out to Rs. 43 lacs / loco / month. 1. Considering loco lease rate of Rs. 17.75 lacs /loco/month and taking an average of Rs 3.5 lacs as expenditure on Fuel oil, lube oil and other consumables: Loco leasing from RITES works out to Rs. 21.25 lacs / loco / month. Service tax is payable extra in both the above cases.

  • 10. Scope of wet lease of Locomotive - The capital cost of manufacture of locomotive will be born by RITES. Delivery of locos as per LOA. - Includes :running / out-of-course repairs, all maintenance schedules upto POH and operating expenses of crew - Excludes : consumables like fuel oil, lube oil, greases etc - Round the clock manning of loco with one driver and one assistant / pointsman ( 4 + 4) - Loco operations: shunting, placement of loaded and empty wagons, detachment / attachment, forming rakes etc - Availability of locos: Min 85% in a month ( 30 days) on group of locomotives - Maintenance ONLY during lean period for clients

Client’s responsibility To provide the following facilities free of cost: • Covered shed with pit and two level platforms • Office space and storage area for maintenance spares • 20/5 T EOT Crane & Welding Plants • Machine shop facility (lathe, drilling, grinding m/c etc) • Standard fueling installation and lube oil topping facility • Compressed air, De-mineralised water, electricity etc. • Staff quarters for maintenance and operating staff Apart from the above, operating consumables like fuel oil, lube oil, suspension bearing oil, cardium compound, governor oil, expresser oil and greases will be supplied by client at their cost.
  • 12. RITES’s responsibility 1. To provide adequate Operating and Maintenance staff along with leave reserve. The entire staff to be covered under WCA / ESIC/ Minimum Wages Act as per statutory rules & regulations. 2. To arrange running/capital spares/items/ assemblies required for loco maintenance from trade, DLW, DMW and Railway Workshops 3. To cover the locomotive under comprehensive insurance and limited third party insurance 4. RITES will not be responsible for any consequential damages like demurrage, loss of production due to loco defective, derailments etc. RITES liability to be limited to contractual obligations as per conditions of contract.
  • 13. Financial Offer 1. Number of Locos : 1 2. Minimum contract period : 2 Years 3. Non-refundable interest free Mobilization Advance of Rs.20 lacs per loco to be deposited by client along with LOA, which will be adjusted towards lease charges. 4. Wet Lease charges for WDS-6 loco for 1st Year - Rs.17.75 Lacs / month / loco exclusive of applicable taxes. 5. Lease charges for 2nd year with 7% Escalation Clause.
