My name is Michael Kacala, and currently I am the Engineering Manager for PT WorleyParsons
Indonesia where we employ approx. 350+ personnel in all engineering disciplines. We provide
comprehensive engineering consultancy services for the resources and energy industries (oil, gas,
refinery, petrochemicals, minerals, power stations, infrastructure, utilities, etc).
I am providing this letter of reference for Katarina Mulat Hapsari based on two previous periods of
work history with her, i.e.:
• PT Kufpec Indonesia (Seram Island) – at which time I was the Chief Facilities Engineer. This
operation is now owned by CITIC (Seram), a Hong Kong based company.
• PT Strategic Services (Indonesia) – at which time I was the Operations & General Manager.
On both these occasions, I worked directly with Katarina and as such have “first-hand” knowledge of
her work capabilities and character.
U PT Kufpec Indonesia (now CITIC Seram)
PT Kufpec Indonesia is wholly owned by the Kuwait State National Oil company. Kufpec Indonesia
constructed and operated an oil and gas processing and export facility on Seram Island – a remote
location within the Maluku Islands region adjacent to Irian Jaya. This facility was sold to CITIC (a
Hong Kong based financial and investment company) in 2007/2008.
During the period of Kufpec operations and my first contact with Katarina, she wholly managed
Architectural and Building company (PT Mandiri Gamilang) which tendered and won an EPC Project to
design, supply and construct/upgrade living quarters for 600 personnel, offices for operations and
maintenance, recreational areas and surrounds, and all support services and utilities.
During the contract period of this EPC Project - which spanned from June 2004 to April 2007 (actual
site work finished in Jan. 2007) Katarina and her company completed the following work:
• All architectural, electrical, mechanical, civil and structural design work for the 600 personnel
living quarters, kitchens, support systems (food storage and refrigeration, laundries,
ablutions, water distribution, sewerage systems), internal and external recreation areas, and
general surrounds landscaping.
• Procurement and inspection of all materials for the project.
• Logistics and shipping of all materials from mainland Indonesia to Seram Island, as well as
mobilization of all her site personnel team (60 - 100 trades persons).
• Site management, supervision and control, and fabrication/construction for the total project.
• All related HR, administration, financial, and contractual activities.
• Technical and Client interfacing activities.
• Other requirements as necessary for the complete EPC project.
The work was completed within schedule and contracted budget. However, what is not immediately
obvious in the above is the extensive “hands-on” approach and involvement that Katarina had with all
phases of this project. This involvement covered all activities under the EPC Project, through to actual
site construction management and supervision (the site work duration spanned many months of field
work - in an extremely remote geographic location – and Katarina was directly involved in the field
throughout this entire period).

The work executed by Katarina was of a very high quality relative to what is typically achievable under
the conditions and circumstances of this remote location - and totally credited to her active
involvement in all phases of the project, her high level of competency, capability, and determination –
from start to finish. From the Client perspective, I am able to state that the project was a highly
successful one, and acknowledged as such by many people within the Kufpec organization (including
the end-user - which is quite an achievement).
U PT Strategic Services
Strategic Services was a privately owned company. It focused on activities relating to highly
specialized architectural and engineering design; selected equipment fabrication; transport/logistics;
project management support services; personnel recruitment and supply to the hydrocarbon and
minerals exploration, processing, and support industries; and selective projects investment (e.g. heli-
portable camps, drill tubing threading/machine-shops, deep sea ROV minerals exploration, supply
base design, development and capital sourcing).
My role at Strategic Services was Operations & General Manager, and on the basis of Katarina’s
exceptional work for Kufpec she was specifically pursued and appointed as Senior Project Manager
within Strategic Services.
During her period of work (March 2007 to April 2008) at Strategic Services, Katarina
managed/developed a number of projects, including:
• Heli-portable camps design, procurement/fabrication, and supply.
• Project Management of specialized equipment (structural and mechanical) design, fabrication
and supply.
• Review and report on the potential upgrade and refurbishment of a hotel resort on a privately
owned island on the East coast of Malaysia.
• Front-end studies, design and development work for a major Supply Base in a very remote
area of Papua New Guinea (Southern Highlands area near Kutubu).
In addition to the above, she was also instrumental in recruiting, developing, mentoring, managing
and retaining a highly specialized team of Architects and Engineers required for the projects being
executed, as well as actively involved/leading business development and bidding for new projects.
The most notable achievement during her period at Strategic Services related to the total concept
development and detailed design for 5 x 120 man modular accommodation camps (complete,
including all support services and systems for remote long duration accommodation) for oil and gas
drilling services teams. The Client for this work was an Australian oil/gas company (Oilsearch
Australia Pty Ltd). This project required extensive elements of “lateral design thinking” – primarily
because the entire camps had to be transportable in modular form - to extremely remote locations (by
world standards) via Chinook Helicopters – with aerial lift capacity not exceeding 9 tonnes. The camps
had to be capable of demobilization-helicopter transport-remobilization within a time-frame of approx.
3 to 5 days due to air transport costs being approx. USD10,000 per hour.
Katarina and her team completed all conceptual and Architectural design, selected and managed sub-
contractors involved in civil/structural, mechanical, electrical, telecommunications design, and
interfaced with the Client, Civil Aviation and Regulatory Authorities for the complete works. At the
time, this design was considered leading edge architectural/engineering accommodation camps
development.
