A review of the cement
industry in Latin America

Latin American Cement market
performance in 2016
• Central America experienced a three-year contraction around financial crisis - US-linked
economic growth, but have been expanding since 2014.
• South America had a limited impact of global financial crisis in ’09 - significant deterioration
during current cyclical downturn, -8%, dragged down by the poor performance of its much
larger markets (Brazil, Ecuador, Colombia and Peru)
• In 2016, the region show a slit growth performance, but still was poor in comparison with larger
economies.
Latin America cement consumption
• The Latin American Regional cement consumption is only moderately impacted by the global
financial crisis, rallying to a peak of 187Mt in 2014.
• One third of regional demand comes from Central America (incl. Mexico) and two thirds from
South America. Also, Brazil and Mexico consume more than all other markets combined.
• Since 2014, we can evidence a weakening in the largest markets, especially Brazil, were the
demand contracted (2016 volumes 12Mt below 2014 peak).
Latin America & Caribbean: supply side
• Unsustainable level of capacity which has left the region in a state of oversupply (theoretical
supply surplus of 115Mta)
• In Latin America there is a total capacity of 291Mta and average capacity utilisation rate is
around 60%.
• New plants are under construction or have being recently completed (Nicaragua, Costa Rica,
Guatemala and Colombia)
• Countries such as Chile, Peru, Brazil are suffering critical levels of overcapacity and
compromising their cement producers profitability.
Cement Industry in the Caribbean
• In the region, a total of 22 different companies operate 23 cement plants, with an approximate
production capacity of 19.8 million tons.
• Among the biggest cement groups in the region are: CEMEX, TLC, Argos

• 22 companies- 23 cement plants- approximate production capacity of 19.8 million tons
• Cement consumption per year, approx. 10 to 12 million tons.
• Large amounts of imports from the Mediterranean+ low freights = over supply and low prices
• The ton in the region is approximately USD $190

• In DR 7.7 million metric tons are currently produced, with an excess capacity of around 53%,
which has led to the search for new markets.
• Installed capacity for 20 years
• Cemex has a market share of 40% in the. Only two of the companies are Dominican, while the
remaining five are the result of partnerships with foreign companies.

the first semester of 2017
• The per capita consumption is 327 tons per inhabitant

Haiti
• Nowadays, it has an installed capacity of 600, 000 TN / year by installing a rotary dryer
for raw materials, a grinding mill and a high efficiency separator.
• Argos bought Holcim's participation in the consortium CINA and becomes a strategic
partner.
• In 2017 total cement consumption was 1,78 MM TN, domestic consumption is 139
kg/hab
• Two readymix companies, GDG Betons and Metallics, serve Port-au-Prince, though
demand is slight.

Jamaica
• Caribbean Cement Company Limited (Carib Cement) has been in operation since 1952 and is
the sole manufacturer of Portland and blended cement in Jamaica.
• After recent upgrades in its kiln, it has moved from producing 2,800 tonnes to 3,200 tonnes of
clinker per day.
• Its aim is to push cement production from 910,000 tonnes to 1.2 million tonnes annually by
2019.
• A canadian company Cemcorp built a 1.5 million tpa cement plant in St Catherine at an
investment of US$340 million. Its production is meanly sell to neighbouring countries due to
CARICOM benefits.

Puerto Rico
• In January of 2018, Cemex Puerto Rico stopped clinker production at its Ponce cement plant
and it will moved to grinding cement in January 2018.
• Cement sales have been falling since 2009 and Hurricanes Irma and Maria.
• Local market only needs around a third of the country’s capacity. Total cement demand is
currently around 0.4Mt or some 33 per cent of CEMEX’s total installed capacity .
• Consumption per capita is 227kg/inhab
• Cement production has fallen by 30%
year-by-year to 756,000 bags in the
first eleven months of 2016 from
1.08M bags in the same period in
2015. The decline has been attributed
to a lack of funding supporting
infrastructure projects and a slowdown
in the residential construction sector.

Cuba
• In 2017, the six cement plants of Cuba
were not able to provide a volume of
1.57 million tons, which the
government required, due to the lack
of budget for the maintenance and of
materials for cement bagging
• Cuban government is planning to built
a new cement plant in Santiago de
Cuba. With the construction of this
new cement plant production capacity
would be around 1 million tpy of
clinker.
• Cement production is 4.95 MTA
• The current demand of cement exceeds the production. Forecasted demand based on the
cement group's estimations would be in the order of 15% and 10% growth rate by the
subperiods 2020–2025, 2026–2030, respectively
• Consumption per capita is 227kg/inhab.

• Total production in 2016 amounted 0.4 MTA
• A construction boom, linked to tourism and residential development, has assisted the recovery
of a large cement plant in the north of the island that was closed for some years and reopened
in 1997. In 1997 the kiln, with a 0.35Mt/yr capacity, was restarted
• Hydraulic cement production totalled 267,659 tons in 2000, up from 106,515 in 1996
• Consumption per capita is 372 kg/inhab

Guadalupe and Martinique
• On both island, each year cement production is between 450 and 600,000 tons. Cement
production in the first half of 2017 was 82,000 tons.
• On Guadeloupe ciment antillais operates a 0.600 MTA milling facility at Jarry, about 1 km from
the port of Point a Pitre. The company is largely owned by Lafarge although Vencemos also
has a sizeable stake in it.
• Ciments Antillais also is active on Martinique where its two mills at Fort-de-France are capable
of producing 0.35 MTA of cement. Its end-product can be easily transported to the nearby port.

Consumption & Imports
• The consumption of cement is constantly decreasing, 600 kg per inhabitant and per year (less
than 190,000 tonnes) to reach its lowest level in the last ten years.
• The main exporter of clinkers to Guadeloupe and Martinique has been Venezuela for several
years. However, we see emerging new players in the Western Hemisphere (Dominican
Republic, Colombia, Brazil) and Turkey.
Cement industry in Central America
• CA has experienced a positive but weakening economic growth trend for some time. The most
recent figures indicate this trend has continued in recent years.
• Biggest cement producers in the region are: Cemex, Holcim and Argos.
Mexico
• From 2008 to 2010, the industry only experienced negative growth rates due to the financial
crisis
• In 2015, the productive capacity for cement was 45 million tons, with an idle capacity of
15.7%.
• Consumption per capita is 307 kg/hab
Mexico
• The cement industry remained highly concentrated in the hands of just six companies : Cemex,
Grupo Cementos de Chihuahua, Cemento Moctezuma, Holcim-Apasco, Cruz Azul, and
Cementos Fortaleza.
• Cemex and Apasco dominate the Mexican market with an installed capacity of over 37 million
ton or 78% of the total production capacity

El Salvador
• The cement industry in El Salvador is dominated by one producer, Holcim El Salvador, in which
the Swiss cement producer Holcim has a 90% stake.
• CEMEX LatAm commenced its cement operations in El Salvador in 2011 when it began
exporting cement to El Salvador. El Salvador's distribution center has a warehouse capacity of
250 metric tons. This commercial office mainly distributes cement produced in Mexico, Costa
Rica and Nicaragua.

Venezuela
• The cement industry in Venezuela has had constant changes- 2008 nationalizations: National
Cement Factory, Vencemos, Cemento Andino, Venezuelan Cement Industry, Cemento Cerro
Azul and Cemento Socialista Corporation.
• The performance of four companies between 2011 and 2015 reflects that they only took
advantage of 52% of the installed capacity and three of them reflected important drops in
production: National Cement Factory, 67%; Andean Cement, 39% and Vencemos, 15%.
Venezuela
• By 2015 it had been reduced by 41%, to be placed at 6 million tons per year. In 2016 the
country’s cement production reached 1,227,101 tonnes, meaning a mere 15% of the total

• Due to the merge of Holcim and Lafarge. Lafarge had to sell its company in Ecuador to
UNACEM. The third big company sharing the market with Holcim and UNACEM Ecuador is the
state-owned UCEM.
• There might be another Peruvian player, Grupo Gloria- Cementos Yura, new clinker plant
• Holcim Ecuador introduced a new production line of clinker in the second phase of
modernization of their plant in Guayaquil ($400 million).

• Argentina is one of the largest markets in Latin America, with approximately 10.8 million tons
consumed in 2016.
• According to AFCP, the operative installed capacity of the cement industry in Argentina in 2016
was 15.3 million tons.
• In the January-March period, Argentina’s cement demand increased 13.3 per cent YoY to
3.059Mt from 2.7Mt reported in the year-ago period.
• Total consumption per capita is 286 kg per inhabitant.

• Total production from domestic producers rose 4.7 per cent YoY to 1,080,577t from 1,032,090t in
March 2017 and by 18 per cent MoM from 916,029t. Of this total, 6746t was exported in March

  • 2. Latin American Cement market performance in 2016 • Central America experienced a three-year contraction around financial crisis - US-linked economic growth, but have been expanding since 2014. • South America had a limited impact of global financial crisis in ’09 - significant deterioration during current cyclical downturn, -8%, dragged down by the poor performance of its much larger markets (Brazil, Ecuador, Colombia and Peru) • In 2016, the region show a slit growth performance, but still was poor in comparison with larger economies.
  • 3. Latin America cement consumption • The Latin American Regional cement consumption is only moderately impacted by the global financial crisis, rallying to a peak of 187Mt in 2014. • One third of regional demand comes from Central America (incl. Mexico) and two thirds from South America. Also, Brazil and Mexico consume more than all other markets combined. • Since 2014, we can evidence a weakening in the largest markets, especially Brazil, were the demand contracted (2016 volumes 12Mt below 2014 peak).

Latin America & Caribbean: supply side • Unsustainable level of capacity which has left the region in a state of oversupply (theoretical supply surplus of 115Mta) • In Latin America there is a total capacity of 291Mta and average capacity utilisation rate is around 60%. • New plants are under construction or have being recently completed (Nicaragua, Costa Rica, Guatemala and Colombia) • Countries such as Chile, Peru, Brazil are suffering critical levels of overcapacity and compromising their cement producers profitability.
  • 5. Cement Industry in the Caribbean • In the region, a total of 22 different companies operate 23 cement plants, with an approximate production capacity of 19.8 million tons. • Among the biggest cement groups in the region are: CEMEX, TLC, Argos

Only two of the companies are Dominican, while the remaining five are the result of partnerships with foreign companies.

Exports • Haiti is the main export market, followed by Jamaica, Puerto Rico, Suriname, Turks & Caicos. • Exports to Haiti in 2016 decreased by -7.7%. • Haiti imposed in September 2015 entry restrictions by land. • Today the cement industry in the Dominican Republic is exporting 30% of its production, which represents approximately US $ 140 MM of annual revenue

Haiti • Nowadays, it has an installed capacity of 600, 000 TN / year by installing a rotary dryer for raw materials, a grinding mill and a high efficiency separator. • Argos bought Holcim's participation in the consortium CINA and becomes a strategic partner. • In 2017 total cement consumption was 1,78 MM TN, domestic consumption is 139 kg/hab • Two readymix companies, GDG Betons and Metallics, serve Port-au-Prince, though demand is slight.

Jamaica • Caribbean Cement Company Limited (Carib Cement) has been in operation since 1952 and is the sole manufacturer of Portland and blended cement in Jamaica. • After recent upgrades in its kiln, it has moved from producing 2,800 tonnes to 3,200 tonnes of clinker per day. • Its aim is to push cement production from 910,000 tonnes to 1.2 million tonnes annually by 2019. • A canadian company Cemcorp built a 1.5 million tpa cement plant in St Catherine at an investment of US$340 million. Its production is meanly sell to neighbouring countries due to CARICOM benefits.

Puerto Rico • In January of 2018, Cemex Puerto Rico stopped clinker production at its Ponce cement plant and it will moved to grinding cement in January 2018. • Cement sales have been falling since 2009 and Hurricanes Irma and Maria. • Local market only needs around a third of the country’s capacity. Total cement demand is currently around 0.4Mt or some 33 per cent of CEMEX’s total installed capacity . • Consumption per capita is 227kg/inhab • Cement production has fallen by 30% year-by-year to 756,000 bags in the first eleven months of 2016 from 1.08M bags in the same period in 2015. The decline has been attributed to a lack of funding supporting infrastructure projects and a slowdown in the residential construction sector.

  • 31. Guadalupe and Martinique • On both island, each year cement production is between 450 and 600,000 tons. Cement production in the first half of 2017 was 82,000 tons. • On Guadeloupe ciment antillais operates a 0.600 MTA milling facility at Jarry, about 1 km from the port of Point a Pitre. The company is largely owned by Lafarge although Vencemos also has a sizeable stake in it. • Ciments Antillais also is active on Martinique where its two mills at Fort-de-France are capable of producing 0.35 MTA of cement. Its end-product can be easily transported to the nearby port.

El Salvador • The cement industry in El Salvador is dominated by one producer, Holcim El Salvador, in which the Swiss cement producer Holcim has a 90% stake. • CEMEX LatAm commenced its cement operations in El Salvador in 2011 when it began exporting cement to El Salvador. El Salvador's distribution center has a warehouse capacity of 250 metric tons. This commercial office mainly distributes cement produced in Mexico, Costa Rica and Nicaragua.
