Huaihe River Basin
Huaihe river water system:covers
189 thousand square kilometers,
which account for 70 percent of
the Huaihe River basin. The main
-streem is 1000 kilometers long.
I. Water Pollution Situation
CODmn index of 130 sections exceeded the class water quality
standard;
NH3-N index of 128 sections exceeded the class standard;
DO index of 85 sections exceeded the required standard;
BOD index of 39 sections exceeded the required standard;
Volatile phenol index of 27 sections exceeded the required
standard.
1. Setup the basin negotiation and administration
monitoring system of Chinese Characteristic
2. Issued the Interim Regulations for the Water
Pollution Prevention and Control of Huaihe River
Basin
3. Compiled the water pollution prevention and
control plan

4. Strengthen the Industrial Structure Regulation
5. Discharge accord to the standard
6. Accelerate the municipal sewage treatment
plant construction

III. Existing Problems
1.Some of the second third class tributaries could not
meet the target of IV class water quality standard.
2.No thorough investigation was carried out for
wastewater reuse (irrigation).
3.The construction of municipal wastewater
treatment plant proceeded rather slowly.
4.The hurried constructed treatment projects
brought forward series problems.
III. Existing Problems
5.Lacked cost effective and high efficiency technique
for the treatment of the high concentration organic
wastewater, which is difficult for biological
degradation.
6.The supervision and administration measures were
lagged behind.
7.The problems existing in the COD and NH3-N
based organic pollutant water environment standard
and administration system were discovered.
IV. The main tasks in the Tenth-
Five-Year Plan
1.Strengthen the supervision and administration
further and consolidate the discharge treatment
achievements.
2.Accelerate the construction of the municipal
wastewater treatment plant.

3.Compile the regional total amount control plan on
the basis of total amount control plan of the whole
basin, then carry it out through the implementation
of the marketable discharge permits system.
4.Expand the financing channels, accelerate the
speed of industrialization and marketization.

  • 12. Huaihe River Basin Huaihe river water system:covers 189 thousand square kilometers, which account for 70 percent of the Huaihe River basin. The main -streem is 1000 kilometers long.

Water Pollution Situation CODmn index of 130 sections exceeded the class water quality standard; NH3-N index of 128 sections exceeded the class standard; DO index of 85 sections exceeded the required standard; BOD index of 39 sections exceeded the required standard; Volatile phenol index of 27 sections exceeded the required standard.

Existing Problems 1.Some of the second third class tributaries could not meet the target of IV class water quality standard. 2.No thorough investigation was carried out for wastewater reuse (irrigation). 3.The construction of municipal wastewater treatment plant proceeded rather slowly. 4.The hurried constructed treatment projects brought forward series problems.

Existing Problems 5.Lacked cost effective and high efficiency technique for the treatment of the high concentration organic wastewater, which is difficult for biological degradation. 6.The supervision and administration measures were lagged behind. 7.The problems existing in the COD and NH3-N based organic pollutant water environment standard and administration system were discovered.
  • 18. IV. The main tasks in the Tenth- Five-Year Plan 1.Strengthen the supervision and administration further and consolidate the discharge treatment achievements. 2.Accelerate the construction of the municipal wastewater treatment plant.

The main tasks in the Tenth- Five-Year Plan 3.Compile the regional total amount control plan on the basis of total amount control plan of the whole basin, then carry it out through the implementation of the marketable discharge permits system. 4.Expand the financing channels, accelerate the speed of industrialization and marketization.
