was	first	set	up	to	enable	communicaDon	between	
paDents	and	staff	at	the	Royal	London	Hospital	in	
East	London.	The	local	police	on	the	Isle	of	Dogs	
then	requested	24	hours	a	day	coverage	in	16	
languages.		
	
Language	Line	Services’	Telephone	InterpreDng	and	
TranslaDon	Services	grew	rapidly	throughout	the	
1990s,	and	the	company	is	now	part	of	the	largest	
InterpreDng	company	worldwide	providing	170	
languages.

Michael	Young	le	a	remarkable	legacy	of	ideas	and	
insDtuDons	which	had	an	enormous	impact	on	the	
day-to-day	lives	of	the	millions	of	people	who	use	
them	and	on	how	we	think	about	our	society.	
	
Over	the	next	fiy	years	the	Young	FoundaDon,	as	a	
centre	for	social	innovaDon	and	entrepreneurship,	
hopes	to	have	an	equally	profound	impact.

We	believe	structural	inequality	undermines	the	economy	and	corrodes	our	wellbeing.	Lack	of	opportunity	
and	limited	social	mobility	destroys	lives,	leaving	its	mark	on	communiDes,	relaDonships,	aspiraDons	and	self-

The	Young	FoundaDon	harnesses	the	power	of	disrupDve	innovaDon	to	address	the	causes	of	inequality.	This	
innovaDon	is	based	on	research,	partnerships	and	pracDcal	problem	solving.	We	use	it	as	a	tool	for	change	in	
the	systems	that	undermine	individual	responsibility,	empowerment	and	parDcipaDon.	We	have	already	
created	projects	that	are	opening	up	new	paths	to	power	for	marginalised	people	at	the	local	level.		
	
We	create	new	movements,	insDtuDons	and	companies	that	empower	people	to	lead	happier	and	more	
meaningful	lives.		
	
We	work	with	the	public	and	private	sectors	and	civil	society	to	strengthen	their	posiDve	impact	on

	 	THE	INNOVATIONS
In	some	communities,	even	when	people	try	to	make	change	happen	or	to	socially	innovate,	it	is	not	
recognised	by	others	as	a	valid	action,	or	is	not	given	‘permission	to	act’.		
People	perceive	they	cannot	do	things	because	people	like	them	are	not	responsible.		
We	have	also	documented	that	in	different	contexts	communities	–	individuals	or	people	–	have	not	always	
gone	along	with	this	idea	that	they	shouldn’t	act	or	cannot	help	themselves.		
They	are	acting	to	make	change	happen	all	the	time	but	it	isn’t	recognised.		
One	way	in	which	communities	engage	with	inequality	narratives	is	by	actively	countering	them.	They	tell	a	
different	story,	share	a	different	vision,	and	ascribe	different	meaning	to	the	same	facts.	We	call	these	
counter-narratives.	Counter	narratives	emerge	independently	of	the	dominant	narrative	and	in	spite	of	it.	
They	draw	on	community	knowledge	and	community-centric	values.		(Hodgson	2016)

In	certain	situations,	like	in	the	Basque	case,	people	can	generate	the	permission	to	act	for	themselves,	
through	social	means:	self-belief,	acting	on	shared	values,	and	by	supporting	each	other.	They	can	tell	
themselves	that	they	and	others	can	do	something	.	
	They	don’t	need	specific	skills	or	authority	.They	just	need	an	attitude	to	be	willing	to	help	make	change	
happen.		
This	gives	them	the	‘social	permission	to	act’.	It	is	based	and	driven	by	shared	values	and	actions.		
The	success	of	community-led	innovation	is	that	it	is	socially	and	community	based.	People	take	actions	
and	are	supported	by	the	community,	who	often	join	them	because	they	trust	them	and	believe	in	their	
ideas.	(Hodson	2016)
