Who is Natasha Akpoti?
A 38 year old mother of 3, born to a Ukrainian mother
and a Nigerian father from Okehi Local Government Area
of Kogi state. Natasha started her career as a legal
counsel in Brass LNG after which she resigned to become
a Social Entrepreneur upon the establishment of Builders
Hub Impact Investment Program initiative which drives
the revival of neglected indigenous industries.
From childhood, Natasha has been a goal-oriented and
focused high achiever. Her numerous educational
qualifications proves her thirst for knowledge and quest for
self development. An amazon whose inner strength prevailed
against all obstacles to become a celebrated woman of
substance to receive the Presidential award from the
Nigerian Society of Engineers in 2017 for her outstanding
agitation for the revival of Ajaokuta Steel.
Natasha’s sheer patriotism and disruptive nationalistic
approach to issues got her identified by youths as the face of
hope for a new Nigeria. Her political philosophies
entrenched in the principles of justice, fairness and inclusivity
are Social Democratic for she believes common resources
must be harnessed for the advantage of common Nigerians.
2. On the 1st of March 2018, Natasha Akpoti’s 3-year
long advocacy for the revival of the Nigerian steel
sector peaked when she held the country spell bound
at the National Assembly’s sectoral debate where she
exposed factual controversies surrounding Ajaokuta
Steel complex (ASC) which lays moribund in her
district in Kogi state.
So powerful was her presentation that legislative reforms
were immediately set to:
i. Stop the unjust concession of ASC
ii. Create a $1 Billion resuscitation lifeline.
As the 2019 elections drew closer, the people of her
constituency found credible leadership in Natasha and
called upon her to represent them as Senator at the 9th
National Assembly.
She answered the call because she understands the
need for smart and vibrant leadership in the Nigeria’s
ageing political landscape. Natasha also appreciates
the fact that driving reforms from the civil space is
extremely difficult and life threatening; whereas,
authority can help accelerate necessary impacts.

Grateful I am from the depth of my heart to the good people of Adavi,
Ajaokuta, Okehi, Okene and Ogori-Magongo LGAs for your support

the dawn of a long awaited awakening of the voter’s minds and I have no
doubt that our resounding victory at the pools is guaranteed.
I understand your pains and frustration which emanates primarily from the
lack of wealth creating opportunities resulting in poverty, joblessness,
crimes etc. I’m also familiar with the disconnect between the government
and the communities resulting in poor healthcare & education, bad roads,
lack of portable water and epileptic electricity amongst many others.
Suffice to say that my global acquisition of pristine knowledge taught me to
optimise efforts channeled through smart processes and projects. Hence,
functional Ajaokuta & Itakpe complexes would tackle the aforementioned
issues in a strategic manner through the creation of millions of jobs and
billons of revenue for the host communities, state and country.
My first-hand knowledge of the aforementioned problems was the main
reason I picked up the advocacy for the revival of Ajaokuta Steel Complex
and her feeder mine - the National Iron Ore Mining Company, Itakpe 3
years ago. At the Senate, I shall make laws and ratify treaties to accelerate
their revival and ensure smooth operations for our collective benefits.

6. Every district in Nigeria has its distinctive Comparative Advantage.
That’s to say, all communities making up the Kogi Central District
have the ability, if advantages are properly harnessed and
administered, to create and maintain a healthy, wealthy and
sustainable local economy. However, this can only be possible when
the theories of Social Justice and Economic Development are
specifically provided for in the Constitution of the Federal Republic
of Nigerian and implemented by the Executives for the benefit of
Kogi Central and Nigerians at large.
Thus, Natasha’s Senatorial manifesto shall predominantly focus on
writing of laws and ratification of treaties which promote the concepts
of Social Justice and Economic Development as applicable for the
greater advantage of Kogi Central constituents, citizens and residents of
Nigeria.
It’s important to mention here that the functions of a senator are not
limited to his or her immediate constituency alone but to the whole
country. This is so because the Constitution of the Federal Republic
of Nigeria as promulgated by the National Assembly applies to the
entire country not a particular district or state.

7. Economic Development
Economic Development’s concept rallies predominantly
around revenue generation and job creation as a means of
poverty alleviation. It’s trite to mention that every District in
Nigeria is different and has its own unique Comparative
Advantage to achieve an economic growth. Thus, to ensure
an appropriate legal framework is devised for a
harmoniously integrated governance, amongst the three
tier of government, there was need to undertake a SWOT
analysis to identify internal Strength and Weaknesses vis-à-
vis the external Opportunities and Threats of the 5 Local
Governments Areas making up the KCD.
Findings from this strategic analytical technique helped
evaluate KCD’s potential growth characteristics as follows:
1.Ajaokuta Steel Company (ASC) & National Iron Ore
Mining Company (NIOMCO): Harnessing the abundant
Iron Ore reserves by ensuring a total revival of the
moribund steel complex ASC and its feeder captive mine –
NIOMCO both of which are situated within the KCD.
2.Business Development Hubs for Small Medium
Enterprises (SME): stimulating the local industries that
encapsulate cultural heritage and skill-set such as the loom
cloth weaving and other smart ideas for national and
international markets.
1. Ajaokuta Steel Company & NIOMCO
A gigantic and sprawling erection of the world’s first
environmental friendly and Africa’s largest Metallurgical
plant cum Engineering complex poised to serve as the
bedrock for Nigeria’ industrialization. This complex is to
stimulate a multitude of upstream and downstream
industrial and economic activities critical to the
diversification of Nigeria’s economy.
The National Bureau of Statistics documents
Nigeria’s Iron and Steel Import from 2007 to
2016 over 10 trillion naira.
The process whereby Kogi Central District,
Kogi state and Nigeria consciously
improves its immediate economic
wellbeing causing a healthy development
in the standard of living from poor to
wealth is termed Economic Development.
8. This isn’t surprising as 80% of what Nigeria imports is
derived from steel or its by-products. Buttressing this point
are the following facts:
-Construction Industry consumes 50% of the world’s
steel produced.
-Home appliances and preservative cans consume 38%
of the World steel
Needless to say, the value chain proposition of the steel
sector cuts across the metallurgical, Agricultural, Defense,
Construction, Medical, Power, Telecommunication,
Aviation, Automobile, Marine, Petroleum sectors.
Furthermore, feeding the Textile, Leather, Pharmaceutical,
Paper, Sugar, Water, Beverage, Fabrication, Gaseous,
Domestic appliances and so many more industries. The
aforementioned sectors and industries shall invariably
positively impact the local economy promoting the
development of Human Resources, Education,
Transportation, and SMEs within the KCD, Kogi state and
Nigeria at large.
These streams of economic activities present in any
country position it to be called an Industrialized Nation.
Forthright to say that this will invariably open up KCD and
Kogi state to the world’s market thereby generating
millions of jobs and generating trillions of revenue for the
country, billions for Kogi state and tons of benefit for KCD
as Host Communities.
However, for all of the above to become
a reality, there must Political Will causing
series of affirmative actions decisively
taken across the Legislative, Executive
and Judiciary arms of government.
10. Natasha’s Role at the National Assembly towards
the Development of Nigeria’s Steel Sector
The Mines and Steel sector is long over due for some
major reforms. Pursuant to Item 39 of the Exclusive
Legislative List as contained in the Second Schedule of the
1999 Constitution of the Federal Republic of Nigeria; the
affairs of the Mining sector lays absolutely with the Federal
Government and can only be amended by the National
Assembly. Thus, to project a more responsive national
advantage for the Mines and Steel sector the following
reforms should be sought:
1. Work with the professional stakeholders and
Executive and Judiciary arms of Government to write
and pass a Nigerian Steel Law. Just like the Petroleum
Industry Bill is critical to regulating activities within the Oil
& Gas sector; so also is the necessity of a regulatory
document for the Steel sector. This set of laws shall protect
Ajaokuta Steel Company, NIOMCO, Delta Steel and other
rolling mills across the country from administrative and
operational mishaps resulting predominantly from political
will and change in government administrations.
2. Consider the transfer of Mines from the Exclusive
Legislative list to the Concurrent list. For clarification,
items listed under the Exclusive list are assigned to the
Federal government while items listed under the
Concurrent list are assigned to both the Federal and state
government. The essence of this is to promote the spirit of
Federalism whereby Kogi state will have greater
jurisdiction over its natural resources and in turn accord
KCD a better Comparative Advantage in the development
of its local economy.
3.The promotion of transparency and accountability has
been a long-standing concern in the Mines and Steel
sector. Therefore, the National Assembly shall by virtue of
S. 16 (3) under the Fundamental Objectives and Directives
of State Policy of the 1999 Constitution administer laws and
make recommendations to the President on measures
necessary to promote transparency and accountability of
the administration and operations of Mines and Steel
activities.
4. Reestablishment of a Nigerian Steel Development
Authority as existed in the 70s purposefully to oversee
the construction, maintenance and operation of Steel
plants and Mines in Nigeria. This body shall be made up
of professional experts in the extractive and engineering
industry while collaborating with the Ministry of Mines and
Steel who shall implement decisions, develop, monitor and
11. and evaluate policies. Akin to the Nigerian Communications
Commission (NCC) and Ministry of Information and Culture;
the NSDA and Ministry of Mines and Steel shall work
independently to achieve designated mandates while
collaborating on common grounds towards the attainment
of a responsive, transparent and efficient Mines and Steel
sector.
5. Pass laws that would protect Host Community interest
in the businesses within the KCD. This is extremely critical
taken into cognizance the happenings of past events where
communities were exploited by foreign and national
investors and in some cases, the Federal Government itself.
The sad concerns of Host Communities isn’t peculiar to KDC
itself but to the Niger Delta region of the country as well as
other resource-rich parts of the world drawing the attention
of the United Nations who promulgated a set of Guiding

Barrister Natasha Hadiza Akpoti shall implement these
and many more reforms when she resumes office as the
Senate Chairman Committee on Steel representing Kogi
Central Senatorial District. As chair, she shall oversee the
legislative concerns of the entire steel sector not limiting to
ASC but Delta Steel Aladja in Delta state and rolling mills in
Jos, Katsina and Oshogbo. Moreover, Host Communities
engagements shall be prioritized in tandem with the
interests of entire Nigerians.
By aligning our country with this declaration, KDC
shall have their interest PROTECTED during
investments, their indigenous rights and culture
RESPECTED, and effective REMEDIES when
investors breach contract and rights.
12. One thing is sure; the people of Kogi Central District
(KCD) are highly entrepreneurial and engaging. Their
hardworking and conservative nature makes them quite
resilient in upholding ancient crafting techniques. Little
wonder the best Cloth-Weavers, Blacksmiths and
Carpenters come from the KDC. Not limited to crafts, other
trades such as garri making, masonry and farming
contribute substantially to the local economy. However,
irrespective of these numerous activities, our people are
still poor.
2. Business Growth Hubs for Micro, Small and Medium Enterprise Development
How can Natasha’s being in the
Senate help salvage this situation?
13. The Problem
People, Product and Process
People: The most important resource of KCD, Kogi state
and Nigeria is the people also known as the Human
Capital. For grassroots businesses within KCD local
economy to thrive, the skills derived from the talents are
very important. Good thing is KCD has a skilled, active and
young human capital.
Product: A great team of talented and skilled people
would mean nothing unless they can make products or
services a client could buy. This isn’t a problem for
example, the Ebira Women make the finest Loom Clothes
which can be used for shoes, towels, upholstery, clothing
etc.
Process: Now that KCD has talented people and product,
we must know that the process is critical to the success of
any local business. Process is quite broad and it cut across
the entire entrepreneurial Ecosystem from access to
finance and certifications, to branding and markets. This is
where the problem lies and the failure of the local people
to access a government-provided enabling environment
sniffed the growth out of the local industries.
Not to worry, that’s where we come in with
the grassroots MSME development agenda.
The reason for the collapsed local
economy amidst highly energetic
indigenes with good inherited skill-set is
simply the failure to apply the beneficial
aspects of technology and innovation
towards our cottage industries.
Basically and concisely putting it as:
The disconnect between the three Ps;
PEOPLE, PRODUCT and PROCESSES.
For any business unit even the lone
cloth-weaver to be successful, the three
Ps must work well in harmony.
14. The Solution
Educate, Empower and
Enhance.
1. - Educate: Human Capacity Development:
Understandably the people of KCD are highly skilled;
however, it’s important to build upon these set skills so as
to keep abreast with the developing world’s speed, taste
and demand.
2.- Empower: Finance: Commercial MSME loans shall be
made available incurring a minimum of 2% and a
maximum of 5% interest over a long period of time. Grants
from international and national organizations shall also be
obtained for the people of KCD. Impact Investors shall also
be sought for funding of unique and feasible business idea
below-the profit line- investors.
3. Enhance - Market: Demand drives supply is a simple yet
true economic principle. Therefore, without a ready market,
KDC’s locally produced goods will be sold and in turn will
dissuade further productivity.
Today, the Nigerian Local Content law, which compels
patronage of indigenous companies, targets only the
Oil and Gas Industry. This law shall be expanded to
include the patronage and consumption of Made-In-
Nigeria goods and services. Therefore, Government
Ministries, Departments and Agencies shall be
compelled law to patronize locally made products.
MSME Development Hubs: Latching
on the SMEDAN Act, we shall work to
ensure that a responsive MSME hub is
created to serve as one-stop-shop for
all business growth activities. This
space shall house all the desks of
process- stakeholders such as SON,
NAFDAC, CAC etc. necessary to offer
accelerated financing, mentorship and
market solutions to everyday concerns
of Start-Up or Ongoing businesses.
This will improve the ease of doing
business.
15. The context of Social Justice is derived
from the concept of Human Rights and
Equality which implies that people should
have equal access to healthcare, quality
education, wealth creation opportunities,
good basic infrastructure, justice,
promotion of Host Communities rights
and every other socio-economic
advantage which guarantees the
enjoyment of life as residents of Kogi
Central District and Citizens of Nigeria.
SOCIAL JUSTICE
16. It may interest Nigerians to know that Chapter IV of 1999
Constitution of the Federal Republic of Nigeria, which
enumerates the Fundamental Rights, contains NO
provisions that projects Social Justice for the people.
Although Social Objectives are captured in Chapter II S.17
under the Fundamental Objectives and Directives
Principles of State Policy in the same Constitution, it is
NOT a right. Objectives of government are different from
the RIGHTS of citizens.
It’s important to mention that the dividends of
Democracy can only be derived when the laws
spelling out the legal and political rights of citizens
also recognize Social and Economic rights.
Have you ever wondered why the government can’t be
held accountable for poor healthcare? It’s because Social
Justice isn’t guaranteed in the Constitution. Therefore,
what isn’t expressly captured in the constitution cannot
derive the necessary political will.
Ask again, of what benefit is it to the society if
elections are conducted with promise- packed
manifestos without adequate legal mechanisms
to entrench Social Justice via the Rule of Law?
17. Natasha’s Role at the National Assembly
in Guaranteeing Social Justice in Nigeria.
1. By specifically re-writing Chapter IV of the 1999
Constitution to include Social and Economic Rights. This is
necessary because only when the people have access to
portable water, uninterrupted electricity, safe roads,
Security, good hospitals and corporate respect of Host
Communities rights (amongst others) can the Right to Life
as provided for in S.33 of Chapter IV, be guaranteed.
2. By ensuring yearly budgetary provisions capture the
provision of various social amenities such as repairs and
construction of Federal roads cutting across the KCD,
Improving Healthcare and providing quality free public
Education, resuscitation of Osara Dam for adequate water
supply, Community policing and so much more.
3.By ratifying Covenants and Treaties; and adaptation of
Declarations of the United Nations and ECOWAS as
applicable to the enhancement of Social justice in Nigeria.

4. Entrench Citizen-enforcement provisions of Social rights.
This will allow for all citizens of Kogi Central, Kogi state and
Nigeria to enforce their constitutional rights without fear or
hindrance.
5.Liaise cordially with the Executive arm across the Federal
and State to ensure the maxims that extol the Rule of Law
particularly Social Justice are observed and respected.
6. Social issues regarding the promotion of gender equity
in politics, girl child education, street kids rehabilitation
and more shall be addressed.
By and large, Social justice is the humanization of law and
the life-wire of societal harmony, the failure of which
manifests in citizens’ disconnect from government thereby
yielding to social unrest, despair and mindless violence.
Natasha Hadiza Akpoti shall
push for the creation of the
Social Justice Committee and
intends to serve as a member.
18. SDP is one of the oldest political parties in our current order of
political dispensation in Nigeria. Proudly I am to say that my
late father Dr. Jimoh Akpoti (of blessed memory) was one of
SDP’s founding members in Kogi state and he was the first
member of the Federal House of Representatives representing
Adavi/ Okehi constituency. That era, conducted Nigeria’s
freest presidential elections with Chief Moshood Abiola
winning presidency.
SDP’s core values and principles are entrenched in
the spirit of Justice, Equity and Fairness through the
promotion of transparency, accountability and
sanctity of human life to ensure progressive
leadership and good governance for an all round
sustainable development of our country Nigeria.
