• Income inequality can be measured before taxes (market income) or after
taxes and transfer payments (government benefits). The Gini coefficient is
a widely accepted statistic that applies comparisons across jurisdictions,
with a zero indicating perfect equality and 1 indicating maximum
inequality. Further, various public and private data sets measure those
incomes, e.g., from the Congressional Budget Office (CBO)[2], the Internal
Revenue Service, and Census.[3] According to the Census Bureau, income
inequality reached record levels in 2018, with a Gini of .49.[4]
• US tax and transfer policies are progressive and therefore reduce effective
income inequality. The 2016 US Gini coefficent was .59 based on market
income, but was reduced to .42 after taxes and transfers, according
to Congressional Budget Office (CBO) figures.

poverty
• USA
ECIT
The earned income tax credit (EITC) provides substantial support to low- and moderate-
income working parents, but very little support to workers without qualifying children (often
called childless workers). Workers receive a credit equal to a percentage of their earnings up
to a maximum credit. Both the credit rate and the maximum credit vary by family size, with
larger credits available to families with more children. After the credit reaches its maximum,
it remains flat until earnings reach the phaseout point. Thereafter, it declines with each
additional dollar of income until no credit is available
SNAP
The Supplemental Nutrition Assistance Program (SNAP) is the largest federal nutrition
assistance program. SNAP provides benefits to eligible low-income individuals and families
via an Electronic Benefits Transfer card. This card can be used like a debit card to purchase
eligible food in authorized retail food stores. To be eligible for SNAP, most households must
meet certain bank balance limits. A household with an elderly (over 60) or disabled
household member may have a higher bank balance limit.

16. Policies for population
• USA
The U.S. does not endorse
population “stabilization” or
“control.” The “ideal” family size
should be determined by the
desires of couples, not
governments. The U.S. strongly
opposes coercive population
programs. And, in keeping with
PRM’s core mission to place
protection of the worlds’ most
vulnerable at the center of U.S.
foreign policy, the Bureau also
promotes the provision of life-
saving health care services in
crisis settings.
