Fee-Waiver Eligibility
If you are a high school student who lives in the United States or its
territories, or who is a U.S. citizen residing outside the U.S., you may
be able to receive fee waivers. To be eligible, you must meet at least
one of the criteria below:
– You are enrolled in or eligible to participate in the federal
National School Lunch Program (NSLP).
– Your annual family income falls within the Income Eligibility
Guidelines set by the USDA Food and Nutrition Service
(provided below).
– You are enrolled in a federal, state, or local program that aids
students from low-income families (e.g., Federal TRIO programs
such as Upward Bound).
– Your family receives public assistance.
– You live in federally subsidized public housing, a foster home, or
are homeless.
– You are a ward of the state or an orphan.
USDA Food and Nutrition
Service Income Eligibility
Guidelines for 2016-17
NUMBER OF MEMBERS
IN HOUSEHOLD
TOTAL ANNUAL
INCOME
(including head of household)1
(in preceding calendar year)2
1 $21,978
2 $29,637
3 $37,296
4 $44,955
5 $52,614
6 $60,273
1. The household size should be the number of household
members plus the filer on the family’s current tax statement. A
student who is in foster care is considered a household size of
one person.
2. Income levels are based on the USDA Food and Nutrition
Service Income Eligibility Guidelines for reduced price meals
used by schools, institutions, and facilities participating in the
National School Lunch Program (NSLP). To see the complete
table of guidelines, go to fns.usda.gov/slp and select Income
Eligibility.
More than six members in the household?
To determine income levels for families with more than six
household members, take the annual allowance for six members,
$60,273, and add $7,696 for each additional member.
The Benefits of the
SAT®
Fee-Waiver Service
Fee waivers cover more than just the testing fees. When
you register for the SAT®or SAT Subject Tests™
, the fee waiver
will cover:
1 The registration fee for the SAT or SAT Subject Tests (the fee
covers the costs of up to three individual SAT Subject Tests
taken on a single test day). You can use a fee waiver for SAT
Subject Tests anytime in high school. You need to be in the
11th or 12th grade to use a fee waiver for the SAT.
2 Four additional score reports, which you can order at no
charge at any time after registering for the test(s), including
after you have seen your scores. You are entitled to a total of
four such reports regardless of how many fee waivers you use.
3 Question-and-Answer Service (QAS) or Student Answer
Service (SAS) if ordered at the time of registration. These two
services provide more information about the types of test
questions and how you answered them. (QAS and SAS aren’t
available for SAT Subject Tests.)
4 Up to four College Application Fee Waivers (see the
information later in this pamphlet).
5 Coverage of the Non-U.S. Regional Fee for students testing
internationally.
How to Get a Fee Waiver
See your school counselor or agency official to obtain a waiver.
If you are a home-schooled student, you will need to provide
proof of eligibility (tax records, public assistance records, or
record of enrollment in an aid program) to a high school counselor
in your area.
Once your counselor determines that you are eligible, you can
receive up to four fee-waiver cards. You are eligible for two
SAT registrations and two SAT Subject Test registrations (for
example, you can’t use three fee waivers for the SAT and one for
SAT Subject Tests).
Test Day
For a list of everything you need to bring with you on test day,
check your Admission Ticket and review the requirements at
sat.org/test-day. Most important, bring yourself! When you
take the SAT or SAT Subject Tests, you open up opportunities
to connect to scholarship programs and to show colleges your
interest in pursuing higher education.
Using Fee Waivers
Talk to your counselor about registering for the SAT or SAT
Subject Tests and whether you qualify for a fee waiver. If you
qualify for a fee waiver, you’ll get up to four cards, each with a
unique fee-waiver code to use for registration. Make sure to
register by the deadline.
New: Beginning in 2017, you can take the SAT or SAT Subject
Tests in August, and if you qualify for a fee waiver, you can use this
year’s card to register for August. Be sure to get a fee-waiver card
with the first section completed by your counselor before the end
of the school year.
Online Registration
You can use a fee waiver when registering online for the tests at
sat.org/register. You will be asked to enter the following
information from your card: the 12-digit fee-waiver code, your
counselor’s name, and the eligibility criteria you meet. You can use
each fee-waiver code only once.
Paper Registration
To register by mail, complete all required fields on both the
fee-waiver card and the registration form. Incomplete cards or
forms will be mailed back to you unprocessed. Required fields
include: your name exactly as it appears on your acceptable
photo ID, your sex, date of birth, high school code, grade level,
acceptable photo, the date and type of test you’re taking, and test
center code. Codes are available in the counseling office or online
at collegeboard.org/sat-codes. Mail your completed registration
form and card by the deadline (or, if testing at an international
location, in time to be received by the deadline).
Important Registration Notes
– You will be asked to provide a photo at registration.
Any registrations will be rejected if submitted without a photo
(unless exempt from the requirement). See sat.org/test-day
and the Student Registration Booklet for more information.
– Fee-waiver codes are good for only one registration. If you
register with a fee waiver and miss the test day, you cannot
reregister with the same fee-waiver code. You can, however, pay
a fee to change your registration (change fees are not covered
by fee waivers). To do this, go online or call Customer Service
and transfer your registration to another test date.
– Fee waivers may not be used for Waitlist requests.
– Fee waivers can be used during the late registration period if
you are testing in the United States or U.S. territories. Refer
to the fee-waiver card for deadlines if you are registering online.
See the back of the Student Registration Booklet for deadlines
that apply to mailed or international registrations.

more at profileonline.collegeboard.org.
REMINDER: The Free Application for Federal Student Aid (FAFSA)
form you’ll need to qualify for most financial aid opportunities
opens on October 1. If you are applying to colleges, you should
aim to complete your FAFSA as early as possible.
College Application Fee Waivers
If you qualify for a fee waiver and have taken the SAT or SAT Subject
Tests with a fee waiver or as part of a district or state program while
in high school, you will automatically receive up to four College
Application Fee Waivers to use when applying to college for the
2017-18 academic year. You should only submit the forms along
with your college applications, and only to institutions listed in the
College Application Fee Waiver Directory of Colleges. The directory
is available online at collegeboard.org/waiver-colleges. If you
think you are eligible for College Application Fee Waivers, but did
not receive them online, talk to your counselor.
Note: You are entitled to use no more than four College Application
Fee Waivers, and institutions listed in the directory are not obligated
to waive their application fees.

Fee-Waiver Eligibility If you are a high school student who lives in the United States or its territories, or who is a U.S. citizen residing outside the U.S., you may be able to receive fee waivers. To be eligible, you must meet at least one of the criteria below: – You are enrolled in or eligible to participate in the federal National School Lunch Program (NSLP). – Your annual family income falls within the Income Eligibility Guidelines set by the USDA Food and Nutrition Service (provided below). – You are enrolled in a federal, state, or local program that aids students from low-income families (e.g., Federal TRIO programs such as Upward Bound). – Your family receives public assistance. – You live in federally subsidized public housing, a foster home, or are homeless. – You are a ward of the state or an orphan. • 3. The Benefits of the SAT® Fee-Waiver Service Fee waivers cover more than just the testing fees. When you register for the SAT®or SAT Subject Tests™ , the fee waiver will cover: 1 The registration fee for the SAT or SAT Subject Tests (the fee covers the costs of up to three individual SAT Subject Tests taken on a single test day). You can use a fee waiver for SAT Subject Tests anytime in high school. You need to be in the 11th or 12th grade to use a fee waiver for the SAT. 2 Four additional score reports, which you can order at no charge at any time after registering for the test(s), including after you have seen your scores. You are entitled to a total of four such reports regardless of how many fee waivers you use. 3 Question-and-Answer Service (QAS) or Student Answer Service (SAS) if ordered at the time of registration. These two services provide more information about the types of test questions and how you answered them. (QAS and SAS aren’t available for SAT Subject Tests.) 4 Up to four College Application Fee Waivers (see the information later in this pamphlet). 5 Coverage of the Non-U.S. Regional Fee for students testing internationally. How to Get a Fee Waiver See your school counselor or agency official to obtain a waiver. If you are a home-schooled student, you will need to provide proof of eligibility (tax records, public assistance records, or record of enrollment in an aid program) to a high school counselor in your area. Once your counselor determines that you are eligible, you can receive up to four fee-waiver cards. You are eligible for two SAT registrations and two SAT Subject Test registrations (for example, you can’t use three fee waivers for the SAT and one for SAT Subject Tests). Test Day For a list of everything you need to bring with you on test day, check your Admission Ticket and review the requirements at sat.org/test-day. Most important, bring yourself! When you take the SAT or SAT Subject Tests, you open up opportunities to connect to scholarship programs and to show colleges your interest in pursuing higher education.
  • 4. Using Fee Waivers Talk to your counselor about registering for the SAT or SAT Subject Tests and whether you qualify for a fee waiver. If you qualify for a fee waiver, you’ll get up to four cards, each with a unique fee-waiver code to use for registration. Make sure to register by the deadline. New: Beginning in 2017, you can take the SAT or SAT Subject Tests in August, and if you qualify for a fee waiver, you can use this year’s card to register for August. Be sure to get a fee-waiver card with the first section completed by your counselor before the end of the school year. Online Registration You can use a fee waiver when registering online for the tests at sat.org/register. You will be asked to enter the following information from your card: the 12-digit fee-waiver code, your counselor’s name, and the eligibility criteria you meet. You can use each fee-waiver code only once. Paper Registration To register by mail, complete all required fields on both the fee-waiver card and the registration form. Incomplete cards or forms will be mailed back to you unprocessed. Required fields include: your name exactly as it appears on your acceptable photo ID, your sex, date of birth, high school code, grade level, acceptable photo, the date and type of test you’re taking, and test center code. Codes are available in the counseling office or online at collegeboard.org/sat-codes. Mail your completed registration form and card by the deadline (or, if testing at an international location, in time to be received by the deadline). Important Registration Notes – You will be asked to provide a photo at registration. Any registrations will be rejected if submitted without a photo (unless exempt from the requirement). See sat.org/test-day and the Student Registration Booklet for more information. – Fee-waiver codes are good for only one registration. If you register with a fee waiver and miss the test day, you cannot reregister with the same fee-waiver code. You can, however, pay a fee to change your registration (change fees are not covered by fee waivers). To do this, go online or call Customer Service and transfer your registration to another test date. – Fee waivers may not be used for Waitlist requests. – Fee waivers can be used during the late registration period if you are testing in the United States or U.S. territories. Refer to the fee-waiver card for deadlines if you are registering online. See the back of the Student Registration Booklet for deadlines that apply to mailed or international registrations.
