3. IZP Deployment Guide for CDMS NSS FSE
1. Functional overview
The basic premise behind this feature is to improve the paging channel capacity on the
CDMA BTSes within a system. This is done by dividing the system into Paging Zones
to better track the mobile station. Anytime the mobile is paged, the zone address
embedded in the page request and sent to all the BTSes in the system. The BTSes
which belong to this zone process the page request while the all remaining BTSes
discard the page message since the zone does not apply.
Currently, the paging mechanism used in the CDMA network is system-wide. When a
mobile is paged, all cells/sectors/carriers in the MSC system receive and process the
page request. As the number of call attempts or the number of cells per system
increases, the number of page messages increases. This activity reduces the paging
channel capacity of the BTSes in the system to handle additional user traffic.
The premise of this feature is to avoid the system-wide paging by logically dividing a
CDMA system into a set of Paging Zones. The cells belonging to a zone are identified
with a unique Paging Zone number. When a mobile performs a registration, origination,
termination or handoff, the cell is reported in the respective message and captured in
the VLR.

The cell is then translated to the zone which it belongs whenever this mobile is to be
paged. Following figure shows one such example: a mobile is last located in a cell of
Zone 1. When this mobile is paged for an incoming call, the cells belonging to zone 1
process the page request instead of the whole system. This is achieved by using the last
cell in the VLR where the mobile was located, mapping the cell to a zone using new
configuration data on the MSC and finally paging the cells in the system and including
the zone number.

4. This approach improves the system capacity by reducing the number of BTSes which
process the page request in the network.
The key to intelligent paging lies in the MSC having accurate information on the
mobiles location within the VLR. For mobiles in call or establishing calls this is
straightforward as the cell information is reported immediately and is updated
whenever the mobile changes cells. For idle mobiles (roamers) this poses more of a
problem as registrations can be as infrequent up to 24 hours. This issue is resolved by
using Zones Based Registration (ZBR).
Zone based registration occurs when an idle mobile roams across a Registration Zone
(REG ZONE) boundary into a new zone. When this happens the mobile performs a
zone based registration and includes the cell where the mobile registered. This
information is captured in the VLR.
Zone registration should be used in order to maximize the effectiveness of intelligent
paging.
1.1 Call Processing Termination
Call Processing termination is enhanced by this feature to allow page requests to be
handled in a specified zone. The paging zone is determined by the configuration data in
table CDMACELL and read-only table CDMAPGZN and most importantly the last
known cell presented in the VLR of the terminating mobile.

1.2 First Zone Page Request
During call processing mobile termination, the last known cell number1 in the VLR is
mapped to a zone number in table CDMACELL. The zone number is then used as an
index to table CDMAPGZN to obtain the Paging Zone information. Next, a
corresponding zone address is used by the MSC to send the first page request system
wide but only the BTSes in the specified zone handle the page request. This call
processing enhancement requires modification to the internal message structure to
include a Paging Zone address which represents the specified paging zone.
1.3 Repage Options
If the first page request times out, there are two options available for repaging: zone
repage, and system-wide repage.
The repage option is specified in table CDMAPGZN in the Zone Repage Option field
associated to the paging zone number.
Call processing then looks up the VLR to retrieve the PAGE_ last known cell. This last
known cell is mapped to a zone number in table CDMACELL. The zone number is
then used to index table CDMAPGZN to retreive the repage option.

• Zone repage option - allows repaging for a zone only.

6. • System-wide repage option - allows page requests to be processed by all BTSes
known by the MSC including the previous paged BTSes using a paging address
known by all BTSes in the system.
1.4 Intelligent Paging SOC
A state Software Optionality Control (SOC) option is implemented by this feature.
SOC is a utility that can be used to limit or monitor the use of a feature on a DMS
switch by allowing the ability to “turn on/off” feature functionality.
The state SOC option implemented by this feature corresponds only to the CDMA
Intelligent Paging. A state SOC option can be set to “IDLE” or “ON” state.
• “IDLE” State of CDMA Intelligent Paging SOC
When the CDMA Intelligent Paging SOC is set to the “IDLE” state, the functionality of
the feature is disabled. Tables CDMACELL and CDMAPGZN can still be updated but
are not utilized.
• “ON” State of CDMA Intelligent Paging SOC
When the CDMA Intelligent Paging SOC is set to the “ON” state, the feature is fully
functional and tables CDMACELL and CDMAPGZN are utilized.
• “IDLE: to “ON” State transition
When the CDMA Intelligent Paging SOC state changes from “IDLE” to “ON”, the
feature is enable and tables CDMACELL and CDMAPGZN are utilized.
• “ON” to “IDLE” State transition
When the CDMA Intelligent Paging SOC state changes from “ON” to “IDLE”, the
feature is disabled. Tables CDMACELL and CDMAPGZN can still be updated but are
not utilized.
2. Intelligent Paging MSC Maintenance and Performance OMs.
This feature makes enhancements to the MSC maintenance and table control to store
paging zone configuration data which is received from the BSM. This is used by
CDMA CallP and Services for paging purposes.
A new OM group called CDMAPGZN is created to measure the performance of the
intelligent paging.
2.1 MSC Intelligent Paging Maintenance Enhancements

7. The paging zone configuration is datafilled by the craftsperson on the BSM(s). Once
captured, this information is automatically sent to the MSC via an internal maintenance
message. Upon reception, the CM stores this paging zone configuration data in tables
CDMAPGZN and CDMACELL.
2.1.1 Table CDMAPGZN (New)
Table CDMAPGZN is a new and user-read-only table on the MSC. It contains
the following data:
Table CDMAPGZN does not allow the craftsperson to datafill tuples on the MSC. Its
data is automatically updated when the maintenance message for paging zone
configuration is received from the BSM(s).

PGZONENO Paging Zone Number
- This field indicates the configured zone number for the Intelligent Paging feature.
- This is the key to the table.
- Range of 255 zones {0..254}.
REPGOPT Repage Option
- This field indicates which repage mechanism to be used: {System_Page or
Zone_Page}.
BSC0CELL Paging Zone Cells
- This field consists the list of cells per BSC that are configured in the same paging
zone.
- Support maximum of 240 cells per BSC.
BSC1CELL Paging Zone Cells
- This field consists the list of cells per BSC that are configured in the same paging
zone.
- Support maximum of 240 cells per BSC.
An example of table CDMAPGZN can be observed in the table below (this is QD
MTX2 with two Paging Zone):

2.1.2 Table CDMACELL (Enhanced)
The existing table CDMACELL is enhanced to include a new field “PGZONENO” to
capture the zone identifier for each cell. Since the CDMA Intelligent paging mechanism
is based on the mobile last known cell in the VLR, this table is used to determine the
corresponding zone number which is indexed into table CDMAPGZN. The shaded row
indicates the enhancement for table CDMACELL.
Field “PGZONENO” is user-read-only subfield. It is automatically updated when the
maintenance message for paging zone configuration is received from the BSM(s).
During updating process, if a cell of the configured zone can not be found in the table
CDMACELL, a log CDMA306 is generated to report the mismatch. Please refer to the
LG section of this document for more details.

2.2 MSC Intelligent Paging OMs
A new OM group, CDMAPGZN is provided for CDMA Intelligent Paging specific
OMs and is incremented for call processing, SMS and MWI. These OMs are pegged on
a per zone basis on the MSC. Each index in the group corresponds to a zone number
that is present in table CDMAPGZN

4. Rollback Procedures:
Step 1: BAE to create a session file which would change all the required
BSC/BTS parameters back to the ones that before IZP implementation.
Step 2: BAE to run the above session file, transferring the related information
to MSC by clicking the "SYNC" button in the CACP tool.
Step 3: MSC craftsperson to turn OFF the SOC CDMA0006 in the MSC.
