2. Hate language
Hate speech is a language that attacks a person or
groups on bases of race, religion, ethnic origin,
sexual orientation, or gender. The law of some
countries describes hate speech as gesture or
conduct to violence. It is referred to prejudicial
actions against protected individuals that are part
of their membership of the group.

3. HATE SPEECH VS FREE SPEECH
Modern times have seen the people of different countries to be protective
about the free speech. They believe that their governments should intervene
when many people wonder each other where free speech stops and hate
speech begins. So, “fighting words” are a good reason for the government to
get involved and place a limit on how far someone can go with their speech.
In the debate over hate speech against free speech, the number-one priority
should be the well-being of the community. As a consequence, the person’s
right to freedom of speech can and should be limited, if it is a threat to the
community’s well-being.

4. ‘Hate speech’ is not a new problem within the European Union; Over the
past two decades, ‘hate speech’ incidents, motivated on various grounds,
have increased in many European countries. ‘Hate speech’ is an issue of
growing concern in Italy, catalysed in recent years by a number of factors.
These include: the surge in migrants and refugees arriving from different
countries, the incendiary tones used by political parties and so on.
