most hormones circulate in the blood coming in the contact with essentially all cells
however a given hormone usually affects only a limited number of cells ,called as a target cells
A target cell respond to a hormone because it contains receptors for the hormone & cells who do
not have particular receptor for that hormone can not respond & not influenced
