Perencanaan (planning) pengembangan
merupakan proses penciptaan rencana dan kemudian
dipastikan memiliki pengaruh. Proses tersebut
mencakup menghasilkan kesepakatan tentang
prioritas yang tepat bagi sekolah dan kemudian
dilanjutkan dengan aksi yang bisa merealisasikan
rencana tersebut (Hargreaves dan Hopkins, 1991:3).
MacGilchirst dan Mortimore(1997)
mengidentifikasi sebuah tipologi rencana:
 Rencana retorik
 Rencana tunggal
 Rencana koperatif
 Rencana organisasi
Undang-Undang Nomor 25 tahun 2005 tentang
Sistem Perencanaan Pembangunan Nasional,
Undang-Undang nomor 20 tahun 2003 tentang
Sistem Pendidikan Nasional,
Peraturan Pemerintah nomor 19 Tahun 2005
tentang Standar Nasional Pendidikan
Rencana Strategis Departemen Pendidikan
Nasional 2005-2009.
 Menjamin agar perubahan atau tujuan sekolah
yang ditetapkan dapat dicapai dengan tingkat
kepastian yang tinggi dan resiko yang kecil.
 Mendukung koordinasi antar pelaku sekolah.
 Menjamin terciptanya integrasi, sinkronisasi,
dan sinergi baik antar pelaku sekolah, antar
sekolah dan dinas pendidikan kabupaten atau
kota, dan antar waktu.
 RPS Jangka Panjang
adalah dokumen perencanaan sekolah untuk
periode 20 (dua puluh) tahun.
 RPS Jangka Menengah (Rencana Strategis)
adalah dokumen perencanaan sekolah untuk
periode 5 (lima) tahun.
 RPS Tahunan
adalah dokumen perencanaan sekolah untuk
periode 1 (satu) tahun.
Dalam penyusunan RPS harus menerapkan
prinsip-prinsip:
memperbaiki prestasi belajar siswa, membawa
perubahan yang lebih baik (peningkatan atau
pengembangan), sistematis, terarah, terpadu
(saling terkait & sepadan), menyeluruh,
tanggap terhadap perubahan.
 Keluasan, cakupan, dan ketajaman analisis
lingkungan strategis sekolah,
 Keluasan, cakupan, dan ketajman analisis situasi
pendidikan sekolah saat ini,
 Kualitas dan kuantitas situasi pendidikan sekolah
yang di harapkan.
 Analisis kesesuaian

  • 3. Perencanaan (planning) pengembangan merupakan proses penciptaan rencana dan kemudian dipastikan memiliki pengaruh.
