AGENCY FOR SUSTAINABLE DEVELOPMENT AND EUROPEAN INTEGRATION
SOROCA 2011
Chapter I General Provisions
Agency for Sustainable Development and European Integration (hereinafter Agency) is a public institution
created by Soroca District Council which has the status of a legal entity. The agency works in accordance with
the Constitution of the Republic of Moldova, Law APL, Law, the Labor Code, judgments and orders of the
Government, Presidential decrees, decisions of the District Council and this Regulation. This is a legal entity, has
separate balance sheet and settlement account in Moldovan lei, Treasury stamp, letterhead and logo to form other
symbols and attributes. Agency activity period is indefinite;

Chapter II Aim and main objectives of the Agency
1. Agency Purpose
The purpose of the Agency is to improve awareness and involvement of citizens in the city of Soroca regarding
sustainable development and European integration.
Chapter III The operations of the Agency
2. Agency Objectives
The main tasks of the Agency shall consist of:
 Capacity building of community activists to support and promote the process of sustainable development,
European integration and cross-border cooperation
 According to the tasks provided services (training, consultancy, information)
 Participation in various national and international competitions for the production of development
projects and grants for the city Soroca and surrounding communities
 Monitoring and evaluation of community development projects implemented in the city and Soroca
 Holding seminars, roundtables and other events with sustainable development issues and European
integration
 The proposal for consideration at regional, national and international issues related to sustainable
development and European integration

2.  The strengthened local and regional expertise in developing and implementing the Global Plan for
Sustainable Development principles
 Creating provisional workgroups in the community of Soroca
 Conducting business under Regulation Resource Service and Sustainability Investment and European
Integration, approved by Decision CR no. 16/3 on March 24, 2005. ctivity Program approved by decision
SRAD IIE CR no. 20/3 of October 11, 2005.
3. Powers Agency
 Perform the programming of projects Soroca District Council:
 Examine the overall environment at Soroca
a) economic component
b) Social component
c) political component
d) technological component
e) ethical rules
 Schedules human and financial resources.
 Develops and updates in collaboration with the government authorities and local civil society and district
action plan for implementing sustainable development strategies
 Promote community development ideas (participation, partnership, role of NGOs, communities working
techniques, etc.)
 Prepares annual action plan for European integration and intensifying external relations
 Activities aiming at the knowledge of local authorities and the citizens of foreign funding programs
initiated and supported by UNDP, European Union and other international and national bodies
 Provides monitoring of Soroca district community development projects implemented and contributes to
sustainability
 Provides regular consultations in the villages of the district, public participation in the development of
strategic, planning in line with the interests of the citizen and local communities on:
o Development of settlements
o Public service quality standards
o Evaluation of public services
o Promoting integrated urban-rural development
o Cooperation between neighboring localities to invest in infrastructure, provision of services
 Contribute to expanding the network of twin cities in other states, developing the necessary agreements
for collaboration, organizing official visits of delegations of twin cities.
 Efforts in local councils, business and civil society communities to ensure sustainable development and
European integration, coordinate relations between District Council, local governments and civil society
representatives
 Work to attract and involve civil society in activities related to the process of European integration and
sustainable development and participate in civil society programs in these areas
 Advise and assist the local authorities on drafting agreements for collaboration, cooperation, joint
develop, law
 Cooperation programs with organizations and associations in the country and abroad
 Conducting the editorial and production, distribution of audio-video and multimedia materials

3.  Organize seminars, roundtables and other events with sustainable development issues and border and
interregional cooperation
 Coordinates work in collaboration with departments, divisions, services subordinated District Council
 Participates in developing investment projects and inform the local authorities in attracting foreign
investment
 Facilitates access to information and public participation in sustainable development processes
 Create and promote the implementation mechanism of sustainable development principles in local
decision making
 Organizing and involving, where appropriate, meetings and management meetings Soroca District
Council, delegations representing District Council Soroca, actions designed to interregional and European
cooperation activities on programs and projects for Soroca
 Maintaining and developing international cooperation with regions of Europe and the world with Soroca
District Council for bilateral relations by promoting joint programs and projects
 Ensure collaboration with other institutions authorized by the District Council Soroca, maintain and
develop contacts with EU institutions and bodies which Soroca District Council is an active part
 Permanently update and maintain the appropriate standard, with other institutions authorized by the
Soroca District Council, following contacts with European institutions and bodies: the Council of Europe
and the European Commission
 The expansion and diversification of regional and cross-border cooperation by management in
accordance with EU policy, the link with the Siret-Prut-Nistru.
 Ensures cooperation, communication and participation in the operation and development Siret-Prut-Nistru
 Coordinate the implementation of programming documents Siret-Prut-Nistru: CBC strategy, development
programs, financing instruments.
 Border cooperation projects, European territorial cooperation and submission for evaluation:
o Projects CBC CBC Romania-Moldova
o Projects Operational Programm INTERREG IVC Interregional Cooperation
o Projects Financed from the European Neighbourhood and Partnership - Joint Operational
Programme Romania - Ukraine-Moldova.
 Proper promotion of Soroca image at home and abroad, in order to increase visibility, permanent
coverage through
o Using the opportunities offered by its partner Soroca District Council Assembly of European
Regions - use of Soroca Travel Page on the AER website
o Developing these types of opportunities offered by modern means of communication, and with
other national and international partners of Soroca District Council.
4. Responsibilities Agency
 The choice of methods and means of activity
 Contractual relationships with individuals and businesses in the country and abroad
 Initiate projects and programs in the sphere of sustainable development and sustainable integration
 Coverage of the Agency's views on issues related to sustainable development and European integration
Chapter IV Agency Structure
 The structure of the Agency shall be prepared in accordance with the main activity directions and in
accordance with the legal provisions

4.  Agency structure proposed by District President, District Council considered and approved
Agency Membership includes five units:
a) Agency chief - based employee competition;
b) three Agency specialists - employees by order of the Head of the Agency on the proposal of the
competition;

5. Heritage
The agency has and uses a heritage which is:
 Material goods transfer to he Agency District Council
 Goods procured from own means
 Donations, sponsorships individuals, and businesses in the country and abroad
 National and international grants

6. Adopt this Regulation
This Regulation shall be reviewed and approved at the meeting of the District Council
