FINDINGS FROM THE 2016 CATO INSTITUTE CRIMINAL JUSTICE SURVEY 1 Overview Stark racial and partisan divides in favorability toward police, but no group is “anti-cop” While 68% of white Americans have a favorable view of the police, only 40% of African Americans and 59% of Hispanics have a favorable view.1 Attitudes have changed little since the 1970s when 67% of whites and 43% of blacks reported favorable views of the police.2 Racial minorities do not have monolithic attitudes toward the police. This report finds that Hispanics’ perceptions of police occupy a “middle ground” between black and white Americans’ views. Republicans (81%) are far more favorable toward the police than independents (59%) and Democrats (59%). Nevertheless, majorities of all three groups share a favorable view. • Confidence gaps matter: Groups who feel less favorable toward local law enforcement are less certain they would report a crime they witnessed. For instance, black and Hispanic Americans are more than 20 points less likely than white Americans to say they definitely would report a crime. Research finds that when the police have legitimacy, the law has legitimacy, which encourages compliance and cooperation.3 • No group is “anti-cop”: Although some groups have less positive views of the police, survey findings weaken the assertion that these groups are “anti-cop.” For instance, few individuals have “unfavorable” views of law enforcement. Gabrielle Hetland Although the United States has a very strong and effective intelligence community, there are several unavoidable challenges that set back some of the processes and hinders the intelligence community from working to its full potential. The most important challenges that I see include flow of information, civil liberties and secrecy. Since the United States does not have one large domestic intelligence agency that completes all intelligence-related tasks, it is much more difficult for them to be able to transfer information to the right people in a timely manner. I think it is very beneficial that we are able to have such a wide variety of intelligence agencies, each with a specific mission set so subject matter experts can focus on their mission to the best of their abilities, however, on the flip side, many of them have to jump through hoops to get additional information on certain subjects or track down the originator of a product. Having so many different agencies requires a lot more work to get a good flow of communication between the agencies and a lot of valuable information can be lost in the process. Civil liberties always has and always will be a major challenge for the intelligence community. In order to do their job effectively, intelligence personnel need to be able to conduct surveillance around the clock. Especially in today’s world, people do not want their rights to private taken away, making this jobs very difficult for intelligence and law enforcement personnel. With the rise of domestic terrorism and homegrown extremists, the IC will continue to need increased access in to people’s lives and workplace in order to detect these criminals and prevent future activity. Lastly, secrecy has been a major challenge to the IC because much of the information dealt with is classified and needs to remain a secret for national security concerns, however, people do not want information kept from there. It is difficult to determine what information should be released to the public to ensure their safety while at the same time, not disrupting an operation. I think the IC has done everything right so far in regards to these issues. When Checks and Balances Fail In February 2017, Dr. Christopher Duntsch became the first surgeon in American history known to be sentenced to prison for botching a patient surgery. A licensed neurosurgeon, Duntsch left a string of deaths and maimed bodies in his wake: He was accused of causing the death of two surgery patients and leaving 33 others permanently damaged. His patients left their lives in his hands; he left them paralyzed or dead. The checks and balances that were supposed to contain Duntsch failed utterly. His medical school licensed him but didn't require the preparation necessary to instill competence. Hospitals suspended him but didn't report him. The medical board could do nothing without forms filed against him. Patients were left without recourse. When checks and balances fail, damage is usually the result. That's why when it came to our system of government, the founders were so focused on creating gridlock. They recognized that in a system in which legitimacy sprang from popular support, the easy path to perdition lay in popularly backed centralized power -- tyranny could spring just as easily from a popular majority as from a king or despot. The founders didn't trust individuals with authority, and they didn't trust human beings to delegate authority to mere individuals. But popular governments have always bucked against such limitations. The majority of Americans always want action, on some grounds or others. That leads to an eternal drive to grant unchecked power to some institution of government. As Alexis de Tocqueville writes in his 1840 "Democracy in America": "It may easily be foreseen that almost all the able and ambitious members of a democratic community will labor without ceasing to extend the powers of government, because they all hope at some time or other to wield those powers. ... Centralization will be the natural government." We're now seeing the consequences of such centralization on two separate fronts: the president's authority to declare a national emergency and the FBI's investigations into the president. Proponents of President Trump would like to see power centralized in the presidency; antagonists of President Trump would like to see power centralized in the FBI. This simple analogy helps frame the context for the reason why central bankers – the transmission mechanics – were facing increasing difficulty.
