1. BRIEF PROFILE:
Mr. Akmal Wasimenteredthe legal professionin1982 whenhe was enrolledinthe SindhBarCouncil in
Septemberof thatyear.In1984 he wasenrolledinthe HighCourtof Sindh.He practicedextensivelyon
the constitutional and criminal sidetill 1997-98. Afterhe wasenrolledthe SupremeCourtin 1996 he
servedasthe AssistantAdvocate General Sindh,andlaterasthe Advisorto Federal Ministryof Human
RightsinIslamabad.Laterhe wascompelledto temporarilygave uplitigation due tomanyreasons,and
chose legal academicsashisnewvocationanddevoted14 years’ full time teachingand researchin
Hamdard University.However,lawbeinghispassionandaproudheritage he involvedhimself in ligation
activism, andtherefore inpursuit of hisprimaryvocation,he attachedhimselfwiththe Legal AidOffice
whichwasworkingundera notificationof the Governmentof SindhestablishingaCommittee forthe
Welfare of Prisoners,withothermandates, asthe Headof LitigationandResearch.The workfocused on
representingindigentundertrial prisoners.
Mr. Wasimhas alsoduringthisperioddraftedtwolawsthe firstonpreventingtorture which waslater
tabledinthe Parliament.The otheristhe SindhPolice Act2014 incollaborationwithROZAN (an
IslamabadbasedNGO,whichhasbeentakenupby the Police Departmentandotherstakeholders.
Commissionof HumanRightsInitiative (CHRI) hasalsoshownkeeninterestinthe project,andprovided
itskeyinputs,furtherstrengtheningthe proposedlaw.
Mr. MohammadAkmal Wasimcomesfroma distinguishedfamilyof lawyers,politiciansand
educationists. From1890 to presentdayhisfamilyhasbeeninthe legal professionwithoutanybreak.
From 1942 to 1946, his grandfatherBarristerMohammad Wasimheldthe office of Advocate Generalof
the UnitedProvinces(UP) inPre-PartitionIndia. Duringhistenure,atthe requestof Quaid-e-Azam,he
representedEastBengal inthe BoundaryCommissionheadedbyLordRadcliffe,andthe Districtof
Khulnawasmade part of the then East Bengal (EastPakistan).Thereafterhe resignedfromhispostin
the UP governmentandonthe creationof Pakistan, at the desire of Quaid-e-Azam, optedtocome to
Pakistan, andtake up the virginoffice of Advocate General of Pakistan underthe 1935 Act,again at the
desire of the Quaid-e-Azam.He alsorepresentedPakistaninUnitedNationsin1948 alongwithSir
Zafarullah inthe famousKashmirResolution.
Mr. Akmal Wasim’sillustriousfather Late Justice MohammadHaleem, the former Chief Justice of
Pakistan(1981 to 1990) was the longestservingChief Justiceof Pakistan.He hasinteraliathe honourof
beingthe architectof the PublicInterestLitigationinPakistanin1988.
Late Chaudhary KhaliqZamanisthe paternal andmaternal grand uncle of Mr. Akmal Wasimwho
spearheadedAll IndiaMuslimLeague alongwiththe Quaid-e-AzamandShaheed-e-Millat.He hasthe
honourof secondingthe famousPakistanResolutionon23rd
March 1940 wholaterbecame the
Presidentof PakistanMuslimLeague,andthe Governorof East Bengal (EastPakistan) asitthenwas.
Late Dr. SaleemuzZamanSiddiqui,FRS,the youngerbrotherof Ch.KhaliquzZamanisalsoclosely
relatedtoMr. Akmal Wasim,asthe youngerbrotherof hispaternal andmaternal grandmothers.
Mr. Akmal Wasimpracticedlawfrom1982 to 2000, andthereafterspent12 yearsas full time academic
inHamdard University. Later,he hascontinuedtake upcaseson a selective basis,andPILandCriminal
Justice Systemremainshisfocusinsuchcases.
2. He workedwiththe Legal AidOffice subsidiary of the CommitteeforWelfare of Prisoners andthe Legal
AidSocietyindifferentcapacitiesprimarilyheadingthe litigationand conductingResearch;andserved
as Executive DirectorLegal AidSocietytill March2016.
His sonMohammad Yousuf Nasim Advocate HighCourt continuesinthe familyprofessionandisa
partnerwiththe most notable andworthy BarristerKhalidAnwaratKhalidAnwar& Co.His daughterin
Law Zara Tariq Barrister-atLawis an associate at Kabraji & Talibuddin,anotheresteemedLaw Firmof
PakistanandworksunderMr. SalmanTalibuddinAddl.AttorneyGeneral of Pakistan.
