Leader Then and Now
“I will rise above social status. People will recognize me because of what I know,
not because of what I have.”
This is the creed that one boy lived by when he realized
how rigid the social structure in his elementary school
was. It was a struggle in an all-boys school to participate
actively in the student council. Even at such a young age,
he was exposed to the harsh realities of politics. But this
one young man born to a simple family had dared to
become more than what he was. He rose above the set
standards of the class he was born in and paved his own
destiny. Throughout life’s constant trials, he fought for his
right to education and his right to live in a better country.
His spine was made of the right principles, and his heart
was shielded with the right beliefs.
His name is Dennis Cunanan. Dennis was born in Angeles City, Pampanga, to
Amelia Lacson and Diosdado Cunanan. Gifted with an uncanny ability to lead and
propel the student body for positive change and growth, Decu, as known to his
closest friends, was an active participant in the student council from elementary
to high school. He was known not only for his high marks, but also his charisma,
his admirable principles, and his After finishing high school with honors, Dennis
had set his sights—and heart and mind—to University of the Philippines, Diliman.
The country at the time was experiencing turbulent times. Dennis Cunanan
believed that each and every Filipino has the obligation to get involved in social
transformations. Otherwise, one has no right to call himself a part of the society.
He felt that he would best address the issues and concerns of the country as a
student of the State University.

2. “It was UP or bust,” Dennis fondly says as he recalls the early days of his college
life. He primarily took up Economics, but later on shifted to the relatively new
National College of Public Administration and Governance, majoring in Public
Administration. He served as a Student Regent in the Board of Regents, the
university’s highest policy-making body. Years after graduating from the
university, he then moved on to further heights and had just recently finished an
Executive Education Program called “Leaders in Development: Managing Change
in a Dynamic World” in the Harvard Kennedy School of Government in Cambridge,
Massachusetts.
In between his years in the university and his stellar post collegiate degree,
Dennis Cunanan, encouraged by his father, served in the Municipal Council of
Magalang, Pampanga, mandated as the No. 1 Councilor. He also served as the OIC
Vice Mayor of Magalang for a time. His service for the government continued
when he was appointed as the Director of the Philippine Councilors’ League and
Philippine Vice Mayors’ League, as well as the Secretary General of the National
Movement of Young Legislators in Region III.
In August 2000, he was appointed as
the Executive Director of the National
Youth Commission. In July 2001, he was
appointed as the Head Executive Assistant to
the Office of the Speaker of the House of
Representatives. In January 2004, he served as
the Presidential Assistant for Youth Affairs. In
the same year, he became the Deputy Director
General of Technology Resource Center, where
he spearheaded the agency’s rationalization
program.
He also served as the National President of JCI Philippines (formerly known as
Philippine Jaycees) in 2005. He was appointed and elected as Junior Chamber
International’s Secretary General in the 2012 World Congress in Taiwan, and will
assume office in January 1, 2014.

When the going gets tough, the tough certainly gets
going. Dennis Cunanan, born into a simple family in
Angeles, Pampanga, has certainly had his share of
tough and trying times, but the principles his
parents, Diosdado Cunanan and Amelia Lacson, had
instilled in him as a child allowed him to reach
greater heights not only for himself, but also for his
country. He has served society in more ways one
can imagine. From such a young age, he has been
working hard to help improve the country. Dennis
Cunanan is not just a man of the Philippines. He is a
As a child, circumstances hadn’t allowed him to reach further. He was but from a
simple family, and from such a young age, he had already witnessed the great
divide between social statuses. Wanting to break free from the restraints that
society has placed upon him, Dennis Cunanan pushed his boundaries and defied
the odds. In high school he dared run for student council and won as the third
year representative. It was during that time that he started his stellar career in
community service and politics. He was, at the time, given the chance to
demonstrate his brilliant leadership skills by spearheading one program after
another. He was eventually elected President of the student council, and
graduated with honors.
“It was during that time that I embraced the active principles in life,” Dennis
Cunanan fondly shares. “We all have a responsibility to our society. If I didn’t do
my part, it felt as if I wasn’t part of this society.” Dennis Cunanan then moved on
to greater heights as he was admitted into the State University. He was first
enrolled into the College of Economics, but later on moved to the then-new
National College of Public Administration and Governance, majoring in Public
Administration. He was an active participant in his organizations,and was later
appointed as a Student Regent in the Board of Regents, which is the the

4. push the Board into releasing the scholars’ stipend before the start of the school
year, instead of at the end of it, which was the way things were before.
After acquiring his diploma in Public Administration, Dennis Cunanan went home
to receive blessings from his father. At the time he thought that the only was to
resolve the conflicts in the country was to take up arms. His father then advised
him to first try out running for local politics. His father brought him to the
municipal hall, where a friend commented that he would finish as the Number 10
Councilor. Maybe it was pride, but driven by the desire to really make a change,
Dennis Cunanan then ran for office, and finished as the Number 1 Councilor of
Magalang, Pampanga.
He also served as the OIC Vice Mayor of Magalang for a time. His service for the
government continued when he was appointed as the Director of the Philippine

At first sight, he comes off as a simple
man. No frills, no entourage, no
stunning paraphernalia that would
announce his position in the
government or status in life. No one
would think him of something other
than an ordinary businessman,
especially when he is with
his family. Very few people from
positions of power could exude this
aura and atmosphere of humility, but
for Dennis Cunanan, it comes off as a
second nature.
Dennis Cunanan, recently appointed as Junior Chamber International’s
Secretary General, as well as Director General of TRC Philippines, is a man of a
few words. But when he opens his mouth to speak, people would listen. People
would move. And people work together for positive growth, development, and
change.
The country needs more men like Dennis Cunanan. He has achieved so much in
his life—career, politics, education, service, family—but we see no signs of
stopping. His mission is to help change society for the better. His vision is a better
world.
Dennis Cunanan’s down-to-earth approach to life was the fruit of his humble
beginnings. He is born into a simple family in Angeles, Pampanga. He has certainly

6. During the World Congress in Taiwan last 2012, Dennis Lacson Cunanan was
elected and appointed as Junior Chamber International’s Secretary General. The
turnover occurred during the succeeding year and has finalized in this year’s
JCI World Congress in Rio de Janeiro, Brazil. Cunanan admitted that his career in
JCI wasn’t something that he actively sought during his younger days, but indeed
it was something that he continuously excelled in, up to this date. He has
dedicated much of his time, talent, and brilliance in leading and pioneering one
program after another the banner of JCI.
Aside from JCI, he has also served in several public and government offices. In
August 2000, Dennis was appointed National Youth Commission’s
Executive Director, directly under the Office of the President of the Philippines.
Following that, in the month of July, the following year, he got appointed as well
as Head Executive Assistant to the Office of the Speaker of the House of
Representatives. It was January 2004 then, when he was also appointed as
Presidential Assistant for Youth Affairs.

Aside from the above, he also headed the Technology Resource Center as Deputy
Director General in December 2004. He became chair of Change Management
Team for the agency’s rationalization program. As a direct result of his leadership,
TRC reduced its workforce – definitely a first in bureaucracy rationalization. The
impressive outcome of his work paved the way for him to be assigned as Director
General for TRC in December 2009. And in July 2010, under President Benigno
Aquino III’s administration, Dennis was once again appointed to assume the same
position.
Dennis L. Cunanan will assume as Junior Chamber International’s Secretary
General office this coming January 1, 2014.
