Service Disabled Veteran Owned Small Business: core competencies; environmental services and
consulting, fuels management, construction and base operations support. Subcontracting experience in
landscaping, transient alert, fixed based operations for civilian airport and fueling aircraft.
Ÿ Started Talon Veteran Services (TVS) in June 2009 and was successful in securing
subcontracting experience with four companies in the first 4 months.
Ÿ TVS then worked on developing prime contracts with the Veterans Administration utilizing our
construction capabilities.
Ÿ Secured contracts with Air Force 5 years plus 5-year option with Defense Logistics Agency-
Energy for fuel logistics.
Ÿ Talon Veteran Services, Inc. was awarded a five year IDIQ contract with Veterans Administration
July 2010 for construction services, Inc.
Ÿ TVS was CVE certified by the Veterans Administration to qualify as a certified SDVOSB and was
certified a second time in June 2012.
Ÿ Developed 6 teaming arrangements and two mentor protégé teaming arrangements
Ÿ Currently TVS has 10 full time employees
Ÿ Successfully lobbied Congress (3 Senators and 4 Congressman sitting in different committees)
and was awarded an Earmark by Senator Jim Webb for ways to improve and manage
occupational disability for Veterans and Active Duty military. It was withdrawn when the Senate
voted not to give any further earmarks that year.

David N. Finch started Dillard Ware & Nelson LLC in October 2009
When I started the agency in October of 2009, DWN grew 10% year over year the first year, utilizing a
business model I had seen successful in other business’ had the privilege of working with during my
previous years in the insurance industry.
Ÿ DWN became a small profitable agency and it was sold it in June of 2015.
Ÿ The DWN model included permitting, hiring and training new producers and established
operating agreements with selected standard and wholesalers.
Ÿ DWN had a unique approach of becoming one of Virginia’s only “ Virtual Insurance Agencies” at
the time of DWN’s inception.
Ÿ DWN was one of the first “virtual” agencies that were a member of the Independent Insurance
Agents of Virginia. It was a new concept at the time and as such, it worked very well.
Ÿ After hiring several key persons, the virtual agency concept was refined and allowed for much
faster growth then could have been gained without utilizing the new tools, the virtual concept
and the in house training on sales and service allowed DWN to grow into a perfect acquisition
candidate with the consistent revenues, growth and penetration. The Virtual Agency concept

Responsible for working with clients and prospects by providing different approaches that will assist in
managing different risk that face all types of companies regardless of size.
Ÿ Developed new relationships and led business development efforts for new business
opportunities in Mid-Atlantic; Washington D.C., Virginia, North Carolina and Maryland.
Ÿ Established, designed and led practices that were new concepts to Marsh; Government
Contracting Practice which led to creating new relationships within Congress, Lobbiests and
government agencies that allowed the firm to expand into an entirely new field and access
contacts and develop opportunities that had never before been developed.

Ÿ Actively involved in establishing relationships with multi-nationals and global companies through
U.S. operations as well as in clients and prospective clients global offices.
Ÿ Established and organized risk management objectives in collaboration with clients and
prospective clients through constant contact with the C-Suite level and operations personnel and
was responsible for all aspects of risk management at the same time creating value for clients by
creating solutions to allow for risk transfer at a reasonable cost.
Ÿ Developed an entirely new global risk management program for a 4 billion dollar organization in
70 countries creating savings to the bottom line of over 5 million dollars annually at the same
time de-risking the organization of over a billion dollars in exposure to the organization.
Ÿ Interfaced with all resources with my clients globally to ensure that the firm was bringing the best
global resources to bear to solve risk management problems, human capital risk, strategic risk,
hazard risk and financial risk.
Ÿ Consulted and created on new ideas with the C suite of my clients finding solutions allowing
clients to focus on their core competencies and begin to grow the business again.
Ÿ Heavily involved in negotiating with global insurance companies worldwide to access global
capital to include Lloyds of London and Bermuda.
Ÿ Attended many professional development courses on all aspects of the firm and on working with
international clients and C-Suite issues.
Ÿ Started the Government Contracting Practice at Marsh focusing on the unique exposures to
government contractors and providing solutions and ideas to enhance their ability to maximize
profit, particular on long—term fixed price contracts.

Ÿ Hired by the President of the company to grow premium specifically with the largest brokers,
Marsh, AON, Willis and a number of second-tier agencies in the Mid-Atlantic.
Ÿ Grew premium from 2 million to over 20 million in a year by establishing a new strategy for PMA
and assisting senior management in roll, execution, understanding and training.
Ÿ This was a short-term engagement focused on growing premium with the largest Insurance
brokers in New York, City and in the overall Mid-Atlantic to Southeast where PMA was the
strongest as a regional carrier
Marsh & McLennan, Inc. Richmond VA Vice-President 1991-1998
Led and established the overall sales effort for the Richmond branch

I was responsible for assuming an existing client base in moving to Business Sales. Liberty Mutual was a direct
writer and used only captive agents to represent them.

Ÿ Sold over a million dollars in premium every year and was invited as a member in the elite
millionaires club, 3 years in a row which was representative of the top 5% of colleagues in Liberty
Mutual Business Sales with a total of 10,000 reps approximately at the time I was employed.

All lines claims adjuster responsible for adjusting, workers compensation, automobile liability, general
liability and property claims. Included 8 week full-time training course
Ÿ Negotiated, investigated, determined liability on claims involving much contact and negotiation with
lawyers and claimants.
Ÿ Responsible for determining liability, valuing the claims and also determine what counsel and
litigation strategy would apply when claims were contested or a death was involved. Valuation
ranged from $1,000 to over $40 million.
