1. Strengthening the institutional capacity of the public administration system, based on evidence-
based policy-making and introduction of a more transparent and professional system of civil service
assistance in the development of the Concept of Administrative Reform, the new draft Law "On Local Government "
based on the results of functional review;
support in drafting the Law on Public Services, joint projects with the Academy of Public Administration in civil service
training, and with the Women's Committee of Uzbekistan (WCU) on empowering women participation in public
administration;
Institutionalization of RIA tolls, anti-corruption scrutiny in lawmaking and rule-making;
the update of the set of indicators on the situation of children in the framework of the TransMonEE initiative, the regional
database in CEE / CIS, the training of the State Statistics Committee on the collection and use of demographic data.

Suggestions and recommendations for improving the system of public services (Resolution of the Cabinet
of Ministers # 2750, Presidential Decree #5278 and Presidential Resolution #3430);
Assistance in the development and launch of the portal of open data and a portal for the discussion of
drafts of the NAP regulation.gov.uz;
Assistance in the development of the concept of e-participation, the Concept note on e-appeals,

4. Further strengthening the independence of the judiciary and strengthening judicial
administration, as well as the promotion of justice procedures and courts that take into
account the special treatment of minors;
proposals and recommendations on reforming the judicial and legal system, improving the structure,
the procedure for selecting candidates, appointment of judges, etc.
support to the Supreme Court of Uzbekistan in the development of proposals and amendments to
the Civil Procedural Code, Economic Procedural Code and the Code of Administrative Justice;
streamlining judicial proceedings, "E-SUD" in 75 inter-district courts in civil cases. 442,435 claims
were processed, increasing the effectiveness of the courts by 50%, the time to visit courts was
reduced twice;
proposals for Amendments to Criminal Code and Criminal Procedure Code based on findings of an
analysis of gaps in laws and practices in within the system of juvenile justice;
3 child-friendly interrogation rooms at pre-trial stage to protect child victims and witnesses of crimes
survey on the study of the level of satisfaction of participants on the basis of legal proceedings in the
city of Tashkent to develop proposals to increase public confidence in the judicial system.

5. Support in the implementation of the country's commitments adopted in the framework of international
conventions and recommendations of the UN treaty bodies
assistance in the implementation of 6 UPR recommendations on supporting the independence of national
human rights institutions (NHRIs) in accordance with the Paris Principles;
support for the organization of the visit of the UN High Commissioner on Human Rights, Special Rapporteur on
freedom of religion or belief, follow-up action plan;
assistance in the development of the National Action Plan for the implementation of the recommendations of the
CEDAW Committee, the preparation of a national report on the implementation of the recommendations of the
Committee on the Rights of the Child (CRC);
Analytical support to the Ombudsman for the implementation of the Paris Principles and preparation for
accreditation in the Global Network of National Institutions for Human Rights (GANHRI)
A set of measures to further improve the system of state support for the elderly and PwDs for 2017-2020;
The program of comprehensive measures to further improve the support system for PwDs and strengthen
protection of their rights and freedoms; Assistance in the development of the Law "On Social Services";
Case management process for assessing the situation of girls in Closed Specialized Educational Facilities is
initiated following the Cabinet of Ministers’ Plan of Action #426;

8. LESSONS LEARNED
It is necessary to further strengthen tplanning for the prioritization of
activities and strategic outcomes;
Important to continue the interaction with national partners in
implementation of the recommendations of the UN Charter and Treaty
bodies;
Assist in development of the institutional capacity building of
ministries and departments;
Continuous support is needed in improving the quality of lawmaking
and rulemaking and regulatory policy, strengthening the role of
Parliament, including in the implementation of parliamentary oversight and
public discussions;

9. LESSONS LEARNED
Regular analysis of the situation and data collection will play a
key role in promoting advocacy;
It is necessary to adjust the possibilities of resource mobilization
under new development context and involve a larger number of public
administration bodies and donors for cost-sharing, in order to ensure
the sustainability of the outcomes;
Special attention should be given to further enhancing women's
participation and opportunities in public administration and
decision-making, building the capacity of national partners on gender
equality;

term budget planning and further promotion of program budgeting", taking

draft of the PFM reform strategy has already been submitted to the

end of this year. The transition to the medium-term budgetary
framework is still relevant and is a mandatory stage for transition to

Activities related to the improvement of the system of anti-corruption
expertise and methodologies for assessing the impact of regulatory

reforms, freedoms and interests of citizens ".
Anticorruption expertise is considered as part of the RIA, which is
