KEY FOCUS AREAS
 support to the National Action Plan on implementation of recommendations of
UPR and UN Treaty bodies;
 further strengthening of judicial independence, and enhancing court
administration, as well as legal procedures to ensure courts are better applying
child-sensitive procedures;
 strengthening the institutional capacity of the national public administration and
introducing a more transparent and professional system of civil service;
 creation of effective, accountable and inclusive institutions at all levels;
 ensuring transparency, efficiency and quality of public services through the
integration ICT and e-government;
 Ensuring full compliance of legislative framework regarding children in contact
with the law with international standards

KEY ACHIEVEMENTS
1. Strengthening the institutional capacity of the public administration system, based on evidence-
based policy-making and introduction of a more transparent and professional system of civil service
 assistance in the development of the Concept of Administrative Reform, the new draft Law "On Local Government "
based on the results of functional review;
 support in drafting the Law on Public Services, joint projects with the Academy of Public Administration in civil service
training, and with the Women's Committee of Uzbekistan (WCU) on empowering women participation in public
administration;
 Institutionalization of RIA tolls, anti-corruption scrutiny in lawmaking and rule-making;
 the update of the set of indicators on the situation of children in the framework of the TransMonEE initiative, the regional
database in CEE / CIS, the training of the State Statistics Committee on the collection and use of demographic data.
2. Strengthening public-private partnerships with civil society organizations and the media and
ensuring their participation in development processes
 Seminar-trainings on increasing the capacity of journalists, over 630 journalists to prepare high-quality analytical materials
on various topics;
 Training for the Youth Union and the Association for the Support of Children and Families of Uzbekistan;

3. Ensuring access to quality public services through the introduction of ICT and principles of
advanced governance through e-government
 Support to the development of the Law “on Administrative Procedures" and legislation public service
delivery reform;
 Advancing Uzbekistan’s ranking in UN e-Government Survey in 2016 (analytical support and development
of NAP);
 Suggestions and recommendations for improving the system of public services (Resolution of the Cabinet
of Ministers # 2750, Presidential Decree #5278 and Presidential Resolution #3430);
 Assistance in the development and launch of the portal of open data and a portal for the discussion of
drafts of the NAP regulation.gov.uz;
 Assistance in the development of the concept of e-participation, the Concept note on e-appeals,
e-petitions, National Transparency Index of public institutions;
 Assistance in the development of Governmental decisions on improving the effectiveness of statistical
bodies, as well as the draft Concept Note on the SDG portal.

KEY ACHIEVEMENTS
4. Further strengthening the independence of the judiciary and strengthening judicial
administration, as well as the promotion of justice procedures and courts that take into
account the special treatment of minors;
 proposals and recommendations on reforming the judicial and legal system, improving the structure,
the procedure for selecting candidates, appointment of judges, etc.
 support to the Supreme Court of Uzbekistan in the development of proposals and amendments to
the Civil Procedural Code, Economic Procedural Code and the Code of Administrative Justice;
 streamlining judicial proceedings, "E-SUD" in 75 inter-district courts in civil cases. 442,435 claims
were processed, increasing the effectiveness of the courts by 50%, the time to visit courts was
reduced twice;
 proposals for Amendments to Criminal Code and Criminal Procedure Code based on findings of an
analysis of gaps in laws and practices in within the system of juvenile justice;
 3 child-friendly interrogation rooms at pre-trial stage to protect child victims and witnesses of crimes
 survey on the study of the level of satisfaction of participants on the basis of legal proceedings in the
city of Tashkent to develop proposals to increase public confidence in the judicial system.

KEY ACHIEVEMENTS
5. Support in the implementation of the country's commitments adopted in the framework of international
conventions and recommendations of the UN treaty bodies
 assistance in the implementation of 6 UPR recommendations on supporting the independence of national
human rights institutions (NHRIs) in accordance with the Paris Principles;
 support for the organization of the visit of the UN High Commissioner on Human Rights, Special Rapporteur on
freedom of religion or belief, follow-up action plan;
 assistance in the development of the National Action Plan for the implementation of the recommendations of the
CEDAW Committee, the preparation of a national report on the implementation of the recommendations of the
Committee on the Rights of the Child (CRC);
 Analytical support to the Ombudsman for the implementation of the Paris Principles and preparation for
accreditation in the Global Network of National Institutions for Human Rights (GANHRI)
 A set of measures to further improve the system of state support for the elderly and PwDs for 2017-2020;
 The program of comprehensive measures to further improve the support system for PwDs and strengthen
protection of their rights and freedoms; Assistance in the development of the Law "On Social Services";
 Case management process for assessing the situation of girls in Closed Specialized Educational Facilities is
initiated following the Cabinet of Ministers’ Plan of Action #426;

LESSONS LEARNED
 It is necessary to further strengthen tplanning for the prioritization of
activities and strategic outcomes;
 Important to continue the interaction with national partners in
implementation of the recommendations of the UN Charter and Treaty
bodies;
 Assist in development of the institutional capacity building of
ministries and departments;
Continuous support is needed in improving the quality of lawmaking
and rulemaking and regulatory policy, strengthening the role of
Parliament, including in the implementation of parliamentary oversight and
public discussions;

LESSONS LEARNED
 Regular analysis of the situation and data collection will play a 
key role in promoting advocacy;
It is necessary to adjust the possibilities of resource mobilization
under new development context and involve a larger number of public 
administration bodies and donors for cost-sharing, in order to ensure 
the sustainability of the outcomes;
 Special  attention  should  be  given  to further enhancing women's
participation and opportunities in public administration  and 
decision-making, building the capacity of national partners on gender 
equality;

Proposals Comments
to revise indicator 7.3.2. "Availability of a framework program for medium-
term budget planning and further promotion of program budgeting", taking 
into account its relevance and additionally include the following items:
development of the Strategy for Reforming the Public Financial 
Management System for 2019 - 2030;
introduction of a program-targeted method of budget planning with a view to 
a gradual reorientation of the budgetary process from "managing budget 
resources (costs)" to "managing results".
The proposal was accepted. However, precise language will be 
clarified in conjunction with partners in the Ministry of Finance. The 
draft of the PFM reform strategy has already been submitted to the 
Ministry of Finance. According to the Finance Ministry, it will be 
finalized after the international assessment of PEFA, which the 
Ministry of Finance planned to hold with the World Bank before the 
end of this year. The transition to the medium-term budgetary 
framework is still relevant and is a mandatory stage for transition to 
performance-oriented budgeting.
it is proposed to delete the indicator 7.1.3. "The existence of a normative 
legal act on recruitment based on the merit system".
At this time, the Law "On Civil Service" has not yet been adopted, so 
this paragraph remains relevant. In this connection, it is proposed to 
keep this paragraph and at the same time slightly amend the wording 
"the existence of a regulatory framework for recruiting for civil service 
on the basis of merit"
Activities related to the improvement of the system of anti-corruption 
expertise and methodologies for assessing the impact of regulatory 
regulation, as well as measures to improve the effectiveness of law 
enforcement bodies, should be moved from group 7 "Quality of public 
administration and access to public services" to group 8 "Judicial and legal 
reforms, freedoms and interests of citizens ".
Anticorruption expertise is considered as part of the RIA, which is 
part of improving the efficiency of the public administration system. In 
this regard, it is proposed to leave activities related to the 
improvement of the anti-corruption expert system in Group 7.

UNDAF 2016-2020 Progress and Reform Agenda

  • 1. UNDAF 2016-2020: PROGRESS AND WAY FORWARD Joint UNDAF Results Group Thematic Area: Effective Governance

REFORM AGENDA  Action Strategy for 2017-2021 (cross-cutting focus on PAR and Rule of Law);  Judicial and legal reforms: independence of the judiciary, increasing the efficiency of courts and access to justice, taking into account the interests of the child;  Openness, dialogue with citizens, accountability in line with principle “Government serves the people rather than people serving government";  Improvement of the system and mechanisms of reliable protection of citizens' rights and freedoms;  Concept of Administrative Reform: streamlining of public administration system, decentralization, One-Stop-Shops, administrative procedures;  Enhancing lawmaking and rule-making, strengthening the role of Parliament;  Civil Service Law, anti-corruption initiatives;  Introduction of innovations and project management tools;  Development of civil society institutions, media and NGOs. KEY FOCUS AREAS  support to the National Action Plan on implementation of recommendations of UPR and UN Treaty bodies;  further strengthening of judicial independence, and enhancing court administration, as well as legal procedures to ensure courts are better applying child-sensitive procedures;  strengthening the institutional capacity of the national public administration and introducing a more transparent and professional system of civil service;  creation of effective, accountable and inclusive institutions at all levels;  ensuring transparency, efficiency and quality of public services through the integration ICT and e-government;  Ensuring full compliance of legislative framework regarding children in contact with the law with international standards 3 Progress in UNDAF implementation for 2016-2017
  • 4. KEY ACHIEVEMENTS 1. Strengthening the institutional capacity of the public administration system, based on evidence- based policy-making and introduction of a more transparent and professional system of civil service  assistance in the development of the Concept of Administrative Reform, the new draft Law "On Local Government " based on the results of functional review;  support in drafting the Law on Public Services, joint projects with the Academy of Public Administration in civil service training, and with the Women's Committee of Uzbekistan (WCU) on empowering women participation in public administration;  Institutionalization of RIA tolls, anti-corruption scrutiny in lawmaking and rule-making;  the update of the set of indicators on the situation of children in the framework of the TransMonEE initiative, the regional database in CEE / CIS, the training of the State Statistics Committee on the collection and use of demographic data. 2. Strengthening public-private partnerships with civil society organizations and the media and ensuring their participation in development processes  Seminar-trainings on increasing the capacity of journalists, over 630 journalists to prepare high-quality analytical materials on various topics;  Training for the Youth Union and the Association for the Support of Children and Families of Uzbekistan; 4 Progress in UNDAF implementation for 2016-2017

Ensuring access to quality public services through the introduction of ICT and principles of advanced governance through e-government  Support to the development of the Law “on Administrative Procedures" and legislation public service delivery reform;  Advancing Uzbekistan’s ranking in UN e-Government Survey in 2016 (analytical support and development of NAP);  Suggestions and recommendations for improving the system of public services (Resolution of the Cabinet of Ministers # 2750, Presidential Decree #5278 and Presidential Resolution #3430);  Assistance in the development and launch of the portal of open data and a portal for the discussion of drafts of the NAP regulation.gov.uz;  Assistance in the development of the concept of e-participation, the Concept note on e-appeals, e-petitions, National Transparency Index of public institutions;  Assistance in the development of Governmental decisions on improving the effectiveness of statistical bodies, as well as the draft Concept Note on the SDG portal. 5 Progress in UNDAF implementation for 2016-2017
  • 6. KEY ACHIEVEMENTS 4. Further strengthening the independence of the judiciary and strengthening judicial administration, as well as the promotion of justice procedures and courts that take into account the special treatment of minors;  proposals and recommendations on reforming the judicial and legal system, improving the structure, the procedure for selecting candidates, appointment of judges, etc.  support to the Supreme Court of Uzbekistan in the development of proposals and amendments to the Civil Procedural Code, Economic Procedural Code and the Code of Administrative Justice;  streamlining judicial proceedings, "E-SUD" in 75 inter-district courts in civil cases. 442,435 claims were processed, increasing the effectiveness of the courts by 50%, the time to visit courts was reduced twice;  proposals for Amendments to Criminal Code and Criminal Procedure Code based on findings of an analysis of gaps in laws and practices in within the system of juvenile justice;  3 child-friendly interrogation rooms at pre-trial stage to protect child victims and witnesses of crimes  survey on the study of the level of satisfaction of participants on the basis of legal proceedings in the city of Tashkent to develop proposals to increase public confidence in the judicial system. 6 Progress in UNDAF implementation for 2016-2017
  • 7. KEY ACHIEVEMENTS 5. Support in the implementation of the country's commitments adopted in the framework of international conventions and recommendations of the UN treaty bodies  assistance in the implementation of 6 UPR recommendations on supporting the independence of national human rights institutions (NHRIs) in accordance with the Paris Principles;  support for the organization of the visit of the UN High Commissioner on Human Rights, Special Rapporteur on freedom of religion or belief, follow-up action plan;  assistance in the development of the National Action Plan for the implementation of the recommendations of the CEDAW Committee, the preparation of a national report on the implementation of the recommendations of the Committee on the Rights of the Child (CRC);  Analytical support to the Ombudsman for the implementation of the Paris Principles and preparation for accreditation in the Global Network of National Institutions for Human Rights (GANHRI)  A set of measures to further improve the system of state support for the elderly and PwDs for 2017-2020;  The program of comprehensive measures to further improve the support system for PwDs and strengthen protection of their rights and freedoms; Assistance in the development of the Law "On Social Services";  Case management process for assessing the situation of girls in Closed Specialized Educational Facilities is initiated following the Cabinet of Ministers’ Plan of Action #426; 7 Progress in UNDAF implementation for 2016-2017
  • 8. LESSONS LEARNED  It is necessary to further strengthen tplanning for the prioritization of activities and strategic outcomes;  Important to continue the interaction with national partners in implementation of the recommendations of the UN Charter and Treaty bodies;  Assist in development of the institutional capacity building of ministries and departments; Continuous support is needed in improving the quality of lawmaking and rulemaking and regulatory policy, strengthening the role of Parliament, including in the implementation of parliamentary oversight and public discussions; 8 Progress in UNDAF implementation for 2016-2017

At this time, the Law "On Civil Service" has not yet been adopted, so  this paragraph remains relevant. In this connection, it is proposed to  keep this paragraph and at the same time slightly amend the wording  "the existence of a regulatory framework for recruiting for civil service  on the basis of merit" Activities related to the improvement of the system of anti-corruption  expertise and methodologies for assessing the impact of regulatory  regulation, as well as measures to improve the effectiveness of law  enforcement bodies, should be moved from group 7 "Quality of public  administration and access to public services" to group 8 "Judicial and legal  reforms, freedoms and interests of citizens ".
