Insurance can be provided through both private and public insurance marketplaces. Private
insurance companies include plans such as Managed Care Organizations (MCO's) that are mainly

Health Maintenance Organizations (HMO's) and Preferred Provider Organizations (PPO's) (Ridic,

nurse practitioner services, and medical transportation (Goldman, 2005). Along with the mandatory
requirements, there is also a list of optional benefits that many states are using to expand Medicaid.
These optional benefits include: prescription drugs, physical and occupational therapy, speech,
hearing and language disorders, respiratory care, podiatry and optometry, dental, prosthetics and

and medically underserved areas and some special need populations. Both measures require
communities to apply for designation. These designations allow the government to target resources
to those determined to be most in need (Colwill and Cultice, 2003). There are two principal

Of course, the disciplines of organisational sociology and human resource management are vast and
the aims of this paper are modest. It is impossible to treat the literature on these subjects in great
depth here. The main aim of this paper is to identify a number of "landmark studies", defined as
frequently cited review articles, that try to make sense of the burgeoning literature on organisational
performance. These studies could contribute to the development of theory in this area. A second aim
