A shortage of engineers, difculty recruiting and a lack of afordable
housing are some of the reasons the county Department of Water Supply is
struggling to fll stafng positions to help tackle the Upcountry water meter
list, the department said Wednesday. [Emphasis Supplied]
The Maui County Council’s Water Resources Committee spent Wednesday
morning digging for solutions to the water meter list, a decades-old issue
that now has 1,728 applicants and could take more than 20 years to get
through.
For the department, funding isn’t an issue; it’s the lack of staf.
“Our problem is not at this point money,” acting department Director
Gladys Baisa said. “It’s about bodies. It’s about people who can
actually come and help us do the work.”

situation, is an expression of pessimism as: (a) The recent decision of the Commission
on Water Resource Management in Instream fows for East Maui is embroiled in
litigation being appealed to the Hawaii Supreme Court. (b) The Maui County Council
has allocated funds to provide for upgrades ti the Upcountry Water Supply
Infrastructure.

In the fscal year 2016 budget, a proposed capital improvement reserve
fund is being established and $5 million is being set aside for the sole
purpose of increasing capacity for the Upcountry water system. By
continually setting funds aside for investment into the Upcountry water
system, the county can fnally address the long-standing water-meter
waiting list.
The recent budget proposal also builds upon the $12.6 million
appropriation the County Council made in the fscal year 2015 budget to
also address the Upcountry water-meter situation.
Water Resources Committee Chair Gladys Baisa has been working
diligently to see that these funds are spent in a timely manner.
The water situation will not be solved overnight, but we must continually
take bold steps if our community is ever to see a day when water is no

Dave Taylor remains on administrative leave two weeks after the Maui
County Council voted to keep him on as director of the county
Department of Water Supply.
Taylor said he hasn’t been told anything and wasn’t sure when he’d be
coming back to work.
“I was ready to return to work after the council voted unanimously to keep
me,” Taylor told The Maui News on Wednesday. “Instead I have been
placed on leave pending investigation. I have been told almost nothing
about the issues.”
Deputy Director Gladys Baisa continues to serve as acting director.
5. The current situation is exactly what council members feared when
they voted down Mayor Alan Arakawa’s attempt to remove Taylor
from ofce. Members were concerned that even if they chose to retain
Taylor, the mayor would simply keep him on administrative leave
indefnitely. [Emphasis Supplied]
Lois Whitney, assistant communications director for the mayor’s ofce,
would only say Wednesday that Taylor is “on administrative leave pending
investigation.” Whitney did not elaborate or respond to follow-up calls or
emails.
Taylor has worked for the county for 25 years with the departments of
Management, Environmental Management and Water Supply. Arakawa
appointed him to serve as director for two consecutive terms. Taylor
questioned the timing of the investigation.
His absence leaves the department administration without a registered
engineer reporting to work as director or deputy director. The Maui
County Charter requires either the director or deputy director of the
Water Supply to be one. Baisa, a former fve-term council member from
Upcountry, is not an engineer. [Emphasis Supplied]
